The mission of the Franklin County Public Schools is to prepare students for College and Career Readiness and to become contributing citizens.

II. Recognitions and Presentations
Rationale

  • Congratulations to the following students who were named 2017 Governor’s Scholars:  Franklin County High School Aishwarya Balaji, Madeline Clements, Nikitha Rajendran, Jennah Reubens, John Bullock, Donald Dotson, and Pranay Mupparaju.  Western Hills High School Mindy Hatchell, Theresa Jaminet, Caroline Orange, Dawson McCoun, and Clayton Patrick.
  • Congratulations to FCHS student, Lex Hendrix who was selected to the Governor's School for the Arts. Franklin County also had  Juan Betancourt, Madeline Clements, and Grayson Thurman selected as alternates to the Governor's School for the Arts.

  • We are very proud to recognize Ms. Jennifer Meo-Sexton, Bondurant Middle School, and Ms. Cheryl Nance, Collins Lane Elementary, for being chosen among the 24 finalists for the 2017 Valvoline Teacher of the Year!  Additionally, Ms. Meo-Sexton was notified she is one of three finalist for the KY Middle School teacher of the year along with one of nine finalist for the Kentucky Teacher of Year. Both teachers will be recognized on May 16 at the Capital Rotunda.

III. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV. New Business
IV.A. ASP Rate Increase
Rationale

Currently the weekly rate for all ASP programs is $45.00 per week or $9.00 per day. This has been the standard rate for several years.  FCPS has not raised rates since beginning the program in all schools.  Now the Child Care Assistance Program has raised their daily reimbursement rates to $10.00 per day for students receiving state assistance.  Therefore, we are requesting to raise the weekly rate to $50.00 or $10.00 per day beginning the 2017-2018 school year.

Rationale

As per Board Policy 09.15, all school fees must be approved in advance by the Board.  Hearn Elementary School is requesting approval of an optional summer ASP charges for various activities.  Participation in the attached activities is strictly optional.

IV.C. Approval of Revised Bus Conduct Report
Rationale

The Transportation Department is requesting a change to the School Bus Conduct Report that is currently being used. The new version covers all essential matters that happen on the school bus in a more condensed version.  The new version provides the driver with lines to actually write on when explaining the infraction.

V.A. Approve RTA Invoice - WHHS Doors
Rationale

Four exterior doors leading out of the WHHS gym need to be replaced.  Because those doors are considered a life-saving egress, KDE requires the district contract with an architect to help coordinate the replacement.  Ross Tarrant Architects created the construction documents for us and is now requesting payment in the amount of $3,355.45 for their services.

V.B. Approve BG-1 for EES Front Office Floor Replacement
Rationale

To make the Elkhorn Elementary School front office area safer, more accommodating to visitors, and aesthetically more appealing, minor renovations are necessary.  In addition to painting the walls and replacing/moving the desk to provide more space for visitors, it is necessary  to replace the existing vinyl composition tile (VCT) and wall base in that area as well.  Attached is a BG-1 for your approval for the replacement of the VCT tile with an approximate cost of $2600.  Capital Outlay funds will be used for the project.

Rationale

Westridge Elementary is requesting approval of the attached Contract Day Waiver for the 2017-2018 school year.  The request is for the FRYSC coordinator to work 225 days versus 240 days.

VII.C.2. Lexington Legends Contract - EES ASP
Rationale

Elkhorn Elementary School ASP  is seeking approval of the attached contract for the summer ASP students to attend a Lexington Lexington Legends' game.

VII.C.3. Fifth Grade Field Trip
Rationale

EES requests approval to enter into a contract with Ventourus, LTD to provide transportation for the fifth grade field trip to Kings Island on May 22.  Funds for the trip will be paid from school fundraisers.

VII.C.4. Contract Biztown - PME
Rationale

Peaks Mill Elementary School is requesting approval of the attached Biztown Contract 2017-18 school year for fifth grade students.  Funding for the contract will be paid from school funds. 

VII.C.5. Approve Contact with Frankfort Independent Schools
Rationale

Frankfort Independent Schools must provide IEP services which require a certified teacher for the hearing impaired.  Ms. Jami Miller has determined based on current student needs and the availability of FCPS current staff, we can provide the services.  The attached contract with Frankfort Independent would result in FCPS being reimbursed for the teacher's services at her regular daily rate, as well as her travel.

VII.C.6. Approve Contact with Frankfort Independent Schools - Buses
Rationale

Frankfort Independent Schools has requested our mechanics provide services for their bus fleet.  These services include bus repairs and inspections.  Mr. Shepherd, transportation director, approved the availability of FCPS current staff to provide the above named services. The attached contract with Frankfort Independent would result in FCPS being reimbursed for services provided by the transportation department.

VII.C.7. 2017 Graduation Contract
Rationale

Attached for your review and approval is a contract between Franklin County Public School and the Frankfort Convention Center for FCHS and WHHS 2017 graduation.

VII.C.8. EMS - Miller Transportation
Rationale

Elkhorn Middle School 7th grade choir has been invited to perform The National Anthem at the Lexington Legends Baseball game on May 10th.  The 7th grade students will leave the school around 10:00am on that morning to conduct the sound check at the ball park will be at 11:15am.  The game will begin at 12:30pm.  We will have lunch in the park as well.  We are requesting approval of the attached contract with Miller Transportation to provide transportation to and from the presentation.  

 

VII.C.9. FCHS 2017 Prom Contract
Rationale

Attached is a contract for FCHS 2017 Prom with the Frankfort Convention Center May 20, 2017 for your review and approval.  The rental fee of $2200 will be paid by the activity fund for the Class of 2017.

VII.D.1. Create Position - CLE ASP
Rationale

The Collins Lane Elementary School ASP is requesting the creation of one additional PT Child Care Aide position to assist with the summer child care program.

 

VII.D.2. Reduction in Hours for Vacant Custodian Position - PME
Rationale

Peaks Mill Elementary school is requesting a change in the vacant custodian position from 7 hours/day to 6 hours/day for 250 days.

VII.D.3. Preschool Screenings
Rationale

Due to the need for summer preschool screenings, I will need to contract with up to five (5) speech therapists and four (4) preschool teachers to assist in the screening process.

VII.D.4. Academic Team Judges
Rationale

Western Hills High School SBDM requests the creation of two academic team stipends of $125 each to be paid with Section 6 funds. This will be for the 2016-2017 school year.

VII.E.1. WHHS FFA Leadership Camp June 26-30
Rationale

Students will be attending an overnight FFA Leadership Camp on June 26-30 in Hardinsburg. Approximately 18 students with Mr. Zinner will attend and stay at the FFA Camp.  Funding for the trip will be paid by the FFA and attending students.  This trip qualifies us as a standard FFA Chapter.  FCPS bus transportation will be utilized.  

VII.E.2. EES - Fifth Grade Field Trip - Out-Of State
Rationale

EES requests permission to travel out-of-state to Kings Island for a fifth grade field trip on May 22.  Transportation will be provided by a common carrier.  The fifth grade teachers and other staff/parents will accompany the students on the trip.  Funds for the trip will be paid from school fundraisers.

VII.E.3. WHHS FFA Convention June 6-8
Rationale

Twenty-two students will be competing at the State FFA Convention in Lexington on June 6-8.  Mr. Zinner and Ms. Ratliff are asking permission for overnight stay since the students will be required to participate in late evening activities and early morning.  The students, along with Mr. Zinner and Ms. Ratliff will stay at the Hilton downtown.  Funding for the trip will be provided by FFA activity funds and individual students.

VII.G.1. Wolverine Volleyball Summer Camp
Rationale

WHHS girls volleyball team would like to hold a kids camp to help promote their program on Saturday, May 20.  The camp will be for students in grades 3-7. This is a one day camp and the varsity girls and coaches will facilitate the program. All proceeds will go to the WHHS volleyball team.

The Boys Basketball Team would like to hold their summer basketball camp on May 22, 23, and 24th from 5:30-8:00 PM. The camp will be for elementary and middle school aged children.  The cost would be $40 per student with all proceeds going to the Wolverine Boys Basketball Team.  Coaches and players would run the camp.
