II. Recognitions and Presentations
Rationale

Congratulations to the Franklin County Lady Flyers for their third consecutive trip to the Sweet Sixteen tournament!  For the second consecutive year, the Lady Flyers Basketball team finished as state runner-up of the Tournament. Please help us in recognizing each of the girls and the coaching staff for such an outstanding season.  Team members include: Rebecca Cook, Sibre Morton, Princess Stewart, Savannah Courtney, Olivia Hogan, Josie Thacker, Kindall Talley, Emily Jordan, Shannon Brunette, Trinity Peach, Samreah Levarity, Julia Welsh, Jasmine Simpson, Lakin Hamblin and Brooklyn Miles. Collins Lane Academic Team was named the Regional Governor's Cup champions for 2017.  In addition to being named the regional champions, the team also received the Sportsmanship Award for the tournament! To qualify the for the regionals, the team placed first in the district competition.  Congratulations to the following team members and their coaches: Jake Dicken, Nicholas True, Mahmood Ateyeh, Carson Wallace, Ridhi Penmecha, Holland Riddell, Ben Schrader and Josiah Dick. Coach: Holly Dickert, Grace Edwards, and Ellen Stevens.

 

Hearn Elementary School's academic team won its district competition and received runner-up in the Regional Governor's Cup this year. Team members include: Ben Bevington, Sania Sairajeev, Griffin McElmurray, Sam Darbyshire, Coleman Stewart, Keenan Stewart, Brannon Taylor, Amy McClure, Caden Kapustey, Caroline Blackburn, Autumn Mitchell, Dylan Cantor, Emmi Moore, Collin Tate, Cooper Meredith, Kaylin Lafferty, Victoryous Bennett and Aiden Hamm. Elkhorn Elementary academic team was the 2017 Superintendent Cup winner.  Due to the many activities and competitions, we are just now getting to recognize them for their accomplishments.  We want to congratulate the following team members and coaches: Carson Doolittle, Terrell Clark, Isaac Andrews, Beverly Lucio, Jaxon McDaniel, Carlie Woods, Keith Rodgers and Talan Gillion. Coaches: Rhonda Smith, Mandy Hager and Emily Granath.

 

A special recognition to Terrell Clark, a 4th grader at Elkhorn Elementary School, who was named the 2017 District Spelling Bee champion.  Terrell competed at the state level and made it through 4 rounds.  Congratulations to Terrell and his family.  

 

At regional Governor's Cup competition, three Bondurant Middle School students completed the competition with a top 10 score statewide.  Congratulations to the following students for their top 10 mathematics score: Ahmad Ateyeh, Anish Penmecha, and Nikhil Akula.  Additionally, Nikhil had a top 10 statewide score in science!  These students and the BMS academic team went on to compete at the state level, and we will recognize the team's accomplishments at the May meeting.

Franklin County High School Future Problem Solving Team placed 2nd in the Regional Governor's Cup which qualified them for state competition. Team Members include Rishabh Kapoor, James Pack, Christian Thompson, Parks Mason and Jennah Ruebens. 

Franklin County High School has a State Champion, Rishab Kapoor!  Rishab competed in the State Governor's Cup and finished with the highest science written competition score.  Congratulations to Rishab!

 

Western Hills High School students, Abdullah Ateyeh, Katie Bennett, and Theresa Jaminet qualified for the State Governor's Cup with top five finishes in written exams at the regional competition.

 

Bondurant's Quick Recall Team qualified for the state competition by placing 2nd in the Region 10 competition. Team members include Sahill Shaik, Chinmay Tope, Henry Hoffman, Gabriel True, Jai Joshi, Conner Hill, Abe Johnson, Daniel Ward, Nikhil Akula, Ahmad Ateyeh, Anish Penmecha and Kyle Reed.

 

III. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Attached is a contract with the City of Frankfort for your review and approval.   The contract is for a sewer extension from the City's existing sanitary system to the New Collins Lane Elementary School.

V.B. Approval of Change Order for EES
Rationale

When new flooring was estimated for the Elkhorn Elementary School media center, a small adjoining office was inadvertently omitted and therefore not included in the original contract price.  The change order consists of removing existing carpet and wall base and installing new 4 ½” wall base and vinyl composition tile (VCT) in that office space.  The total amount of this change order is +$432.20.

Rationale

As part of the District Flooring Project, Elkhorn Elementary and Elkhorn Middle received new floor covering in their media centers over spring break.  Per Rosstarrant Architects, the contractor, Kentucky Flooring Distributors, is requesting payment of $20,557.00 for materials used for these schools.  Attached is an invoice and communication from Rosstarrant Architects requesting payment.

VII.D.3. WHHS Volleyball Overnight/Out of State Trip
Rationale

Western Hills girls Volleyball team would like to request permission to attend a Team Camp at Coastal Carolina University.  The dates would be July 17-22, about 12 players would attend and two chaperones (Coach Buffenmire and Hudson).  Trip would be paid out of the Booster Club account.  Attached are contracts pending approval.

VII.D.4. PME 5th - Science Center Contract
Rationale

PME is requesting board approval to contract with the Louisville Science Center for an overnight trip for the 5th grade on May 22-May 23.  The students will be supervised by five teachers and at least six parent/adult chaperones.  The students would be transported by the FCPS transportation department.  Associated cost for the trip will be paid from school-based fundraising proceeds.

VII.D.5. WRE 5th grade Kings Island Miller contract
Rationale

Westridge Elementary School requests to enter into contract with Miler Transportation for two buses at a cost of $1500 for a 5th grade class field trip to Kings Island on May 25th.   Funds for the cost of the trip, including transportation, will be paid by the students and for any student who needs assistance, funds will be used from the 5th grade activity account.

VII.D.6. Buckley Wildlife Sanctuary Contract
Rationale

EES requests the approval to enter into a contract with Buckley Wildlife for a field trip on April 12, for the school's third grade students.  Funds for the trip will be paid from school-based funds.

VII.D.7. KIP Data Release to KY-ASAP Committee
Rationale

The Franklin County Kentucky Agency for Substance Abuse Policy Committee (ASAP) is requesting a release of the 2016 Kentucky Incentive for Prevention (KIP) survey data taken by Franklin County Public School students to use in planning events and prevention program needs for Franklin County.  Data used from the survey will also be used in grant writing through the ASAP Board as well as strategic planning.

Collins Lane Elementary is requesting approval of the attached contract with Pitney Bowles for the use or an automated postage machine.  Section VI funds will be utilized for the contract.  

VII.D.9. WRE Legends contract
Rationale

Westridge Elementary ASP requests approval of the attached contract with the Lexington Legends for a summer trip for students wishing to attend.   Funds for the trip, including district transportation, will be paid from the ASP activity account.

Teachers College Innovative Education Grant Application

Ball State Teachers College Alumni Society annually awards grant money to graduates of Teachers College or any other educator program at Ball State University who have an innovative idea they would like to implement in a school, classroom, or other area related to education.

VII.E.2. Early Care & Education Provider Quality Improvement Grants
Rationale

Attached are the final copies of 2017 Early Care and Education Provider Quality Improvement grants.  The Board approved submission of the three grants at the March 20, 2017 meeting since the grants were due by April 7, 2017.   The attached grants are submitted for final review by the Board.

Ms. Myles, Early Childhood Program Coordinator, is requesting approval to submit the attached Early Childhood Healthy Living grant.  The identified outcomes of the grant are to increase family engagement and education on healthy topics with a focus on kindergarten readiness.

VII.F.1. Extended Days
Rationale

Extended days for Dennis Ledford and Mike Stapleton to train staff in Safe Crisis Management techniques.

VII.F.2. Increase Contract Days
Rationale

Melissa Lentz is currently contracted for 75 days, serving as Interim Preschool Coordinator.  In order to fulfill the preschool duties for the 2016-2017 school year, we need to add 10 days to her contract.

The funding for this increase will be obtained from IDEA Preschool.

VII.F.3. Increase Contract Days
Rationale

Charlene VanWinkle is currently contracted for 50 days, serving as ARC Chairperson Designee.  We need to add 5 more days to finish out the 2016-17 school year to fulfill special education duties.

The funding for this increase will be obtained from IDEA Basic, Part B.

VII.F.4. Create part Time Instructional Aide at WRE
Rationale

Due to the increased number of preschool students at Westridge Elementary (WRE),  a part time instructional assistant is needed to assist with the students' needs and to fully implement all Individual Education Plans (IEPs).   At this time, Ms. Mille is recommending the creation of one 3.5 hour per day instructional assistant position at WRE for the remainder of the 2016 - 17 school year.  This would be a 135-day position, prorated for the remainder of the school year.

The funding for this job creation will be obtained from KERA.

VII.G. Approve Overnight/Out-of-State Trips
VII.G.1. TSA State Competition
Rationale

The Technology Student Association (TSA) group is requesting permission to attend their State Conference held in Louisville, KY on April 24-26, 2017.  There will be 15 students attending the competition with one advisor and one chaperone.  The advisor and chaperone will be Glenn Walker and Theresa Walker.  Since this is an overnight stay, lodging will be at the Crowne Plaza Hotel, 830 Phillips Ln., Louisville, KY.  Student lodging and registration will be covered by the Student Activity account at the Career and Technical Center.  Perkins funding will cover the advisor's lodging, registration and travel expenses.  Students will participate in technical, skilled, and leadership competitions related to their program areas.  Student transportation, provided by FCPS, and the advisor's substitute cost will be covered through competition funding.

VII.G.2. FCHS Overnight Softball Trip Request for April 28-29, 2017

Rationale

Noah Fields, State Officer for Skills USA is requesting permission to attend their State Conference held in Louisville, KY.  Dates attending will be April 16 through 23, 2017.  This will be over-night stay.  Lodging will be at the Crowne Plaza Hotel, 830 Phillips Ln., Louisville, Ky.  Student lodging will be covered by Larry Johnson, Division of College and Career Readiness.  Students will participate in technical, skilled, and leadership competitions related to their program areas. Student will travel with father (Mike Fields).

VII.G.4. PME 5th - Science Center Overnight

PME is requesting board approval for an overnight trip for the 5th grade on May 22-May 23 to the Louisville Science Center .  The students will be supervised by five teachers and a minimum of six parent/adult chaperones.  The students would be transported by the FCPS transportation department.  Associated cost for the trip will be paid from school-based fundraising proceeds.

VII.G.5. WRE Kings Island Trip
Rationale

Westridge Requests board approval for an out-of-state field trip to Kings Island on May 23rd.  Miller Transportation will be providing the transportation.  This trip is a cumulative activity following a STEM unit (see attachment).  Costs associated with the trip will be paid from will 5th grade payments and the 5th grade student activity fund. 

VII.G.6. FCCTC Welding Competition
Rationale

Franklin County Career and Technical Center (FCCTC) Welding is requesting permission to the Midwest Classic Welding Competition, April 27th through April 28th, 2017.  The competition will be held in Indianapolis, IN and will require overnight stay.  The students and chaperone/teacher will be lodge at the Hyatt Place in Indianapolis.  The two adult chaperones (Randy Shewmaker & Tameran Clay) will accompany 10 students.  FCCTC will be paying for the transportation and sub for the teacher attending competition.  Students will fund raise to pay for the cost of the hotel expenses.  This competition will provide an opportunity for the students to receive their certification and the possibility to win scholarships.

VII.H.1. FCHS Boys Basketball Youth Camp Request for June 5-7, 2017

FCHS Boys Basketball Team would like to hold their annual Youth Camp June 5-7, 2017 at FCHS.
