I. Call to Order
Rationale

The mission of the Franklin County Public Schools is to prepare students for College and Career Readiness and to become contributing citizens.

II. Recognitions and Presentations
Rationale

Franklin County High School AP Government students won 2nd place in the State High School "We the People" Competition. Team members include:

Kathleen Dudgeon, Jonah Fern, Taylor Mauer, David McIver, Sibre Morton, James Pack, Shreya Patel, Yancy Sizemore, Madison Terrell and Sonya Gardner (teacher sponsor).

 

The Western Hills High School BETA club received an overall 3rd place recognition at the State BETA Convention.The following members qualified to compete at the national convention by receiving a first or second place award.

1st Place:

technology - Emma Boebinger, Tanner Gyr, Shay Locke, Logan Mattox, Madi Sharp, Carter Stinnett

III. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV. New Business
IV.A. Frankfort Area Chamber of Commerce Priorities
Rationale

Carmen Inman, President/CEO of the Frankfort Area Chamber of Commerce, will update the Board on Chambers' 2017 Priorities and discuss how the Chamber may assist the school system.

IV.B. ASP Summer Fees - CLE
Rationale

As per Board Policy 09.15, all school fees must be approved in advance by the Board.  Collins Lane Elementary is requesting approval of an optional summer ASP for various activities.  Participation in the attached activities is strictly optional.

IV.C. Approve Revised 2016-2017 Calendar
Rationale

Students in Franklin County Public Schools missed three weather-related days during the 2016-2017 school year.  KRS 158.070 requires school districts ensure 1,062 instructional hours and a minimum of 170 instructional days.  The approved 2016-2017 school calendar included 172 instructional days and all schools exceeded the minimum instructional hours.

I am proposing the following changes to the 2016-2017 school calendar.

February 17 Make-Up Day 1

February 20 Make-Up Day 2

March 17     Make-Up Day 3

March 31     District Staff Day

April 28       District Staff Day

May 30        Professional Development Day

May 31        Professional Development Day

June 1          Professional Development Day

 

The last day for students would be Thursday, May 25.  

All schools will exceed the required 1,062 hours and 170 instructional days on or before May 25.

VI.G. Natural Gas Contract with Constellation
Rationale

At the February 20, 2017 meeting, the Board approved the superintendent entering into a contract for Natural gas service if the cost per Dth (unit of measurement) were to reach $5.10 or lower.  The district was able to secure a a price of $5.04 per Dth for natural gas from Constellation through the Kentucky Gas Aggregation Program.  Attached is the signed contract for Board review.

Attached for the Board's review and approval is the contract with KSBA to facilitate the superintendent search.  

VII.D.9. Rebecca Ruth Fundraiser Contract - WRE
Rationale

Westridge Elementary School requests the board approve the contract to sell Chocolates with golden tickets to the Franklin County Community.  This fundraiser will promote the school's musical, Willie Wonka and the Chocolate Factory Jr. People who buy a bar with a golden ticket will receive free tickets to the show.  The proceeds from the fundraiser will go to the musical.

Rationale

Western Hills High School would like to request the creation of an Asst. Track coach's position to be in charge of the middle school students.  This position will assist in the development of the high school program. School based funds will be utilized to pay for the requested $1000 stipend.  

VII.F.3. Certified Math Intervention Position for 2017-18 School Year
Rationale

Collins Lane was the proud recipient of the Mathematics Achievement Fund grant for 2017-2018.   Included in the grant was the employment of a certified math interventionist. Ms. Perkins and the SBDM council are requesting the creation of a math interventionist's position for the 2017-2018 school year.

VII.G.1. ACDA National Honor Choir - FCHS
Rationale

FCHS Requests approval to send student Ashleigh Caudell to Minneapolis, MN March 7-11, 2017 to participate in ACDA National Honor Choir

Supervision:  Kim Caudell, Ashleigh's mother, will room with her and assume all responsibilities for her getting to/from rehearsals, sectionals and performances in Minneapolis.

Travel:  Parent will transport student to MN

Accommodations:  Hilton Minneapolis, paid by FCHS Drama Funds $347.50 (for student only)

Rationale

Collins Lane Elementary School's After-School Program (ASP) is seeking approval for three out of state trips:  Institute for Fitness and Sports, National Railroad Freedom Center, and NCAA Hall of Champions for the school's summer program.  See attachments for details.

VII.G.3. 4-H Camp - PME
Rationale

Peaks Mill Elementary School is requesting permission for overnight trip to attend the 4-H camp.  The school will be paying the cost of the trip for all fourth graders.  The fourth grade teachers and parents will serve as chaperones.  Transportation will be provided by the Franklin County Transportation department.

VII.G.4. 4-H Camp - EES
Rationale

Elkhorn Elementary fourth grade requests approval to attend the 4-H Environmental Camp on April 26-27, 2017.  At this overnight 4-H field trip, students will be participating in science activities that correlate with NGSS standards.  Cost of the trip will be provided by individual students, with support for any student who needs financial assistance.  The fourth grade teachers and parents will be attending as chaperones.  District transportation will be utilized to transport the students.

Joe and Linda Stewart request the use of a small plot (district property) behind his house on 132 Seminole Trail as a garden.  Mr. and Mrs. Stewart have utilized this area for several years and are requesting continual use in the future.
