Recognitions and Presentations
Presley Fell, a fourth grader at Collins Lane Elementary School, won FIRST Place in the State 4-H demonstration competition for students ages 9-13. Presley’s presentation was on “Bee Keeping”.
Western Hills High School FFA Parliamentary Procedure Team was the state runner-up at the state convention. Members of the team include: Allye Geoghegan, Sarah Gilbert, Jenna Harrod, Cameron Kenner, Whitney Marcum, Erica Nesselrode, Rachel Pipes, Jordan Smith, Maddie Smith, Gracie Staude, Austin Thornberry, Haley Varney, and Shana Weber.

Public Comments
The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Approve Tax Rate for 2016
As required by KRS 160.470 (7), advertising and hearing requirements must be met in order to levy a tax rate that exceeds the compensating tax rate.
Advertisements were placed in The State Journal local newspaper on August 26, 2016 and September 2, 2016 for the public hearing on September 12, 2016 at 5:00 p.m. at the Franklin County Board of Education.
The purpose of the hearing was to entertain public comments related to a proposed tax levy of 67.4 cents on real property and 67.4 cents on personal property.
In 2015, a real property and personal property tax rate of 65.3 was levied by the Franklin County Board of Education. For 2016, a tax rate of 67.4 is proposed for both real estate and tangible personal property.
The Board is also required to set the tax rate for 2016 for all motor vehicles. The proposed rate of 51.0 cents is the same rate that has been levied since 1983.

WHHS Football Team-External Account
Per the Accounting Procedures for Kentucky School Activity Funds (Redbook); the Board of Education is to approve all external support/booster organizations in each school. The Western Hills High School Football booster club has met the requirements to be approved as an external account. The school is housing the booster's tax id, copy of insurance, budgets, and copy of a checking account with two signatures. Mr. Roush recommends the football external booster club be approved.

First Reading - O8.221
Western Hills SBDM, with support from FCHS, EMS, and BMS would like to recommend modifying Board Policy 08.221 by changing the grading scale at grades 4-12. Elementary principals agree the grading scale for grades 4 and 5 be aligned with the middle school scale.
The revised scale would be:

80-89 B
70-79 C
65-69 D
0-64 F
This would provide our students the same opportunities for KEES money since more and more districts, including Jefferson County, have adopted this scale. We are not lowering the standard for passing since 65 will continue to be the lowest passing score a student can make to pass.

BBY Contract - Westridge
Westridge Elementary requests the board approve the attached contract with BBY publishing for PD services on 9/14/16 for the amount of $1200 to be paid out of 2016-2017 PD funds. This on-going professional learning will provide teachers with instructional strategies/understanding which will improve our students' numeracy skills. This is a continuation of the work that we began last year.

MOA With KSU - Dual Credit
Attached is an Memorandum of Agreement (MOA) with Kentucky State University and Franklin County Public Schools to provide dual credits for the students who are enrolled in dual credit courses. The majority of our dual credits courses are with KSU. The MOA will be completed for Franklin County High School, The Academy, and Western Hills High School.

KIP MOU
Since 2004, the Kentucky Division of Behavioral Health has sponsored a statewide student survey, Kentucky Incentives for Prevention (KIP). The survey assesses the extent of use, associated attitudes, and related problems of alcohol, drug, and tobacco use among 6th, 8th, 10th and 12th graders.
The survey is administered every other year, and results are reported to the district. Attached is a Memorandum of Understanding for review and approval.

Supplemental Duties
EMS requests approval for supplemental duty positions for the 2016-2017 school year to be paid out of school section 6 funds. The duties and amounts are attached.

Reading Interventionist
ELV would like to hire a certified reading interventionist position for a maximum of 30 days. Funds for the position will be paid from ASP.
VI.E.3.
Create basketball coach stipends - CLE
Collins Lane Elementary SBDM is requesting the creation of two basketball coaching positions for the 2016-2017 school year. A $500 stipend position to be paid from ASP profits will be used to pay the two basketball coaches (girls' coach and boys' coach).
VI.E.4.
Create Technology Coach Stipend - CLE
Collins Lane Elementary SBDM requests approval to create a stipend position to facilitate teaching and coaching students who run the daily morning show newscast, which is recorded outside of the school day. A $500 stipend will be paid from ASP funds.

Cafeteria Monitor Position - HES
Hearn Elementary is requesting approval to create a Cafeteria Monitor position for 2 hours/day. In an effort to maximize instructional time, our schedule was strategically structured to allow an entire grade level to complete their lunch time in a 30 minute block versus the usual 35-45 minute block. With two classes constantly entering and exiting lunch, additional supervision/assistance is needed.
This position would be for two (2) hours/day and only required on days when students are in attendance. Funds for the position will be paid from ASP proceeds.

Create Custodian Supervisor Position
The Maintenance Department currently has a Maintenance Tech III vacancy due to the retirement of a staff member at the end of August. We are proposing that this position be abolished and a Custodian Supervisor position be created in its place to be paid at the same pay rate. The Custodian Supervisor position would oversee cleaning operations for all buildings which would provide relief for Principals and Assistant Principals, allowing them more time to spend on students and curriculum. We also believe this will result in better-maintained buildings and grounds overall.

Revise Asst FRC Hours/Days
The Joining Hands FRC serving Collins Lane and Hearn Elementary Schools is requesting a change to the hours/days of the Assistant FRC Coordinator position. This change will allow the employee in the position to better serve the needs of the FRC. This position has been vacant, so the new employee can begin with the adjustment in place.

Create/Abolish Instructional Aide Position
We have a special needs student who requires the assistance of an Instructional Aide for the majority of the school day. This student moved from the Early Learning Village district to the Bridgeport district a few days after the start of school. Thus it became necessary to move a Special Education Instructional Aide position from the Early Learning Village to Bridgeport Elementary School. The Instructional Aide has already been transferred in order to prevent a service disruption for the student.

Westridge Elementary requests the Board approve the creation of two basketball coaching positions for the 2016-2017 boys' and girls' teams. Each coach will be paid a stipend of $500 from PTO and $500 from WRE ASP for a total of $1000 per coach.

Create Instructional Assistant Position- CLE
Collins Lane SBDM is requesting the creation of a fulltime instructional assistant position to provide support/assistance for students in the area of mathematics. This would be a 6.5 hours/day position and would begin on October 10, 2016. Funds for the position will be paid from 2016-2017 Section IV funds.

Instructional Assistant - CLE
Collins Lane Elementary has a student with a 504 plan who needs an assistant to help with basic needs throughout the day. I am recommending the creation of an instructional assistant position to assist the said student. The position would be for 7 hours/day and General Funds would be the funding source.
VI.E.16.
Home Hospital/After School Instructor
We are requesting that the Board approve the attached salary schedule as amended to add a rate of $40 per hour for Home Hospital/After School Instructor. We hope that this will allow for homebound students' current teachers to continue to provide their instruction while they are prevented from attending classes at school.

Increase Instructional Assistant Hours - Academy
Mrs. Vivian is requesting to increase an instructional assistant's positions by 30 minutes/day. The assistant provides supervision at the high school while the Academy students are in transition to and from The Academy.

Increase Bus Drivers' Hours
There are numerous students who need to be transported during the school day for various classes at the Career and Technical Center, Kentucky State University, Frankfort High, and among our schools. Currently bus drivers are paid for a 5.5 hour day, but with the daily transporting of students throughout the day there is a need to change the hours worked per day for 5 drivers. This will provide the needed transportation and the drivers' timesheets will correctly reflect their regular routes.

VI.F.2.
HOSA Officer Training & Competition
This is the annual HOSA training/competition and is an overnight stay due to events starting early and ending late in the evening. Mrs. Harrod will be the chaperone for the event with only four students attending and competing. School bus transportation will be used for the October 23-24, 2016 trip. The students and chaperone will be staying at the Galt House. Funds from the HOSA activity fund will be used to pay for the students' costs and Perkins funding will be used to pay the chaperone costs.

KYA overnight request - BMS
The Bondurant Middle School Kentucky Youth Assembly students will be participating and competing in various areas during the annual conference December 15-17th, 2016. We will have two candidates for office and several students debating bills. The conference relates to social studies core content. Students will be staying overnight at the Crowne Plaza in Louisville, KY. District Transportation will be requested. Students will leave December 15th and return the 17th at 1:00 PM. 50 students and 3 faculty sponsors are estimated to attend. Students will cover all costs associated with the trip, with assistance being provided for any student of need.

HOSA-Overnight trip- WHHS
Western Hills HOSA group request permission to attend the HOSA Leadership Fair on October 23 and 24th in Louisville. The group will be staying at the Galt House and riding a bus with the CTC group. Four students will be attending and chaperone, Mr. Miller. Student will be responsible for the cost of registration and food, and the HOSA club funds will be utilized for the rooms.

BPS music department would like to sell miniature stuffed "Mushu" dragon toys as promotion and fundraising for our upcoming musical Mulan, in the spring. These would be purchased from Dollar Days and no contract is required. They will sell for $5 (our cost $1.42) for a profit of $3.58 per unit. Proceeds will be used for props, set pieces, costumes and other items needed for our spring musical.

EMS requests permission to work with Sweet Blessings on a cake and ice cream challenge fundraiser. Many of our students at EMS benefit from the Sweet Blessings donations and we would like to continue the support. An informational page is attached for more details.

Hearn Elementary PTA is requesting approval of their annual Fall Festival Fundraiser at a date to be determined. The Fall Festival will include games, food, and silent action. Hearn's PTA will receive 100% of the profits.

Dollar General Youth Literacy Grant
Western Hills applied for the Dollar General Youth Literacy Grant during the 2015-2016 school year and failed to have the grant submission approved by the Board of Education. The school has been notified they qualify as a recipient of the grant. The school is seeking approval by the Board to accept the grant. The application submitted is attached for your review. The grant funds will be used to purchase additional copies of books for resource classrooms as well as purchasing more copies of the most popular books like Harry Potter and Hunger Games. The application was a collaboration with the librarian and a special education teacher.

Attached is the Preschool Partnership Grant - Tier I (Planning grant) for your review and approval. The state-sponsored grant is an early childhood grant of $25,000.00 will improve the quality of early childhood education in Franklin County, increase the number of eligible students attending preschool, and build community partnerships.

Request for Shortened School Day for 504 Student
Franklin County High School has requested, per the individual 504 Committee, to request a shortened school day for a student. The student is diagnosed with a medical condition that meets the guidelines for a disability under 504.

Shortened School Day Request-The Academy
Jami Miller is requesting a shorten school day for a student at the Academy. The ARC has convened and followed the appropriate procedure for requesting a shortened school day.
