Rationale

Because of construction delays at the Hearn Elementary renovation project, I had recommended in the last meeting that we reject the pay application from the contractor, Trace Creek Construction, Inc. In the past ten (10) days, the steel canopies and deck are up at the main entrance, classes have moved into the first completed pod of rooms, and the administrative offices have been occupied. I will continue to inspect the construction on a daily basis and would like to see steel studwork completed to enclose the canopy and the completion of the storefront windows. If substantial progress is made in these next few days, I will recommend that the attached pay application for $182,106.55 be approved by the Board.

II.B. Approve Reduction in Retainage - James R. Leake & Son
Rationale

Due to delays that arose in the Bondurant Middle School renovation project, the 10% retainage has been held on this project. The contractor, James R. Leake, has requested that the Board reduce the retainage to 5%. At this time, the project is substantially complete. The majority of the workmanship issues have been resolved and the work that is left deals with the completion of the "punch list" generated by the architect. The contractor has effectively demobilized from the job site. The reduction is approximately $167,720.68.

Recommended Motion

Rationale

As a first step towards the initiation of anticipated work for summer of 2005, it is necessary to file a BG-1 (project application) with the Kentucky Department of Education. At Franklin County High School, it is our intention to replace the gym roof and wood playing floor. Budget Estimate: $541,644

Rationale

Elkhorn Elementary School, built in 1967, is in need of some major renovation. Using existing bonding capacity, we would like to begin a project in the spring of 2005, that would replace the current HVAC system, renovate the front entrance, do a complete electrical upgrade, replace the windows, renovate the majority of the restrooms and upgrade all finishes. Budget Estimate: $2.75 million

Rationale

The auction for the sale of Bald Knob Elementary School is scheduled to be held on Saturday, November 13, 2004, at 10:00 a.m. Depending on the actual highest bid and contingent upon final approval of the Kentucky Department of Education, I will be recommending approval of the final sale of the school to the highest bidder.
