Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. Rationale

This was the original Change Order changing the school signage from Bridgeport Elementary School to Commonwealth Elementary School. The cost would have been $542 and is cancelled by Change Order #6 (next Board item). I had held back this Change Order due to the mounting controversy.

Rationale

This change provides for all of the work to complete the new intersection serving both Western Hills High School and Bridgeport Elementary School on Doctor's Drive. This included storm piping, asphalt, grade work, and signage.

Rationale

Change Order #8 provides for the labor and materials to provide a new valve box for the main water line as required by the Frankfort Plant Board. This was not included in the original contract. The cost is $7,710.18.

Rationale

The contractor (Marksbury Cornett) encountered rock during the installation of new water lines. This is a "found condition" and was not included in the previous contracts. The cost of the additional work is $3,086.53.

Rationale

Change Order #10 for Bridgeport Elementary School provides labor and materials to modify site drainage work. Due to discrepancies in site drawings, the contractor was required to modify associated site work. The cost of this additional work is $4,945.35.

Rationale

Change Order #5 deals with some additional brick work that was needed in the new lobby wall in order to make a watertight building at the roofline. The goal was to revise the new brick to match up with the existing roof angle. Cost = $2,497.80.

II.D.14. Approve Change Order #6 - Bondurant Middle School
Rationale

During the renovation of the restrooms at Bondurant Middle School, some concealed conditions were found that caused us to redo the waste, vent and water pipe in the middle of the project. This action caused the subcontractor who was installing the quartz epoxy flooring to have to make a second trip (remobilization costs) to finish the flooring. The contractor and the Board of Education are each paying half of these costs. Our cost = $2,760.

I recommend that Change Order #6 for Bondurant Middle School be approved at a cost of $2,760.

II.D.15. Approve Pay Application #6 - Bondurant Middle School Renovation
Rationale

Ross-Tarrant, Architects are recommending payment of $190,326.42 to James R. Leake & Son, Inc. for work accomplished on the Bondurant Middle School project. Retainage is maintained at 10% due to the construction schedule and concerns about several remaining issues. Balance to finish, including retainage, is $365,319.36.

II.D.16. Approve Pay Application #6 - Hearn Elementary Renovation
Rationale

Ross-Tarrant, Architects are recommending approval of Pay Application #6 for Hearn Elementary School, in the amount of $182,106.55. The contractor, Trace Creek Construction, is several weeks behind on critical areas of construction. My recommendation for approval of this payment is contingent upon substantial progress being made on the front entry by the time of the Board meeting on November 1.

II.D.17. Approve Change Order #3 - Athletic Facility Upgrades - Phase 2
Rationale

Upon attempting to resurface the track at Western Hills High School, it was revealed that subsurface soil conditions were insufficient to support the equipment needed to do this work. In addition, any surface applied would not tolerate the groundwater in the area and would rapidly deteriorate. In an effort to correct this situation, we first attempted to undercut the soft spots in the WHHS track and fill with stone. Cost = $15,293.

Recommended Motion

I recommend that the Board approve Change Order #3 for the WHHS track at a cost of $15,293.

II.D.18. Approve Change Order #4 - Athletic Facility Upgrades - Phase 2
Rationale

The work accomplished by Change Order #3 on the WHHS track did not fully alleviate the subsurface soil conditions. Partly due to wet weather, in addition to historically poor drainage in the area on the WHHS football field, the majority of the track was still not dry enough to resurface. At this point it was determined that an additional two (2) inches of dense grade aggregate (DGA) was needed on the entire length of the track. Cost = $10,062.

Recommended Motion

I recommend that the Board approve Change Order #4 for the Athletic Facility Upgrades - Phase 2 at a cost of $10,062, pending KDE approval.

II.D.19. Approve Change Order #5 - Athletic Facility Upgrades - Phase 2
Rationale

Because of the close proximity of the new tennis courts at FCHS to the existing baseball field, it is proposed that some additional barrier netting be provided to help separate the courts from the adjacent baseball field. Cost = $27,566.

Recommended Motion

I recommend that Change Order #5 for the Athletic Facility Upgrades Phase 2 be approved at a cost of $27,566, pending KDE approval.

II.D.20. Approve Revised BG-1- Athletic Facility Upgrades - Phase 2
Rationale

Due to numerous Change Orders in this project due to soil conditions at WHHS, the project went over the 5% contingency originally budgeted. The amended BG-1 reflects current and anticipated expenditures for this project. All funds are from the General Fund.

I recommend that the Board approve the revised BG-1 (financial page) for the Athletic Facility Upgrades - Phase 2 project.

Rationale

IV.A. Approve Purchase of Eleven (11) New School Buses for 2005
Rationale

Mark Watson, Director of Transportation, is requesting the purchase of eleven (11) new school buses. These will be ordered now and delivered in May of 2005. Cost = $693,963. The need for the school buses comes from the following factors: 1. Several existing buses are at the end of their useful life and depreciation schedule. 2. Our expanding services to Special Education students across the district coupled with specific transportation requirements. 3. Efforts are being made to add additional bus routes in the Westridge attendance district in order to shorten existing routes.

Recommended Motion

I recommend that the Board approve the purchase of eleven (11) new school buses for 2005.

IV.B. Approve KISTA Financing for School Buses
Rationale

For the past several years, the Franklin County Board of Education has used the Kentucky Interlocal School Transportation Association (KISTA) to finance the purchase of school buses. Using the power of a multi-district association, we are able to take advantage of an interest rate of approximately 3.1% in a way that uses the state depreciation payback to our greatest benefit. Each bus ends up only costing us about $1,600 a year for about ten (10) years. In order for us to participate, the Board must approve the attached Participation Resolution.

Recommended Motion

I recommend that that the Board approve the attached Participation Resolution for the financing of eleven (11) new school buses.
