Public Comments
The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Approve 2016-2017 Salary and Stipend Schedule
The attached salary schedule includes a 1% raise for all classified and certified staff employees for the 2016-2017 school year. Included is a 0.5% step increase for certified staff who have between 10 and 27 years of experience. A comparison of teacher salaries with neighboring districts indicated teachers with 10 or more years of experience had the greatest discrepancy in salaries, with Franklin County being substantially lower.

Per the Accounting Procedures for Kentucky School Activity Funds (Redbook); the Board of Education is to approve all external support/booster organizations in each school. The Western Hills High School Girls' Golf booster club has met the requirements to be approved as an external account. The school is housing the tax id, copy of insurance, budgets, and copy of a checking account with two signatures. Mr. Roush is recommending the Girls' Golf external booster club be approved.

Students identified as Gifted in the area of Leadership have the opportunity to participate in two workshops with one of America's best youth leadership development speakers, Ted Weise. EasyCBM contract
Request entering into a contract with Houghton Mifflin Harcourt for the EasyCBM. The EasyCBM is a progress monitoring tool used with district Tier 2 and 3 students for RTI purposes. The district would contract for 900 student licenses. Funds for the monitoring tools will be paid from general fund.

Contract with Dewayne Hancock
Due to the many responsibilities and requests from the district, I am requesting to contract with him for up to 20 days at a rate of $150/day. This request is a result of the many projects Mr. Hancock completes for the district and schools, such as making all signage, banners, etc. upon request. Additionally, the computer labs are being upgraded, modified to better meet the needs of the courses at CTC, along with installing various computer software. All of these items and more must be completed before the beginning of school in August.

FCHS: Request for Asbury Head Soccer Coach, Brooke Lincoln, be paid to coach FCHS Soccer Camp July 11-13, 2016.
The Soccer Camp for FCHS was approved by the FCPS Board on May 2, 2016.
FCHS Soccer Fund will pay for the cost of the coach.
The amount to be paid to the coach will be determined based upon number of participants in the camp.
The cost to each participant will be $75, of which $50 will be used to pay the fee for Brooke Lincoln.

VII.E.1.
Approve Amended Job Descriptions
The Franklin County Public School District currently utilizes the job position - Instructional Aide/Job Coach. We would like to have the flexibility to have one job description which would have a CDL license as a requirement, as in some cases we would need an employee who can transport students to worksites. We would also request that both job descriptions be updated to reflect that employees in these positions must either pass the paraeducator exam or have an Associate's degree, as required by the NCLB Act of 2001.

Create a full time Interpreter position
We have a new student who needs a full time interpreter to implement his Individual Education Plan. I am recommending we create a full time interpreter position.

Create full time instructional aide position at Elkhorn Elementary
Due to several students enrolling at Elkhorn Elementary needing additional adult assistance, we need to hire an instructional assistant to fully implement all Individual Education Plans (IEPs). At this time, I’m recommending we create a 7 hour per day instructional assistant position for the 2016-17 school year.
The funding for this increase in time will be obtained from IDEA Basic, Part B.

Change to School Psychologist Positions
Due to an increase in student needs for the 2016-17 school year and the availability of certified staff to fill existing positions at full capacity, we are requesting that three School Psychologist positions be restored to the maximum 202 days (187 days plus 15 extended days) as stipulated in the board salary schedule.
Request three School Psychologist positions be increased from (.975) to (1.0) for 2016-2017.

VII.F.1.
WHHS FFA Washington DC trip
Western Hills FFA is requesting permission to attend the FFA Leadership Conference in Washington DC. The conference is focusing on leadership qualities and skills around the FFA program and will be held from June 14-18, 2016. The cost is $813 dollars per student and each student is fundraising to pay for the trip. Perkins is paying for the cost of one teacher to attend, (Callie Hobbs). Three students attending. Transportation is via air. Lodging accommodations are Omni Shoreman-Washington DC and Flying American Airlines.

Approval for an Overnight Trip
I am requesting approval for the Hearn fifth graders to attend an overnight trip at the North Central 4H Camp on September 22nd and 23rd, 2016. The students will go by school bus to and from the camp. The fifth grade teachers will be the chaperones: Susan Harrison, Melissa Wiard, Sara Pope, and a teacher to be selected. Also, the principal and/or counselor, PASS teacher and/or aide, and 10 parents yet to be determined. Funds for the trip will be provided by the students, although the school will provide support to students of need. FCPS transportation will be utilized to transport students to and from the camp.

World Archery Tournament
BMS Archery is requesting permission to attend the World Archery Tournament in Myrtle Beach, South Carolina on June 23rd-25th. We have 24 student athletes who have qualified to participate, students will be transported by their parents who will also be paying for the trips lodging and food. In addition to parents, the archery coach will also be in attendance.

Emergency Substitute Authorization for 2016-2017
The supply of certified teachers available to substitute teach in the Franklin County Public Schools is inadequate to meet current demands. On most days throughout the school year, emergency certified substitute teachers are needed to fully staff our schools.
State regulations require that the board state that “a sufficient supply of fully certified teachers to staff substitute positions is unavailable and the board declares that an emergency exists.”
We request authorization to submit applications for Emergency Substitute Teaching Certificates for the 2016-2017 school year.

WHHS Softball Camp
WHHS softball team would like to request permission to conduct a softball camp for ages 7-13. The camp will be ran by the Western Hills coaching staff and players will instruct and supervise the campers. Cost of the camp is $65 to participate. The dates are June 23 and 24 from 8-12 each day located at WHHS softball field. Proceeds will be used to provide identified needs of the softball team.

Coach: Chris Tracy
Purpose of camp: To develop and train young student athletes in basic football techniques necessary to promote fundamentals and safety. This is a great opportunity for young student athletes to be able to experience a fun safe environment and learn fundamentals and safety techniques when playing football. Each student will be given a small coach-to-player ratio in order to learn. Any profit generated from the camp will be used to purchase player equipment.
The public is invited to participate.

Teacher Leader Grant Proposal
Attached is the Teacher Leader Grant for the Reading Recovery program. As you will note in the grant application, Ms. Amato will work with teachers in four districts, one of which is Franklin County.

Community Work Transition Program
The Community Work Transition Program (previously called the Community Based Work Transition Program) is a cooperative effort between local school districts, the Office of Vocational Rehabilitation (OVR), and the Interdisciplinary Human Development Institute at the University of Kentucky (IHDI) to assist eligible students with pre-employment transition services to all students with disabilities starting with the most significantly disabled first from high school to employment. We have participated in this program for the last 14 years and typically OVR focused on approving most significantly disabled students; however, this year we will be allowed to add a scope of singular services for those students who do not need full employment specialist services. I am recommending we continue to offer this program as this will help students obtain a Career Work Experience Certification.

Community Education Continuation Grant
The Community Education Continuation Grant for 2016-2017 is presented for your review and approval. The grant is submitted each year and covers a portion of our Dropout Prevention Coordinator/Volunteer Coordinator position.

BPE Fundraiser
Bridgeport requests Board approval to hold a fundraiser with Read-A-Thon during the 2016 -2017 year. Money raised will be used towards books in classroom.

KSU Bus Use
Kentucky State University has requested the use of Franklin County Schools' for the PACES' group on the dates identified in the attachments.
VIII.
