4. TELL Survey
Rationale

Attached are the 2015 TELL survey results for Franklin County.  The district survey results are a compilation of the school results.  The survey, completed by teachers only, will be discussed in more detail at future meetings.  I wanted to share the results with you so you can begin reviewing.

5. District Facilities Plan
Rationale

The Local Planning Committee met on multiple occasions to develop the District Facilities Plan.  The plan is attached for board review/approval.

Rationale

10.A.c. Compass Learning Renewal Contract
Rationale

Request the approval of a renewal agreement for Compass Learning software.  The software provides students with remediation opportunities as well as extensions.  The online courses can be accessed during the school day, at night, on weekends, and during the summer.  The software communicates with MAP and tailors the student's remediation/extensions to the student's identified needs.

Rationale

Renew NWEA MAP contract for reading, math, and language skills assessments used as benchmarking assessments in grades K-10. These assessments provide data to assist administrators and teachers to make inform instructional decisions in regards to individual students and to assist with the identification of students for participation in Response to Interventions (RTI) and extended learning.

10.A.h. Contract with Dewayne Hancock
Rationale

Due to the many responsibilities and requests from the district, I am requesting to contract with him for up to 20 days at a rate of $150/day.  This request is a result of the many projects Mr. Hancock completes for the district and schools, such as making all signage, banners, etc. upon request.  Additionally, numerous computer labs are being moved, modified to better meet the needs of the courses at CTC, along installing various computer software.  All of these items and more must be completed before the beginning of school in August.

Rationale

Request that the board approve a revised job description for the Director of Elementary/Middle Curriculum & Instruction.  The new job description becomes a Director of Middle Curriculum & Instruction, and all responsibilities are revised to include only middle schools.

This position is currently vacant.

10.D.b. Revise Job Description
Rationale

The USDA has established minimum professional requirements for school nutrition professionals who manage and operate National School Lunch and School Breakfast Programs.  The new standards will do the following:

-Create minimum hiring standards for new School Nutrition Program Directors

-Establish minimum hiring standards for new State Directors

-Require minimum annual training for new and current School Nutrition Program professionals

These new standards will require that we submit for board approval revised job descriptions for all School Nutrition Program Staff.  At this time, we would submit for board approval the job description: School Nutrition Program Director.

10.D.c. Increase Contract Days for VI Teacher
Rationale

Request that the Board increase the contract days by ten (10) of the Teacher of the Visually Impaired/Orientation & Mobility Specialist to provide IEP services and evaluations for students.  The funding will be from IDEA Basic Part B and will be for the 2014-15 year only.

10.D.d. Create Student Camp Helpers Positions
Rationale

Mr. Pack would like to create two student worker positions to assist with the MineCraft technology camp.  These workers will be paid minimum wage.  Funding will be from the proceeds of the technology camp.

10.E.a. WHHS Band Boosters Fundraiser
Rationale

The Western Hills band boosters are asking approval to work with Terri's catering to provide services at the Lexington Red Mile for the Junior League Horse Show on July 6th - 11th.  They will work concessions as volunteers for Terrie's catering.  The band volunteers will receive 20% of gross sales for 10 - 12 adult volunteers an evening to work the concessions.

10.H. Emergency Substitute Teachers - 2015-16 School Year
Rationale

The supply of certified substitute teachers in the Franklin County Public Schools is inadequate to meet current demands.  On most days throughout the school year, emergency certified teachers are needed to fully staff our schools.

Specific Action Requested:

State regulations require that the board state that “a sufficient supply of fully certified teachers to staff substitute positions is unavailable and the board declares that an emergency exists.”

This will allow the Superintendent to apply for Emergency Substitute Certification for applicants who wish to be hired as substitutes for Franklin County Public Schools.
