Mr. Kyle Sexton will present the 2014-2015 KIP Survey results.

4. Approval to Submit Request for Disaster Day
Rationale

On February 25, 2015 the boiler system stopped functioning at Western Hills High School and as a result temperatures plummeted within the building.  The required part to repair the boiler system had to be shipped and did not arrive until February 26, 2015.  With overnight lows in the teens, it was deemed unsafe for students to attend school the next day, where temperatures would be unbearable. 

The Board must approve the submission of the request to Commissioner Holiday to approve this day as a disaster day.  As you can deem from the attached letter, Western Hills High School's yearly schedule surpassed the required 1,062 instructional hours, and thus met the minimum number of days and the minimum instructional hours as required by KRS 158.060.

5. Capital Funds Request
Rationale

We are requesting the use of Capital Outlay Funds for paving work to be done on Bondurant Drive and in the BMS parking lot ($95,000).  We are also requesting the use of Capital Outlay Funds for the replacement of worn & damaged furniture throughout the district ($150,000).
Attached is a Capital Funds Request totaling $245,000 for the above mentioned projects.

6. Approve 2015-2016 Tentative Budget
Rationale

Annually each local board of education is required to approve a tentative budget on or before May 30.  The purpose of this law is to assure that the local Board of Education has an opportunity to review all proposed revenues and expenditures before the next school year begins. 

This is the second formal step in developing the 2015-2016 annual working budget.  The first step was completed at the January mid-Month meeting when a draft budget was presented for your review.  No formal action was required by the Board for the draft budget.  The tentative budget involves a more detailed presentation of the proposed 2015-2016 budget and involves formal action by the Board to adopt the budget with such changes as deemed appropriate.  The final step will occur in the fall, after the close of the current fiscal year.  This will be the working budget for 2015-2016 and will include additional information related to the certification of the value of taxable property and second month average daily attendance.

8.A.a. CLE - Bounce Around, LLC.
Rationale

CLE is requesting a contract with Bounce Around, LLC Family Inflatables be approved for a May 22, 2015 activity. 

8.A.b. Approve District Summer Food Service Program
Rationale

Attached is a proposal for our district to provide an Open Site for a Summer Food Service Program at Elkhorn Middle School and Bridgeport Elementary School.

8.A.c. WHHS Volleyball Trip Bus Contract
Rationale

This is an update from an agenda item Western Hills had on the agenda last board meeting.  The girls volleyball team will be traveling by charter bus to Conway, SC.  Four chaperones and the coach will be accompanying the players. Contract is attached for your approval.

8.A.d. Revised FRYSC Allocations
Rationale

The original 2015 FRYSC MOA is for all Region 5 districts in Kentucky, which the included counties had to approve/sign. The revision to the 2015 FRYSC MOA is a monetary revision for the Region 5 area. Only specific districts were affected by the change, Franklin County was one of these.  As a result of the change, each of our centers received a slight increase (from $86.58 to $166.50).  Any revision to this MOA requires all Region 5 counties to re-sign the MOA.

8.B. Create/Modify Positions
8.B.a. Create ASP Part time Childcare Aide
Rationale

Due to larger than anticipated enrollment and extended hours for the Collins Lane Elementary summer program, we are requesting the addition of an additional staff member at 3.5 hours per day for the summer ASP only.

8.B.b. Preschool Screenings extended employment
Rationale

Due to the need for summer preschool screenings, Ms. Davis is requesting the district contract with up to four (4) speech therapists to assist in the screening process.  Each of the four speech therapist would have one additional day at their daily rate of pay.  Funding will be from Preschool allocations.

8.B.c. Approve Revised Job Descriptions
Rationale

Approval of the revised job descriptions (attached). 

Instructional assistant and PASS instructional assistant - with the increased number of students who have medical needs, there are situations where it is necessary to have assistance beyond the school nurse to meet the needs of the students.

Psych-Preschool - The Educational Professional Standards Board (EPSB) does not require a Preschool Director to hold a Director of Special Education (DOSE) certificate, to align the district's minimum qualifications with those of EPSB, we are requesting to change the DOSE certification as preferred, but not a requirement.
