V. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

VII.D.1. WHHS Football Team - Miller Transportation Use
Rationale

The WHHS Football Team would like the board to contract with Miller Transportation to transport the 55 players and coaches to Russell County for the football playoffs on Friday, Nov. 7. The cost for this trip is being paid by the WHHS Football Boosters.

VII.E.1. FCHS - KUNA Overnight
Rationale

Franklin County High School Y-Club is requesting permission to attend Kentucky Youth Assembly (KYA) on November 23-25 in Louisville, KY.  Approximately 36 students will attend and participate in various competitions.  Students and the advisers will stay at the Crown Plaza Hotel and be transported by Franklin County transportation department.

VII.E.2. KYA out of district travel
Rationale

Bondurant Middle School's KYA is requesting permission for an overnight trip to the state KYA conference for the dates December 11 - 13, 2014.  The conference will be held at the Crowne Plaza (Louisville, KY), where students and sponsors will be residing. Travel to and from the conference will be provided by Franklin County Public Schools transportation.  Two KYA teacher sponsors will attend along with approximately 30 students.  Individual student cost will be $250.00, which be paid by individual students.  For students who need assistance, they can apply for financial assistance through the club.  Bondurant Middle School will cover the transportation cost.

VII.E.3. Western Hills High School FCCLA Overnight and Out-of-State Request
Rationale

The Western Hills FCCLA requests to take 13 students and 2 chaperones to the National FCCLA Cluster Leadership and Competition Conference in New Brunswick, NJ on November 6 -9, 2014. Students will pay their own way with staff costs covered by Perkins funds. All students are competing in at least one event and will be staying at the Hyatt Regency New Brunswick, Albany Street.  Western Hills students and staff will be transported with Boyle County High School students and staff via a charter bus.  Boyle County approved the contract with charter bus company.

VII.E.4. FCHS - FFA Murray St. Overnight
Rationale

Franklin County High School's FFA is requesting approval for an overnight trip to Murray State University  on November 18-19.  The students and advisory will be transported by Franklin County Public Schools transportation and will reside in the university housing.  Funds for the trip will be paid via Perkins funding and the Franklin County High School's FFA competition fund.  While at Murray State, students will be competing against other FFA students from throughout Kentucky.

VII.F. Approve Positions
VII.F.1. Additional Days for Speech Therapist
Rationale

We are requesting 18 additional days with Rose Morgan, Speech Therapist, to cover a Medical Leave for another Speech Therapist.

VII.F.2. Position Changes - Bridgeport Elem
Rationale

Bridgeport Elementary School requests to make the following changes to two of its
Custodian positions:

1 position - increase from 7 hours/day to 8 hours/day
1 position - decrease from 7 hours/day to 6 hours/day

These changes will not cause any change to the total use of classified allocated hours.

VII.F.3. Position Changes - Elkhorn Middle School
Rationale

The Food Service Director request to make the following changes to two positions
positions at Elkhorn Middle School:

Cook/Baker - from 7 hours/day to 6.5 hours/day
Assistant Manager - from 7.5 hours/day to 8 hours/day

VII.F.4. Creation of a District English as a Second Language Teacher Position
Rationale

Tara Davis, EL Director, is requesting the creation of a full time position for an English as a Second Language teacher.  The position would be for the remainder of the 2014-2015 school year only.  In evaluating the needs of the students, it was determined there is a need for an additional teacher.  Funds for the position would be 0.5 from Title III funds and 0.5 from general fund.

VII.G. Approve Fundraising Activities
VII.G.1. WRE Boosterthon addition to purpose for funds
Rationale

Westridge requests to have the funds from the Boosterthon fundraiser on Oct. 29th to also go towards purchasing playground equipment.
