III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a Consent Agenda of routine business items.  Prior to the approval of the agenda, the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

ELIZABETHTOWN HIGH SCHOOL                                        HANNAH GODFREY
Hannah is an excellent student with respect to academics, attitude, and character and is a role model for her peers.  She is not only ranked in the top 5% of her class while taking a very demanding schedule, she also excels outside of the classroom in every area she pursues, having received numerous accolades for her performance in swimming and in cross country.  Hannah is the epitome of a hard worker.  She will accept nothing but her best effort and it shows in everything she does.  She sets high goals for herself and reaches them.  Her current dream is to enter the Naval Academy upon graduation.  I have no doubt that she would be the best canidate and an asset to this program and our country if accepted.                                                         Written by Lisa Mudd

T.K. STONE MIDDLE SCHOOL                                               TYLER DURBIN
Tyler has mad quite an impression on me in the first few weeks of school.  It is very apparent that Tyler cares about learning.  He is a role model to his peers.  I see this everyday in the classroom.  Tyler is a very concientious student that cares about his grades and works to his fullest potential.  He is also one of the most polite and courteous students I have ever taught.  I am very excited to have Tyler in Project Lead the Way this year.  I congratulate him on being chosen for student of the month, it is a well deserved honor for him.                                  written by Missy Mills PLTW Teacher

HELMWOOD HEIGHTS ELEMENTARY                                    ANABETH JOHNSON
We are so excited to have Anabeth represent Helmwood Heights for Student of the Month.  This honor is well-deserved for Anabeth as she exemplifies the Guideline for Success each and every day and is a role model for good character in our classroom and school.

Anabeth is a reliable, honest friend.  She is always willing to help others in the classroom.  Whether it's a new student in our building, or a student at her table who needs help, she will always lend a hand.

Anabeth is very responsible and organized.  She always has her homework and class work completed
and ready to turn in on time.  She keeps her materials organized.  She switches classes three times in one day and she is always ready and prepared for each subject area.

Anabeth shows respect for her teachers, her peers, and everyone who works at Helmwood.  She uses manners in the classroom, hallway, restroom, cafeteria, and special classes.  She frequently compliments and encourages others around her and therefore sets an example for her peers to follow.

Anabeth takes pride in her school work and learning.  She always gives 100% on each task and assignment and she asks questions when she doesn't understand.  She takes pride in her schoolwork and wants to be an active learner.

MORNINGSIDE ELEMENTARY SCHOOL                                JOHN DAVID CRUNKLETON
John David Crunkleton has been nominated as the 1st grade student of the month for Morningside.  John David is a wonderful young man who strives to meet our guidelines for success each and every day.  He goes above and beyong what is asked of him both in and out of the classroom.  John David is quiet and soft spoken, but when he does speak, you know what he's about to say has been thought through throughly.  I love having John David in class and can't wait to see what a remarkable man he is sure to grow into.                                        written by Mindy Helm, John David's teacher

V.D. Approve District's Technology Unmet Needs Report
Rationale

The Kentucky Board of Education and the School Facilities Construction Commission have approved the 2013-2014 technology unmet needs calculated for school districts.  Board approval of our 2013-2014 technology unmet needs is one of the steps required to secure our eligibility to receive 2013-2014 KETS Offer(s) of Assistance. 
Upon board approval of the district's technology unmet need, along with receipt of the FY 13 Technology Activity Report (attached) the Kentucky Board of Education will inform the SFCC that our district is now eligible for an offer of assistance.

V.E. Approve Direct and Indirect Cost Rates as Mandated by the Kentucky Department of Education
Rationale

The Kentucky Department of Education Calculates the District Indirect Cost Rates to be used in the Elizabethtown Independent School System to use when charging indirect costs to School Food Service Program and Federal Grant Awards.  The rates calculated for use beginning October 1, 2013 are Non-Restricted Rate of 12.54 (the 2012 rate was 12.4) and Restricted Rate of 2.59(the 2012 rate was 2.33).

V.F. Approve Field Trip Requests
Rationale

Attached is a field trip request from Mrs. Beth Mather, Principal at T.K. Stone Middle School  requesting approval for:
T.K. Stone Middle School 8th grade students to travel by motorcoach to Chicago, Illinois March 27, 2014-March 29, 2014 for the 8th grade trip.

Attached is a field trip request from Mr. Steve Smallwood, Principal at Elizabethtown High School requesting approval for:
EHS Cross Country Boys/Girls team to travel to the Kentucky Horse Park, Lexington, KY November 9, 2013-November 10, 2013 to participate in the KHSAA State Cross Country State Meet (contingent upon qualifiying for state competition)

Rationale

Pursuant to Board Policy 09.33 pertaing to Fund Raising Activities, the District Schools submitted their fundraising requests at the August 19, 2013 board meeting.  Said requests were approved at that time/date.  At this time, Elizabethtown High School is seeking approval for an additional request:

EHS Winter Guard would like to start a Junior Winter Guard.  This activity would serve as a recruitment tool and also raise funds for the competitive winter season.

V.J. Approve Koori-Machi, Japan Culture Exchange Trip
Rationale

Attached is a letter from Mr. Thad Elmore, Assistant Principal at T.K. Stone Middle School, requesting approval to attend a culture exchange trip to Koori-Machi, Japan along with representatives from the City of Eizabethtown.  The trip will include a tour of a manufacturing facility and three days in schools in and around Koori-Machi.  The delegation will include business leaders, community leaders, students and professionals in the education field.

The total cost for the trip will be $2,498.96.

VI.A. Consideration of Approval of the 2013-2014 Tax Levy
Rationale

The major portion of funing for Kentucky public school districts is from the state level.  The Kentucky Education Reform Act (KERA) included significant changes in the state funding program and established a new funding program for elementary and secondary education, the Fund to Support Education Excellence in Kentucky (SEEK)

Attached is information pertaining to the 2013-2014 Tax Levy as prepared by Mrs. Denise Morgan, Director of Finance.

The Board may approve a tax levy per $100 of assessed value for 2013-14 up to the following:

VI.B. Consideration of Approval of the 2013-2014 Working Budget With Superintendent Review of Resources/Support Systems
Rationale

A local school board is required to submit a Working Budget by September 30 of each school year.  The Tentative Budget was approved by the board in May 2013 and is now recommended for amendment to include the following:

Mrs. Denise Morgan, Director of Finance, has prepared (attached) information regarding the 2013-2014 working budget.  Ms Morgan will discuss the working budget and answer any questions you might have.

VI.C. Approve Appointees to the 2013-2014 District Evaluation Appeals Committee
Rationale

The state regulations on evaluation of certified personnel, KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representative to the Local Evaluation Appeals Panel. 

The Evaluation Appeals Panel is made up of three members - all certified staff members.  Two members of the three-member team are elected by the certified staff members in the district.  The third member is appointed by the Board of Education.  This is an annual appointment. 

Ms. Cora Wood, Director of Personnel, has provided a memorandum (attached) pertaining to the appointment of certified evaluation appeals panel members (Mrs. Mary Bell, teacher at Helmwood Heights Elementary and Mrs. Laura Berger, teacher at T.K. Stone Middle School, with Mrs. Tabitha Kerr to serve as the alternate).

The EIS Board of Education  is also required to appoint the third member of the panel and an alternate.  Mr. Jon Ballard, Superintendent would like to appoint Mrs. Kelli Bush, Assistant Superintendent for Student Learning to serve as the Board's representative and Mr. Nate Huggins, Assistant Superintendent for Student and Support Services serving as the alternate.
