Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as  part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.
Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

Rationale

ELIZABETHTOWN HIGH SCHOOL                ASHLEY HARTLAGE

Elizabethtown High School has a very strong golf program.  The girls have won the region championship 2 of the past 5 years.   Ashley has been an integral part of those championships.  She placed 4th in the region this year and helped lead her team to a 7th place finish in the state tournament.  She also helped lead our swim team to a region championship last year.  Ashley is a true leader on her teams.  She exhibits a high level of determination to become a better competitor and to help her team be successful.  She also displays great sportsmanship with her teammates, competitors, and coaches through her positive attitude and respectful demeanor and her ability to bring people together for a common purpose is uncanny.  She will be sorely missed next year for her talent, but more importantly, her leadership because she leads by example.  Mature beyond her years, she is a role model for her peers and has not bent to the whims or fads of her generation, but is clearly her own person.  She is determined, motivated, and driven and her attitude tends to rub off on the others around her in a positive manner.

It is with great pleasure that I am writing this letter about Josh Sumrall. I am fortunate enough to have Josh in class twice a day. He is always someone that can be counted on. He is hard-working and dedicated to whatever he is working on. He was on the high school soccer team, while also taking a full course load of GT classes. He maintains an A in both classes I have him. I know that I never have to worry about him getting work completed. I can usually expect the work to be finished early and for it to be above and beyond what I expected. I know that Josh will go on to represent Elizabethtown and TK Stone in a great way. I feel that he is an excellent choice for student of the month. Congratulations Josh and keep up the great work.

HELMWOOD HEIGHTS ELEMENTARY            DAKOTA NORRIS

Dakota is a wonderful student.  He is a friend to everyone he meets.  Dakota works hard in his daily work.  He is eager to learn and tries very hard to improve on his weekly scores on Lexia (reading) and Moby Math.  His improvement using these programs has carried over into the classroom improving his reading fluency and math computation.

Dakota cares about our school.  He encourages others to help keep our building clean and to always do their best work.  During recess he often picks up trash on the playground because he wants Helmwood to be the “best school ever!” These are just a few of the reasons that Dakota has earned the honor of being selected as Helmwood’s Student of the Month.


MORNINGSIDE ELEMENTARY                            KYLIE MCKINNEY

Kylie McKinney is a grand slam softball player for the Louisville Sluggers TPX Travel Team. Kylie has a passion for learning too.  She has a strong work ethic in school and sports.      She knocks the ball out of the park with her descriptive writing, reading, and problem solving. She learns key concepts and vocabulary in science and social studies and she does an excellent job on her extended responses. Kylie is self motivated and always pushes herself to her highest potential. Kylie does it all well and with a smile.

 Kylie is very modest and does not place herself above anyone. Kylie gets along with all of the students in class. Kylie honors the zero talking in the hallway policy every time she is in the hallway.  Kylie’s behavior is always exemplary, so she serves as a positive role model for all students. For all of the above reasons, Kylie McKinney is Morningside Elementary School’s second grade student of the month.

PANTHER ACADEMY                                            OWEN COURSEY        

Owen exemplifies good citizenship through his effort and behavior. He is respectful to adults and fellow students. He demonstrates an eagerness to learn and consistently completes assignments. Owen enjoys reading and frequently selects books to read as an activity when his work is completed. He accepts responsibility and frequently helps by reading to the class or leading calendar activities. He is cooperative and is a good role model for others. Owen also enjoys playing soccer and plans to play in the spring.

PANTHER PLACE                                                    LOGAN PERRY

Logan is a 2nd grader attending Helmwood.  This is his first year at Panther Place.  Ms. Gwen nominated Logan because of the example he is to his peers.  She writes, “He is the model student.  Each day he comes to the room quietly and immediately gets out his agenda and homework without being told.  Logan likes to get his homework completed at Panther Place and always works hard to do just that. He really likes math and enjoys going to Panther Place because he likes all the fun activities.  He never complains, will ask for help politely when he needs it and is always courteous and respectful to all his classmates.”

 

 We really enjoy the smile he brings with him each day and his great attitude.  I especially enjoy the smile and hug he gives me everyday as he gets off the bus.  He is definitely a perfect example of a student of the month.

Taylor is being recognized for her EXPLORE Scores with the exception of one point in reading she had a perfect score of 25 in all areas, English, Math and Science, her Reading score was 24.  Quite an accomplishment and worthy of recognition.

IX.B.1. Approve Authorization to Submit the WHAS Crusade for Children Grant
Rationale

For the past several years we have applied for the WHAS Crusade Grant.  This grant has provided funding for school busses as well as services for students with special needs.  In the 2012-2013 school year we received $18,000 for Occupational and Physical Therapy services.  For the 2013-2014 school year, we are in hopes of applying for and receiving additional funding to continue supporting Occupational and Physical Therapy as well as to purchase assistive technolgy and instructional material to build on what we are currently using in the classroom.

IX.B.2. Approve Field Trip Requests
Rationale

The following field trip requests have been submitted by Mr. Steve Smallwood, Principal at Elizabethtown High School.  Mr. Smallwood is seeking approval for:
 1)  the EHS Baseball team to travel to Portland, Tennessee March 29, 2013-April 1, 2013 to participate in a baseball tournament with various high schools and Vanderbilt University.
2) The EHS Cheerleaders to travel to Bowling Green, KY, January 25-27, 2013 to participate in the KAPOS State Cheerleading Competition(contingent upon winning regional competition.)

The followoing field trip request has been submitted by Mrs. Beth Mather, Principal at T.K. Stone Middle School.  Mrs. Mather is seeking approval for:
 1)  the BETA Club to travel to Louisville, KY to attend the BETA Convention, February 27, 2013-March   1, 2013.

IX.C. Consideration of Approval of Board Resolution - Sequestration
Rationale

This RESOLUTION  urges Congress and the Administration to mitigate the across-the-board cuts to education that are scheduled to occur January 2, 2013.  Attached is a copy of a letter and sequestration invoice that was mailed to our Kentucky Congressional Delegation urging their support to avoid the destructive reality of sequestration. 

R E S O L U T I O N

WHEREAS, a world class public education is essential for the future success of our nation and today’s schoolchildren; and

 

WHEREAS, the Budget Control Act of 2011 includes a provision to impose $1.2 trillion in across-the-board budget cuts to almost all federal programs including education that would become effective January 2, 2013; and

 

WHEREAS, these across-the-board budget cuts would impact school districts during the                       2013-14 school year, with the exception of the Impact Aid program, with which  a reduction would become effective this school year; and

 

WHEREAS, these across-the-board budget cuts, also known as sequestration, would impact education by a reduction in funds of 8.2 percent or more and could result in larger class sizes, fewer course offerings, possible four-day school weeks, loss of extracurricular activities, and teacher and staff lay-offs;  and

 

WHEREAS, sequestration would impact almost every public school system in the nation and the millions of students educated through programs such as Title I grants for disadvantaged students, the Individuals With Disabilities Education Act (IDEA), English Language Acquisition, Career and Technical Education, 21st Century Community Learning Centers, and more; and

 

WHEREAS, ELIZABETHTOWN INDEPENDENT SCHOOLS, as well as other public schools, would be impacted nationwide by an estimated $2.7 billion loss from just three programs alone – Title I grants, and IDEA special education state grants– that serve a combined 30.7 million children; and

 

WHEREAS, federal funding for K-12 programs was already reduced by more than $835 million in Fiscal Year 2011, and state and local funding for education continues to be impacted by budget cuts and lower local property tax revenues; and

 

WHEREAS, states and local governments have very limited capacity to absorb further budget cuts from sequestration, as ELIZABETHTOWN INDEPENDENT SCHOOLS has already implemented cuts commensurate to state and local budget conditions;

 

NOW THEREFORE, BE IT RESOLVED, that the ELIZABETHTOWN INDEPENDENT SCHOOLS urges Congress and the Administration to amend the Budget Control Act to mitigate the drastic cuts to education that would affect our students and communities, and to protect education as an investment critical to economic stability and American competitiveness.

IX.D. Consideration of Approval of Student Funding for Services and Support at the (Valley View) Therapeutic Rehab Program Based on Insurance Coverage
Rationale

Our partnership with Communicare has allowed our district the opportunity to offer additional support and services to our elementary students facing challenging needs.

Students enrolled in the Communicare Program located at the Valley View Education Center must have Passport Insurance to receive services.  To this point, all of the students in the Communicare Program have had Passport Insurance.  Helmwood Heights has two students that would greatly benefit from this program, but neither student have the proper insurance.   Dr. Jackson and Dr. Doug Olds with Communicare have agreed to serve students who do not have Passport  at a cost of $500.00 per student per school year.  This $500.00 includes the educational cost and services offered to a child until the therapists deems the child can transition back in to the regular school setting.

Please read the attached memo from Mr. Nate Huggins, Assistant Superintendent for Student and Support Services requesting board approval to fund $500.00/child for any student not meeting the required Passport Insurance coverage that is required by Communicare.
