III. CONSIDERATION OF APPROVAL OF THE BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine  business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV. CHARACTER EDUCATION WORD OF THE MONTH - RESILIENCY
Rationale

Resiliency is the ability to spring back from and successfully adapt to adversity. An increasing body of research from the fields of psychology, psychiatry, and sociology is showing that most people–including young people–can bounce back from risks, stress, crises, and trauma and experience life success.

A great definition of resiliency was given by a 15-year-old high school student who, after a semester of resiliency training, described resiliency as:

"Bouncing back from problems and stuff with more power and more smarts."

V.A. Students of the Month
Rationale

Elizabethtown High School                                    Dalton Swank

Dalton Swank has been selected as the EHS Student of the Month for October.  Dalton is a senior at EHS who has participated in football (all four years), track (9th grade and plans to participate again this year in discus and shot put), basketball (9th grade) and the Big Brother/Big Sisters program.  Dalton was named to the football all-district team his junior year.  In addition, Dalton also participates in the Big Buddy program at Panther Academy where every Friday a group of seniors goes to Panther Academy and partners up with the Pre/K students to either read or play games. 

One of Dalton’s teachers, Mr. Yates comments, “Dalton is a natural leader with characteristics that compliment his leadership.  He is an intelligent kid, with a creative mind, and successful on the athletic field.  Dalton is a pleasure to have in class.”  Coach Mooney also commented, “Dalton has been a tremendous leader by example for our football team with his outstanding effort in the offseason conditioning and in competition as we have moved through our schedule.”

EHS is very proud and honored to name Dalton Swank as October EHS Student of the Month.

 



T.K. Stone Middle School                                        Ramsey Deaton

From her teacher Linda Gregory:

 

Ramsey Deaton is that 110% person that a teacher wishes to have in the classroom, a coach searches for to play on his team, and a friend hopes to find at least once in a lifetime.  The more engaged Ramsey is, the more she seems to accomplish.  Her grades are exemplary; her work ethic in the classroom and on the basketball court are praiseworthy, and she is never too busy to help a classmate, teammate, teacher, or friend.  In all categories Ramsey is a model Student of the Month.

 

Helmwood Heights Elementary                                Tessa Garcia

Tessa is a fourth grade student in Mrs. Barnes’ class.  She is an excellent role model in her classroom, as well as for the entire student body at Helmwood Heights.  She always follows the guidelines for success:  Be Respectful, Be Responsible, Be Cooperative, and Be a Problem Solver. She’s respectful to her peers by always helping them out and she never puts people down.  She’s responsible because she always turns her work in on time.  Tessa also cooperates and listens when given directions or when she works in a group with her classmates.  Finally, she is able to work problems out herself, rather than relying on an adult to help her when she faces obstacles at school.      

Tessa works hard to make good grades and she says Math is her favorite subject.  Activities she likes to do outside of school include playing softball, swimming, and playing tag with friends. 

Congratulations to Tessa Garcia for being an excellent role model at Helmwood Heights Elementary!    

Morningside Elementary School                                Kenzie Hughes

Kenzie Hughes is Morningside Elementary Student of the Month.  Kenzie is the daughter of Tim and Kelly Hughes and is in Mrs. Lane’s fourth grade class.  She is involved in the Student Leadership Technology Program, as well as Student Council.  Her favorite subjects in school are Reading and Writing.

Outside of school, Kenzie is part of a competive gymnastics team at Becca’s Flip Town.  She enjoys swimming and playing sports of all kinds, including football, with her neighborhood friends.

Kenzie always has a positive attitude and a smile on her face.  She is friendly to her classmates, respectful to her teachers, and shows a willingness to help others in any way.  Kenzie is always eager to learn and strives to do her best in everything she does.  She is an excellent example of true citizenship and a leader in Morningside’s Guidelines for Success.  She is such a joy and we are fortunate to have her as a part of our school.


Panther Academy                                                    TieQuan Griffin

TieQuan Griffin is an amazing role model for the children in our classroom. He follows our classroom rules as well as our school rules. He is a very bright child that is always eager to learn something new. He tries extremely hard to be a good leader for our younger children. He is the kind of child that tries to cheer you up if you are sad. He has a cheerful personality and he is very funny. The other children enjoy playing with him. 

 Panther Place                                                            Jada Porter

Jada is a four year attendee to Panther Place. She is currently a 5th grader at Morningside.  Always respectful and sporting a smile on her face, she is a joy to have around. 

Lisa Thomas her instructor at Panther Place writes, “Jada is a perfect choice for student of the month.  She always makes me laugh.  She is a good student and is always worried about getting her homework complete.  Several times she has set back and worked with me while other students were on computers or playing games just to make sure she finishes her homework that wasn’t due until later in the week.  She always wants to make sure it is done.  Jada is a good friend to everyone in her class, always willing to help in anyway that she can.”   

Kathy Francis also writes, “Jada is in my art club.  She has shown great leadership qualities with a willingness to help others without being asked.  She works diligently on her own project, but takes time to help others when she sees the need.  Even when she was frustrated with her drawing project, she did not give up, but listened to my tips and ended up with a beautiful picture.” 

Jada is very deserving and we are very proud to name her our Student of the Month.

 



V.B. National Achievement Scholarship Semi-Finalist
Rationale

Elizabethtown High School                                Miss Brittany Stokan

Brittany, is a Senior at Elizabethtown High School and is a 2012 National Achievement Scholarship Semi-Finalist.  The National Achievement Scholarship Program is an academic competition established in 1964 to provide recognition for outstanding Black American high school students.  Each year over 160,000 students  apply and only 1,600 are named Semifinalists.  We are very proud of Brittany and her accomplishments.

Mrs. Lisa Mudd, Brittany's Guidance Counselor at EHS wrote these words about Brittany:

Brittany is an extremely dedicated student who is committed to excelling in all aspects of her life.  She is able to succeed because she does not accept anything less than perfection.  She is determined, self-motivated, confident and cheerful.  She currently ranks first in a class of 181 extremely talented seniors and is a leader and role model for her peers.  Brittany possesses a wisdom that is rare for high school students.  This wisdom goes beyond the excellent scores on her tests and precision in homework.  It is what enables her to work so well with her peers as she understands their perspective on issues and accepts differing viewpoints.  She doesn’t assume she knows all and is constantly willing to dig deeper-learning more.  Many students want the 100% “A” grade but only want to put forth 80% of the effort necessary to achieve that “A”.  Brittany, however, is not a typical student.  She is not satisfied with just getting an “A” on her report card but, rather, wants to know everything she possibly can about a particular topic.  As a result, she gives 110% to everything she does and is very successful as a result and is an exceptional candidate for the National Merit Scholarship program. 

 

AP English Literature teacher, Joanna Breunig, stated, “Brittany is a phenomenal student.  Last year, I nominated her for the University of Louisville Yarmouth book award based on her outstanding English performance.  She also had the highest English average of any honors English student her junior year.  Her drive and passion to succeed are admirable; she will not settle for less than the best from herself.  She is kind and helpful to all of her peers, no matter if they are in her social circle.  In addition, her polite and respectful personality make her a trusted student who teachers enjoy having in class.”  AP Spanish Language teacher, Maria Barcenilla, said, “She seems always so eager to learn.  I cannot tell you how encouraging it is having that kind of student in class. So many times I feel I am pulling teeth, but she brings out the best teacher inside me. I adore her!”  Journalism teacher, Donnie Swiney, commented, “She works extremely hard, and she's a perfectionist. Even when she thinks she does poorly on something, she ends up doing well. She's a very strong writer.”  Anatomy & Physiology teacher, Kim Black, stated, “Brittany loves to have an array of learning opportunities and DESIRES to learn anything and everything about a topic.  As a result, her knowledge is leaps and bounds above her peers. She has the potential to succeed at anything she desires because of her motivation, dedication, and work ethic to get the most out of every day. “ 

Many students take on a plethora of activities simply to fill a resume.  However, I believe that Brittany has a sincere interest in all of her pursuits ranging from athletic to spiritual to academic, and takes part in them out of interest rather than resume.  Between volleyball, swimming and community work she really does not have much "leisure" time and is willing to forgo attending a basketball or soccer game if she needs to spend that time studying.  This work ethic is what separates her from everyone else.  She has been preparing for her future her entire life and is motivated to achieve and become the best she can be.  I enthusiastically recommend Brittany for this honor!!!!

XI.A. Consideration of Approval of the Districts 2011-2012 Financial Audit Report
Rationale

Mr. Brian Woosley from Stiles, Carter and Associates, Certified Public Accountants, will be present at the meeting on Monday night to present, discuss and answer any questions you may have regarding the 2011-2012 Financial Audit Report.

XI.B. Consideration of Approval of the Consent Agenda Items
XI.B.1. Authorization to Sign Non-Resident Student Contracts for the 2013-2014 School Year
Rationale

Annually, the board has approved and authorized the Chairman of the Board and the Superintendent to sign Non-Resident Student Contracts with those Boards of Education who have students living in their districts but enrolled in the Elizabethtown Independent Schools, as well as sign Non-Resident Student Contracts for students who live in the Elizabethtown Independent School District and are enrolled in other school districts.

In 2005 the Kentucky Department of Education implemented the requirement for the submission of approved non-resident contracts prior to February 1 for the upcoming school year.  Proposed contracts for non-resident student contracts for 2013-2014 are as follows:

XI.B.2. Authorization to File for Funds Available Under Public Law 874 Impact Aid
Rationale

Annually, the Board of Education must officially auathorize the Superintendent to file for Public Law 874 Impact Aid Funds.  Impact Aid provides funding for federally connected children, including those who have a parent on active duty in the uniformed services, live on or have parents who work on federal property, or live in federally assisted low-rent housing.

XI.B.3. Approve the Kentucky Center for School Safety Safe Schools Allocation Report
Rationale

The District has been fortunate to reap the benefits of funding made available through the Kentucky Center for Safe Schools (KCSS).  As required by the KCSS, an end-of-the-year financial summary for FY 2012 and program goals and objectives for FY 2013 are to be provided to their agency by November 11, 2012.  Mrs. Kelli Bush, Assistant Superintendent for Student Learning has provided the required information in the attached KCSS report and financial summary.  The funding allocation for FY 2013 is $15,240.00 with the remaining costs supplemented with district funds

XI.B.4. Approve Field Trip Requests
Rationale

The following field trip requests have been submitted by Mr. Steve Smallwood, Principal at Elizabethtown High School:
1)    EHS Girls Basketball Team to travel to Lexington, KY to participate in the Republic Bank Tournament, December 21-23, 2012.
2)    EHS Boys Basketball Team to travel to Georgetown, KY to participate in a basketball tournament, January 16-18, 2012.
3)    EHS Girls Basketball Team to travel to Bowling Green, Ky to participate in the Sweet 16 KHSAA State Tournament, March 13-16, 2013 (Contingent upon winning regional competition)

XI.C. Consideration of Approval of the BG-2 and BG-3 for the T.K. Stone Middle School Swimming Pool Project
Rationale

Mr. Jim Ivey, Arthitect with the RBS Design Group, has requested board approval for the BG-2 and BG-3 application for the T.K. Stone Middle School Swimming Pool Renovation Project.  The BG-2 is for the material costs of the project(see attached).  The BG-3 is an estimate of probable construction cost of the project(see attached).  The costs shown on the BG-3 are the same financial numbers that were on the BG-1 application.

XI.D. Presentation of the 2011-2012 Attendance and Dropout Reports

XI.E. Consideration of Approval of Declaring American Education Week
Rationale

American Education Week presents all Americans with a wonderful opportunity to celebrate public education and honor individuals who are making a difference in ensuring that every child receives a quality education. 

American Education Week will be observed the week of November 11-17, 2012.  Attached is a copy of the resolution declaring our observance of this event.  One resolution will be issued per school.

XI.F. Consideration of Approval of the School Based Allocations for End of Second Month Enrollment for 2012-2013
Rationale

The Board must approve an annual allocation to schools by March 1 of each year with a final allocation draft by May 1.  The allocation is to include regular certified staff and related fringe benefits (Section 4), classified staffing levels and fringe benefit costs (Section 5), funding for instructional supplies, materials, travel, equipment and other instructional needs (Section 6), and any other funds the Board may decide to allocate to schools (Section 7).  The minimum certified staffing allocation is prescribed in state regulation 702 KAR 3:246 (4).  This regulation provides for certified staffing above the minimum required to meet the class size caps in KRS 157.360 and classified personnel staffing levels to be determined by local Board policy.

 At the end of the 2nd month of the new school year, the Board is required to revise the allocation based on the actual enrollment as documented in the Annual Growth Factor Report submitted to the Kentucky Department of Education.  Revisions at the end of the 2nd month also reflect staffing changes from the March Projection date as approved by the Board.

 

Salary amounts in the allocations are based on the 2012-13 salary schedules.  

 

The Elizabethtown Board did not include discretionary funds in the 2012-13 allocation.   Allocations to school councils pursuant to Board policy, guidelines and 702 KAR 3:246 were prepared for the Board's consideration at this meeting.  The dollar amount of 2012-13 allocations to school councils is projected to be $7,952,570. 

 

Attached to this enclosure is a complete allocation to all Elizabethtown schools based on the Board’s school staffing (SBDM) policy 02.4331 and 702 KAR 3:246.  The allocation formula was applied to the second month enrollment for 2012-13. 

 

An allocation is made for students projected for alternative education and homebound to the school of record.  The allocation to school councils is also based on projected average daily attendance for the first two (2) months of the school year.  Approval of 2012-13 school council allocations also includes funding for projected Section 6 instructional supplies, materials, travel, equipment and other instructional needs.

 

This proposed staffing allocation includes an increase of 1 certified positions compared to the

March staffing allocation.  The 2012-13 allocation provides for full day kindergarten throughout the district.  The 2012-13 allocation is compared to the March allocation in Table A.  Projected 2012-13 General Fund expenses presented to and reviewed by the Board in September included the additional certified and classified positions.

XII.A. Consideration of Approval of Distinguished Alumni Selection Committee
Rationale

At the September 17, 2012 regular board meeting, the board approved establishing an Distinguished Alumni Award as well as two board members to serve on the selection committee.  The distinguished Alumni Award would be an annual means by which we could recognize, honor, and celebrate the outstanding accomplishments of our former graduates.  The alumni selected for this recognition would be those who have exemplified exceptional community service, and/or leadership with humanitarian activities.

The selection committee will be made up of twelve members who will develop the criteria and application form for the Distinguished Alumni Award.  The Selection Committee will also screen the applications and make recommendations to the board for induction as Distinguished Alumni.
