Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull' any item from the consent agenda and place the item on the action agenda for further discussion and review.

V.A. Students of the Month
Rationale

Elizabethtown High School                        Josh Williams

Josh Williams has been selected as the EHS Student of the Month for September.  Josh is a senior at EHS who has participated in baseball, basketball, football, track, body building, Pep Club, Fellowship of Christian Athletes, and the Friends of Rachel club.  Josh was named to the football all-district team both his sophomore and junior year.  One of Josh’s teachers, Ms. Swank comments, “Josh is a great kid with a positive attitude.  He works just as hard in class as he does on the football field.   Over the years, I've watched him mature into a fine young man.”  Coach Mooney commented that this school year “Josh has been a shining example of leadership with his work ethic in football and his cooperation and attentiveness in my classroom.”

EHS is very proud and honored to name Josh Williams as September EHS Student of the Month.


T.K. Stone Middle School                            Luke Gattis

From Pat Black – 

I have had the distinct pleasure of having Luke Gattis as a student in my Algebra 1 class and member of our MathCOUNTS team at TK Stone.  Luke has been more than the ideal student in the classroom and a leader of our MathCOUNTS.  In order to achieve the highest grades and my deepest respect, he has demonstrated outstanding leadership and maintained a clear sense of purpose in the classroom and in competition.  I cannot think of adequate adjectives that best describe the attributes that Luke Gattis possesses.  I do know this … Luke is what a student wants as a friend, a teacher wants as a student, a parent wants as a child and a community wants as a citizen.  Since his classmates, my fellow teachers, and I will always hold him in the highest esteem, I am extremely proud to proclaim Luke Gattis as the first student of the month for the 2012/2013 school year! 

Helmwood Heights Elementary School        Ann Elizabeth Bell

Ann Elizabeth Bell has gotten off to an extraordinary start this fifth grade year.  She is a role model student with mature qualities.  Focusing on Helmwood’s guidelines for success, I’d like to concentrate on one of Ann’s strengths, being respectful.   Ann displays respect as she follows classroom directions immediately.  Ann is looked to as a leader by her peers because of her mature ability to follow written and/or verbal directions the first time they are given.   Respect is also revealed with Ann’s manners.   A quote I once read said, “Good manners will often take you where neither money nor education can.”  Ann’s manners are exquisite.  She consistently uses manners each and every time she is addressed by an adult in our school.  She is also very mannerly and respectful of her peers in a casual way.  I have witnessed Ann helping others on two separate occasions when she was unaware the situation was being observed.  With a sweet smile on her face each and every day, Ann does not try to draw attention to herself as a leader or role model.  She naturally attracts positive attention with her distinct ability to utilize respect each and every day.

Morningside Elementary School                Natalie Moore

                Natalie is a 5th grader.   Natalie is a hard worker and always gives her best effort in class.  She also has a great attitude and never lets tough situations get her down.  According to one of her teachers, her personality brightens up the room.  However, one thing that has set her apart is her care for others.  Natalie has been especially caring to students with special needs.  Her teachers mention that she has spent a lot of time making one student in particular feel important and welcomed.  She has invited that student to sit with her and her friends in the cafeteria.  She has also helped this student at recess, PE and other places.  We are very proud of Natalie for taking the initiative to help others at our school to feel welcome and to help them whenever possible.

Panther Academy                                      DeVonta Franklin

I would like to nominate Devonta Franklin for the Student of the month for September.  Devonta has been a wonderful role model  since the first day of school.  He has listened to our rules, guidelines and expectations and continually follows them, thus setting a great example for both the younger students in preschool as well as his peers in our class and the rest of Panther Academy.  Devonta is like a ray of sunshine every day.  I never have to remind him of our school rules.  Because of his understanding and cooperation, he has been so much fun to teach and it is showing in his academic progress.  Keep up the good work Devonta!!!

VIII.A. Consideration of Approval to Uncommit General Funds and Transfer to the Construction Fund
Rationale

On Feburary, 21, 2011, as allowed by GASB 54, the Board committed $1,460,000 of the General Fund Balance for Future Construction.  On October 17, 2011 the Board approved the BG-1 for Phase Three of the Elizabethtown High School Campus Renovation which included the committed general fund cash of $1,460,000.  At this time we are requesting the $1,460,000 be uncommitted by the board and approval to transfer the $1,460,000 to the Construction Fund to be used for BG-12-079, Phase III Upgrades including Athletic Facilities.

X.A. Consideration of Approval of the Consent Agenda
X.A.1. Approve Evaluation Appeals Committee and Appointee to the 2012-2013 District Evaluation Appeals Committee
Rationale

The state regulations on evaluation of certified personnel, KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representative to the Local Evaluation Appeals Panel.  This is an annual appointment. 
Ms. Cora Wood, Director of Personnel, has provided a memorandum(attached)  pertaining to the appointment of certified evaluation appeals panel members (Mrs. JoAnna Breunig, teacher at Elizabethtown High School and Mrs. Alesa Walters, Media Specialist at Elizabethtown High School, with Mrs. Laura Berger teacher at T.K. Stone Middle School, to serve as the alternate).
The EIS Board of Educatioin is required to appoint the third member of the panel and an alternate.
Mr. French would like to appoint Ms. Kelli Bush to serve as the Board's representative to the Certified Evaluation Appeals Panel with Mr. Nate Huggins serving as the alternate.

X.A.2. Approve Direct and Indirect Cost Rates as Mandated by the Kentucky Department of Education
Rationale

The Kentucky Department of Education Calculates the District Indirect Cost Rates to be used by the Elizabethtown Independent School System when charging indirect costs to School Food Service Program and Federal Grant Awards.  The rates calculated for use beginning October 1, 2012 are Non-Restricted Rate of 12.4  and Restricted Rate of 2.33.

X.A.3. Approve Hiring an Instructional Assistant for the FMD Room at Elizabethtown High School
Rationale

Attached is a memorandum from Mrs. Kristin Froedge, Director of Special Programs,  requesting to hire an additional Instructional Assistant to be assigned to the FMD room at Elizabethtown High School.  There are currently five students in this classroom  each with a variety of intense instructional needs that make it hard for current staffing to address with one teacher and one Instructional Assistant.  The Board would be responsible for funding this position.

Rationale

Attached is a memorandum from Mrs. Kristin Froedge, Director of Special Programs, recommending approval of contract for Music Therapy with  Ms. Lorinda Jones and Associates for the 2012-2013 school year.  Said funding would come from IDEA-B.

X.A.5. Revision to Board Policy 09.311 - Safety (Athletics) - KSBA
Rationale

Include guidelines of the ImPACT Concussion Management Program into board policy 09.331 - Safety (Athletics) - with the intent to ensure a safer environment and proper care of a student-athlete.

The board currently funds the ImPACT Concussion Program for our athletes.  Presently, if a student - athlete has experienced a concussion they can be cleared by a physician, which is now required by House Bill 281.
The ImPACT Concussion program includes the required physician statement, but also includes two other steps for an athlete to continue participation in practice or competition that will ensure higher levels of protection.

New Addition to board policy 09.331 - Safety Athletics):
For an athlete to return to practice or competition they need to complete the following three-step process recommended by the ImPACT Concussion Program:
    1.  Must clear the ImPACT post concussion test within normal limits as recommeded by ImPACT.
    2.  Must be cleared by a physician
    3.  Perform a gradual return to play as outlined by the 2008 Zurich Study on concussions and used 
        at the professional and college level.

ImPACT is used by the National Football League, Major League Baseball, colleges, and high schools around the country.

X.A.6. Approve Revision to Grading Policy 08.221 to Change the End-of-Course Assessment Percentage to 15% for the 2012-2013 School Year
Rationale

January 2012 the board approved changing the End-Of-Course Assessment Student Accountability Percentage to 10% to allow the staff time to redesign classroom instruction to the new Common Core Standards.   We would like to raise the End-of-Course Assessment Student Accountability percentage from 10% to 15% for the 2012-2013 school year.

Rationale

The Kentucky Board of Education and the School Facilities Construction Commission have approved the 2012-2013 technology unmet needs calculated for school districts.  Board approval of our 2012-2013 technology unmet need is one of the steps required to secure our eligibility to receive 2012-2013 KETS Offer(s) of Assistance.

Upon board approval of the district’s technology unmet need, along with receipt of the FY 12 Technology Activity Report (attached), the Kentucky Board of Education will inform the SFCC that our district is now eligible for an offer of assistance.

X.B. Consideration of Approval to Establish an Annual Elizabethtown Independent Schools Distinguished Alumni Award Program
Rationale

The Distinguished Alumni Award would be an annual means by which we could recognize, honor, and celebrate the outstanding accomplishments of our former students.  The alumni selected for this recognition would be those who have exemplified exceptional community service, and/or leadership with humanitarian activities.
If the Board approves the implementation of a Distinguished Alumni Award, we will also need to approve a Board member(s) to serve on the Distinguished Alumni Award Committee.

X.C. Consideration of Approval of the 2012-2013 Working Budget
Rationale

Local school boards are required to submit a Working Budget by September 20 of each year.  The Tentative Budget was approved by the Board of Education in May 2012.

Ms. Denise Morgan, Director of Finance,  has prepared (Attached) information regarding the 2012-2013 working budget. 
Ms. Morgan  will discuss the working budget and answer any questions the Board might have.
