Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda, the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

Rationale

ELIZABETHTOWN HIGH SCHOOL                                              ATHZIRY ZETINA

The EHS student of the month for September is Athziry Zetina.  Mrs. Conway, English Language Instructor, shared these thoughts with me about Athziry, “Athziry Zetina is an outstanding student.  When presented with a challenge, she simply figures out what needs to be done and does it.  There is never any drama.  Athziry is very helpful and compassionate.  She volunteers at Mission Hope for Kids with their afterschool program where she works with Elementary aged students.   Athziry is not shy, and is willing to take the initiative while working in her teaching assistant positions at Elizabethtown High School and Panther Academy.  She makes sure that she understands what the students are expected to do, and then she helps them in a way that is sufficient without giving them the answers.  This is a difficult task because just giving a student the answer is so much faster than teaching them how to find the answer themselves.  Even though she doesn’t plan to pursue teaching as a profession, she has a natural talent for the process itself which will serve her well in any workplace.  It has been a joy to watch Athziry grow up to be the composed and self-assured young woman that she is today.”

    Here are some comments from her teachers:

Mr. Nepi:  She is my peer tutor 4th period and is an extremely hard worker who really cares about people.  She doesn’t sit down at all in class because she is looking to help others in class.  Half the time she is already helping before I have to ask.

Mrs. Brangers:  This is the fourth year that I’ve had Athziry, and she is an absolute pleasure to have in class.  Even though English is her second language, she manages to do her own work and help those around her as well.  She’s an extremely hard worker and never complains.  Athziry has worked with students at Panther Academy and Helmwood and her teachers there say that the little ones love her  - she is so patient and kind.  I’m so happy to see her rewarded for her hard work and dedication to education, and I am proud to be her teacher.

Mr. Yates:  Athziry is such a wonderful, pleasant student to have in class. She barely talked, but when she did it was always so constructive. I so appreciated having her in class and look forward to seeing what her future holds!

Mrs. Dodson:  Athziry is a thoughtful, hardworking student.  I appreciate her courtesy and attentiveness as well as her willingness to go the extra mile with assignments.

EHS is proud to recognize Athziry Zetina as the September Student of the Month.

T.K. STONE MIDDLE SCHOOL                       TESSA SWINK

Tessa Swink is our TKS September Student of the Month. Tessa is an Honor roll student and her favorite class is ELA. She plays volleyball and enjoys hanging out with her family in her spare time. Tessa also helps out by being a teacher aide and student mentor to others.

Where to begin? Tessa is one of the most helpful and selfless students I have had the pleasure of having in my class. She is extremely patient when assisting students who are in need of help, and she takes the initiative to offer that assistance when she recognizes the need for it from other students. I am grateful to have her as one of my students, and I look forward to the rest of the school year with her in my class.

Tessa is not only a great student ,but an amazing young lady.  She has a heart for  others and wants to help others at all times.  She is willing to donate her time and effort to ensure that others are successful. Tessa truly exemplifies  Panther pride.  I am so proud that she is our student of the month.  I have full confidence that she will be successful and an outstanding young lady.

Tessa is a wonderful person and student.  Her determination and work ethic are impressive and is an incredible role model for all those around her. I look forward to working with her everyday, and can't wait to see how she impacts her community! I see her doing amazing things in her future! Congratulations on this much deserved honor.

MORNINGSIDE ELEMENTARY                     HAWK CLAGETT

We are very excited to nominate Hawk Clagett for the EIS Student of the Month.  Hawk is a 5th grade student at Morningside in Mrs. Key’s class, and was a unanimous choice for all of the 4 fifth grade teachers.As Hawk’s homeroom teacher, it is a true pleasure to teach him daily.  His behavior is impeccable and he is a friend to every student in our class.  He is a great problem solver using his creativity to think outside the box and always gives his best effort..  Mrs. Key

It has been such a joy to have Hawk in Social Studies class this year. He is intelligent, funny, and always adds insight to our conversations. He is kind and willing to help his teammates any way he can. He has a love for learning that is noticeable in the classroom and I look forward to getting to know him better this school year.   Mrs. Wardrip

In the short amount of time I have known Hawk I can tell you that he is a model student.  You can tell that he takes his learning extremely seriously.  He works well with his teammates at his table showing patience and flexibility.  He is kind to others and will help anyone that asks for help.  I cannot wait to see how Hawk grows throughout this school year and the years to come.  He will definitely be a leader in whatever endeavor he chooses in his future.  Mr. Thompson

HELMWOOD HEIGHTS ELEMENTARY                      DAX COX

It is my pleasure to introduce Helmwood Heights 5th grader, Dax Cox. Dax is the proud son of Mr. and Mrs. Carl and Pamela Cox. Dax is a well rounded student. His extra curricular activities include football and developing video games. Dax is a member of the Academic team and Beta club here at Helmwood. Dax’s favorite subject is math and his favorite food is pizza.     

Dax Cox exemplifies what it means to be a Panther on a daily basis, stated Mrs Shannon Duff.  He strives for excellence in himself and in those around him by setting high goals for his learning and helping others reach their goals as well.  Dax approaches each day with a positive attitude and a growth mindset that drives his learning and influences others to keep working towards success.   Throughout his years at Helmwood, Dax has been a role model for his peers, a friend to all, and a joy to know as a student.  When I think of Panther Pride, I  think of Dax Cox.

Mrs. Kendra Adams writes, Mr. Dax Cox, where do I begin?  I had the honor and privilege of having Dax in my homeroom last year in his first year here at Helmwood Heights. Despite the challenges of a NTI/Hybrid/Regular school year,  Dax was always ready for whatever challenge the school year presented him.  He excels in all areas academically,( but since I teach math, I will say that's his best subject).  Dax quickly became very involved at Helmwood.  He became a member of the Beta Club, Academic Quick Recall team, the 4th grade spelling bee champion and also an All A honor roll student.  In addition to all of the above, Dax loves to be challenged.  He pushed me as a teacher last year to become better at my job.  He made sure I was providing him with the education he deserved and needed.   His smile and positive attitude are a  bonus in this all around amazing student.  Dax is a positive role model to his classmates and his manners and kindness do not go unnoticed.  I can't imagine what impact this young man will have on our community.  Great job Dax, I am so proud of you!!!

Mrs. Kim Strange writes, Dax is an extremely hard worker.  In addition to music class, I had the privilege of having him on the academic team last year.  He was always the first one logged into the Google Meet and the last one to leave.  He proved to be a leader, and helped classmates remember when we had practice.  This is only his second year at Helmwood, but he has proven in a short amount of time that he has what it takes to be a Panther.

In short, Mr. Dax Cox exemplifies the Helmwood student. Smart, stubborn, thinks outside of the box and loves being a panther. I look forward to the many accomplishments Dax will have in his future endeavors.

PANTHER ACADEMY                          LIVY-CLARK DONAHUE

 Livy-Clark is a top-notch Kindergarten student.  Not only does she say the guidelines for success every day, but she practices them as well. She is respectful (to adults and students), responsible, cooperative, and a great problem solver. She uses her good manners all the time  and is very polite to all students and everyone around her.  This little girl has the absolute sweetest disposition you will find.  You can always count on Livy-Clark for a kind word or a warm hug. She is so full of life and you can see her excitement for learning just by watching her in class.  Her personality is so infectious and everyone wants to be around her.  I too can’t wait to see her sweet face every day..  She has had a wonderful start to the year.  Even the day she was told she would be quarantined she just kept on smiling. SHE IS ONE TOUGH COOKIE.  This proved to me that Livy-Clark can handle anything that is thrown at her.

    SHe stays on task and is a great helper to those around her who need help. Determination, perseverance and attention to detail is what makes her stand out. Whether it is a large or small group activity Livy-Clark is always participating and has something to add to the lesson. WHen we are singing songs she is always rocking it out on the carpet.  SHe is such a leader in my classroom.   I just love how she takes pride in her work.  She is already starting her “tradition of excellence” as a Panther at Panther Academy.   

     It is very apparent that her mom and dad have taken a vested interest in her education and her development as a responsible student and as a person. I applaud their efforts in setting high expectations for Livy-Clark and helping her achieve them. Livy-Clark always goes above and beyond what is expected of her . One of the things I love most about her is her excitement for learning. She finds a smile in everything we do in our classroom. Her attitude is always positive and uplifting. When I am having a bad day, I can look at Livy-Clark’ s smile and it makes everything better. Mrs. Valentine

Rationale

The state regulations on evaluation of certified personnel KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representative to the Local Evaluation Appeals Panel.

As part of our district's evaluation process, and Evaluation Appeals Panel is established each year.  This is an important element in the evaluation process; it ensures that our evaluation process and guidelines have been followed, and it provides a process to ascertain whether an employee has been fairly evaluated in his/her summative evaluation.

The Evaluation Appeals Panel is made of three members - all certified staff members.  Two members of the three-member team are elected by the certified staff members in the district.  The third member is appointed by the Board of Education.

The certified staff members have selected the following to serve on the panel for this school year:

  • Kaleena Thompson
  • Derek Pfeiffer
  • Dana McCurry, alternate

The Board of Education is required to appoint the third member of the panel and an alternate.  Mrs. Kelli Bush would like to suggest Mrs. Carole Brown, Director of Special Programs serve as the Appeals Panel member and Mrs. Jessica Turner, Instructional Coordinator, serve as the alternate.

Rationale

Mr. Aaron Howell, Principal at Helmwood Heights Elementary School is requesting approval to requisition $700.00 from HHES Section 6 money to pay a stipend for a Beta Club Sponsor for the 2021-2022 school year.  This would be split evenly between two teachers.

Rationale

Mrs. Michelle Motley, Director of Personnel is requesting approval for an Emergency Teaching Certification for a Elementary School Teacher.  A position to attract and employ a Interventionist was placed on the Kentucky Employment Placement Service (KEPS) on the district's application software (TalentEd) and on vacancy announcements throughout the district.  The best candidate for this position has an expired Teaching Certification, but does have current Substitute Teaching Certification.  We are requesting approval to seek an Emergency Teaching Certification for the 2021-2022 school year.

  1. Provide support as needed for parents, staff and students at Talton K. Stone and EHS.  Program to include: managing behavior, monitoring and tracking behavior, offering behavior strategies and training to teachers and other employees.  

  2. Serve as a district leader in building community partnerships to support neighborhood and community initiatives for both parents and students by offering parental training and activities.  

  3. Perform other duties as assigned within the context of the behavior consultant.

            RESOLUTION AUTHORIZING COVID-19 RELATED EMERGENCY LEAVE

 

WHEREAS, on March 6, 2020, the Governor issued Executive Order 2020-215, declaring a state of emergency throughout Kentucky pursuant to his power under the Kentucky Constitution and KRS Chapter 39A regarding the threats to public health presented by the Novel Coronavirus (COVID-19) pandemic; and

 

WHEREAS, on August 5, 2021, the Kentucky Board of Education (KBE) approved a new emergency regulation numbered 702 KAR 1:191E, authorizing a new form of paid employee leave to be provided by local boards of education to certain eligible employees relating to COVID-19 exposure quarantine during the 2021-2022 school year under the specific terms of the regulation; and

 

WHEREAS, the regulation provides local boards and district leadership with discretion as to several aspects of implementation of the regulation;

 

NOW, THEREFORE: Be it resolved by the Elizabethtown Independent Schools Board of Education:

 

On a Motion by _________________________, seconded by _________________________, the Board hereby RESOLVES AND ORDERS as follows:

 

 

As authorized by, and pursuant to the terms of, the above referenced emergency regulation, eligible District employees shall be granted quarantine leave upon approval of the superintendent/designee subject to the following conditions:

 

1. The employee shall provide the District with written documentation from the entity placing the employee in quarantine due to COVID-19 exposure.

 

2. If the employee is determined by the superintendent/designee to be capable of effectively fulfilling his or her job duties remotely during the quarantine period, the employee shall not be eligible for quarantine leave.

3. In order to shorten the quarantine period, the employee may be ordered to undergo a COVID-19 test at District expense and shall provide the results to the District.  Such tests shall occur no sooner than the earliest date recommended by Centers for Disease Control (CDC) and Kentucky Department for Public Health (DPH) quarantine guidelines. If the test result is negative for COVID-19, the employee shall return to work in accordance with CDC and DPH quarantine guidelines.

 

On and after the effective date of the above referenced emergency regulation, full -time and part-time employees may use up to 3 days of COVID related emergency leave without loss of salary upon approval of the superintendent/designee for the following reasons and subject to the following conditions:

 

  1. The employee may be fully vaccinated, partially vaccinated or unvaccinated to utilize the emergency leave.
  2. The employee has been ordered to be isolated due to a positive COVID diagnosis by a medical professional, the local health department, the state Department for Public health or the employing district’s health professional.
  3. The employee takes leave to care for a family member who has been diagnosed COVID positive or has been placed in quarantine by a medical professional, the local health department, the state Department for Public Health or a school district due to a COVID exposure.
  4. Other COVID related leave as approved by the Superintendent.

 

COVID related emergency days are for the 21/22 school year only and expire for use on June 30, 2022.
