VI.C. Acknowledge Receipt of the District Data Security Update
Rationale

Attached is the District Data Security Update for review.

KRS 61.931-61.934 provides a definition for "personal information", and detail responsibilities for state agencies and school districts to ensure protection of data falling within the definition of "personal information" and actions to take if a breach of this information occurs.

EIS employs a great number of security mechanisms such as product standards, firewalls, physical access and electronic account access controls, video surveillance, etc. to protect access, integrity and confidentiality of district data systems.  We are constantly reviewing and improving our security measures, and see this as an ongoing process indefinitely.  If there are ever alarming or significant discoveries, EIS will make the board aware of those, along with a risk assessment and recommendations for remediation.

EIS staff will annually provide each staff member with a short handout of data security best practices titles "A Kentucky Educator's Guide to TOP SECRET personal Information and Data Breach Awareness".

Attached is information from Mr. Tim Maggard, EIS Director of Technology with additional information.

VI.D. Approve Purchase of Two School Busses
Rationale

Mr. Steve Smallwood, Assistant Superintendent for Student and Support Services is requesting approval to purchase two school busses to be paid for with ESSER II Set Aside funds.

Mr. Steve Smallwood, Assistant Superintendent for Student and Support Services is requesting approval to Surplus a 2001 International 66 passenger school bus.

Rationale

Adoption/Revisions to Job Descriptions for 2021-2022

Section E-Classified Personnel/Instructional Assistants

  1. Included 48 college credit hours or successfully completing the Paraeducator Assessment on all job descriptions in this section.
  2. Library Assistant-deleted the following:
    1. Prepares overdue notices
    2. Helps with elementary story hours
    3. Clips newspaper articles for vertical file
    4. Files catalog cards
    5. Types letters, requisitions, bibliographies, etc.
  3. Low Incident
    1. Changed to may ride bus twice a day instead of will ride bus twice a day.

Section F-Clerical

  1. Replaced the word Prepares for types in all descriptions in this section.
  2. Changed office Clerk to Attendance Clerk
  3. Changed Secretary/Instructional Assistant for Glen Dale Center to Valley View Education Center.All references to the Center are changed to Valley View Educational
  4. Elementary, Middle and High School secretary-used same language for all and made changes specific to each school level as needed.(See Attached)

  6. Secretary to the Superintendent
    1. Changed Bookkeeper/Computer Operator to Payroll and Benefits Specialists
    2. Deleted in the”absence of the District Finance Director”
  7. Secretary-High School Guidance Department – changed to High School Counselor
    1. Deleted:computes GPA, supervises student aides, keeps scholarships/college bulletin boards updated records student data in permanent record, fills out requisitions, stamps books, assists in data entry of student’s schedules, and completes all forms for Special Security Benefits, HR and VA.
    2. Added:oversees the use of parchment and processes all electronic requests, keeps files of scholarships, Maintains KEES report at end of the year, and Performs other duties as assigned by the Counselor/Principal.

VI.H. Approve an increase in hourly rates, increase in hours worked per day for bus drivers and increase number of days for preschool drivers from 133 to 179, as they will be needed to drive on Fridays.
Rationale

Currently all the districts in our area are experiencing a bus driver shortage.   In order to attract more drivers and to try to be more competitive with their pay we are requesting an increase to the hourly rate for bus drivers by $2.00 per hour.   With the change in the start times of the schools we are also requesting that the work day for the drivers be increased to a 5 hour day instead of 4 hours per day and preschool drivers contract days increase from 133 to 179 due to need for those drivers to run routes on Fridays.  

VI.I. Approve Bond of Depository
Rationale

The Depository(ies) for all school funds, including internal accounts to schools, shall be determined every two years by the board.  The depository so selected shall be accessible, capable of handling short-term investments, capable of providing those services necessary for the efficient operation of the schools, and subject to the requirements of KRS 160.570.

We are seeking approval to approve the Bond of Depository with Magnolia Bank of Elizabethtown.

VI.J. Acknowledge Receipt of the Office of the Auditor of Public Accounts (APA), under contract with the Kentucky Department of Education's Review

VI.K. Approve Overnight Field Trip Request
Rationale

Attached is an overnight field trip request from Ms. Dawne Swank, Principal at T.K. Stone Middle School, requesting approval for the TKS girls basketball team to travel to Transylvania University July 22-24, 2021 to participate in basketball camp.  Parents will provide transportation.

VI.L. Approve the Treasurer's Monthly Financial Report and Payment of Bills and Claims (those paid since last meeting for June, 2021 and from special accounts)
Rationale

Attached are the Treasurer's Monthly Financial Report(0verview), Balance Sheet, Monthly Report, Year to Date Report,, Cash Flow, Reconciliation Register, Vendor List for June, 2021(subject to audit) and payment of bills and claims as listed on the Boards Order of the Treasurer.
