III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV. CONSIDERATION OF APPROVAL OF CONSENT AGENDA ITEMS
IV.A. Acknowledge Receipt of SBDM Written Reports
Rationale

Attached are the SBDM Written Reports from Elizabethtown High School, Morningside Elementary School, Helmwood Heights Elementary School and Panther Academy for your review.

IV.B. Approve Minutes from August 17, 2020 Regular Board Meeting, August 31, 2020 Special Board Meeting and September 15, 2020 Worksession
Rationale

Attached are the minutes from the August 17, 2020 Regular Board Meeting, the August 31, 2020 and the September 15, 2020 Special Board meeting for approval.

IV.C. Approve Appointee to the 2020-2021 District Evaluation Appeals Committee
Rationale

The state regulations on evaluation of certified personnel, KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representative to the Local Evaluation Appeals Panel.

As part of our district's evaluation process, an Evaluation Appeals Panel is established each year.  this is an important element in the evaluation process; it ensures that our evaluation process and guidelines have been followed, and it provides a process to ascertain whether an employee has been fairly evaluated in his/her summative evaluation.

The Evaluation Appeals Panel is made of three members - all certified staff members.  Two members of the three-member team are elected by the certified staff members in the district.  The third member is appointed by the Board of Education.

The certified staff members have selected the following to serve on the panel for this school year:

  • Kaleena Thompson
  • Jill Valentine
  • Gary Pearman, alternate

The Board of Education is required to appoint the third member of the panel and an alternate.  Mrs. Bush would like to suggest Mr. Steve Smallwood, Assistant Superintendent for Student and Support Services to serve as the third member and Mrs. Carole Brown, Director of Special Programs serve as the alternate.

 

IV.D. Approve Fundraising Request
Rationale

Attached is a fundraising request form submitted by Mr. Steve Smallwood, Assistant Superintendent for Student and Support Services, requesting approval to sell spirit wear.  The beneficiary of the money raised will be the Valley View  PBIS Program and Students.

IV.E. Approve Overnight Field Trip Request
Rationale

Ms. Jennifer Burnham, Principal at Elizabethtown High School is seeking approval for the EHS Cross Country Team to travel to Lexington, KY October 30-31, 2020 to participate in the KHSAA State Cross Country Meet.

IV.F. Approve Memorandum of Agreement with Eastern Kentucky University
Rationale

Attached is a MOA between EIS and Eastern Kentucky University for the placement of student teachers.

IV.G. Approval to Change an Instructional Assistant Position to Student Specialist Interventionist at Elizabethtown High School
Rationale

Mrs. Michelle Motley, Director of Personnel on behalf of Jennifer Burnham, Principal at EHS is requesting approval for a current Instructional Assistant position at EHS be changed to a Student Specialist/Interventionist position.  This will be an increase in salary from a starting salary of $10.40/hour for an Instructional Assistant to $16.46/hour for an Interventionist and also an increase the work day by one hour per day.

The change in position/job description would allow EHS to use the employee for additional responsibilities such as overall monitoring of the implementation of our credit recovery program (APEX) and assisting with student intervention (PBIS).  During instructional time, we have pulled teachers from our regular schedule to cover the instruction for APEX/ISO, but this year the certified teaching position was cut so we have no "one" person who can take on the overall implementation and data to respond to our increasing needs.  This change would allow for that need to be addressed.

 

IV.H. Approve Extra-Service Positions at Elizabethtown High School
Rationale

Mrs. Michelle Motley, Director of Personnel is recommending the following extra-service positions be created and/or reinstated Elizabethtown High School:

  • Reinstatement of a Future Business Leaders of America (FBLA) advisor (Section 6-EHS-$500.00).
  • Formation of an Educators Rising Advisor (paid from Title II)
  • Formation of a Family, Career and Community Leaders of America (FCCLA) advisor (Section 6-EHS-$500.0).
  • Formation of a SkillsUSA Advisor (Section 6 - EHS - $500.00).

These positions are requirements of our Perkins Budget compliance under quality of programs.  participation in student organizations was a recommendation under previous Perkins legislation and requires a staff sponsor position be created for each area.

Rationale

Consideration of approval of the treasurer's monthly financial report and payment of bills and claims (those paid since last meeting for August, 2020). Attached are the treasurer's monthly financial report (overview), balance sheet, monthly report, year to date report, cash flow, reconciliation register, vender list.

V.A. Consideration of Approval of a Tax Levy for 2021
Rationale

The board may approve a tax levy per $100 of assessed value for 2020-2021 (see attached information)

V.B. Consideration of Approval of the 2020-2021 Working Budget
Rationale

The Working Budget is presented for Board approval at this meeting.  A local school board is required to submit a Working Budget by September 30.  The Tentative Budget approved by the Board in May 2020 is now recommended for amendment(see attached).
