THE JUNE 15, 2020 REGULAR BOARD MEETING IS CALLED TO ORDER

CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items. Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

Acknowledge Receipt of the SBDM Written Reports
Attached are the SBDM Written Reports from Elizabethtown High School, T.K. Stone Middle School, Helmwood heights elementary, Morningside elementary and panther Academy for review.
III.B.
Approve Board Meeting Minutes
Attached are minutes from the May 18, 2020 Regular Board Meeting, the May 19, 2020 Special Meeting, the June 4, 2020 Special Meeting and June 10, 2020 Special Meeting for approval.
III.C.
Approve the District Technology Plan for 2020-2021
Mr. Tim Maggard, Director of Technology has submitted the 2020-2021 District Technology Plan for approval.
III.D.
Approve Hardship Application for Early Graduation
EIS board policy 98.1132 states "Students who experience extreme health or economic hardship may apply for assistance with graduation requirements for hardship reasons".
Attached is a Hardship Application for Early Graduation requesting approval for early graduation.
This students meets all of the requirements for early graduation. mr. Ballard has reviewed this application and is recommending board approval.

Approve Bid for Chromebooks at Morningside Elementary School
Attached is a price comparison bid for the purchase of Chromebooks at Morningside Elementary School for the 2020-2021 school year. Mr. Tim Maggard, Director of Technology is recommending the bid from Firefly be approved.

III.F.
Approve Fidelity(Performance) Bond of the Treasurer
KRS 160.560 summarizes the terms and conditions for the treasurer's bond. The treasurer shall execute an official bond for the faithful performance of the duties of his/her office, to be approved by the local board and the commissioner of education. The bond shall be guaranteed by a surety company authorized to do business in this state, and shall be in the amount determined by the board of education in accordance with the regulations promulgated by the Kentucky Board of Education. At this time, we are seeking approval to approve the Bond of Treasurer in the amount of $300,000.00. The premium on the bond shall be paid by the board of education and a copy of the bond is to be filed with the commissioner of education.

Approve Indirect Cost Rates for 2020-2021
The Kentucky Department of Education Calculates the District Indirect Cost Rates to be used by the Elizabethtown Independent School System to use when charging indirect costs to School Food Service Program and Federal Grant Awards. The rates calculated for use beginning July 1, 2020 are Non-Restricted Rate of 15.27 and Restricted Rate of 2.28.

Approve Contractual Services Agreement Between EIS and Communicare, Inc.
Attached you will find the Contractual Services Agreement between Communicare Children's Services and Elizabethtown Independent Schools for the 2020-2021 school year. These services will be provided for students within the EIS school district in conjunction with Family Resource and Youth Services Centers to provide mental health counseling within the schools.

Approve the Treasurer's Monthly Financial Report and Payment of Bills and Claims
Attached are the Treasurer's Monthly Financial Report (overview), Balance Sheet, Monthly Report, Year to Date Report, Cash Flow, Reconciliation Register and Vendor List for May 2020 (subject to audit) and Payment of bills and claims(those paid since last meeting) as listed on the Boards Order of the Treasurer.

Changes to the Certified Evaluation Plan for Elizabethtown Independent Schools
After input from the 50/50 committee on the Certified Evaluation Plan for Elizabethtown Independent Schools, the committee is requesting changes as follows:
The changes are listed below for your approval:
Changes to teacher:

Added sources of evidence to include work done by a teacher during NTI, such as: recorded lessons, google classroom/virtual meetings with students and parents, and other technology assisted instruction for distance learning. (page 12 & 25)

Added virtual conference to be allowable if face to face is not permissible (page 20 & 21)
Changes to Principal and Assistant Principal

Added new Principal standards required by 74 KAR 3:370, Professional Standards for Educational Leaders (PSEL) and made changes through the Principal and Assistant Principal section to reflect the new standards.

Page 29, 30, 31-37 highlighted where changes were made

The Kentucky Framework for Personnel Evaluation, Role Group,, Measure and Performance Criteria was changed to reflect PSEL (page 10)

Forms were changed to reflect the new standards and new standards were inserted. (pages 98-122)
The KY PSEL Guidance for Growth and Evaluation will be used for understanding performance levels, critical attributes and possible examples.
This plan, once approved by the Elizabethtown Board of Education,and then Kentucky Department of Education will be in effect for the 2020-2021 school year.
