III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV. KEEPING THE LIGHTS ON AFTER SCHOOL: A PROCLAMATION
Rationale

Our Panther Place Afterschool Program will be hosting their Lights On Afterschool event on Thursday, October 25 which coincides with the National Lights On Celebration of Afterschool Programs.  Panther Place is now in its 18th year of continuing to serve the children and their families in our community.  Afterschool programs are important to families who seek ways to keep their children safe and engaged in positive, productive learning activities each afternoon.

Panther Place is partially funded by a grant from United Way of Central Kentucky and provides homework assistance, and teaches life skills.  Our program not only serves the child, but the family through family nights with meals, entertainment or special programs throughout the school year.

Keeping the Lights On After School: A Proclamation

WHEREAS, The Elizabethtown Board of Education stands firmly committed to quality afterschool programs because they:

  • Provide safe, challenging, and engaging learning experiences that help children develop social, emotional, physical and academic skills.

  • Support working families by ensuring their children are safe and productive after the regular school day ends.

  • Build stronger communities by involving students, parents, business leaders and adult volunteers in the lives of young people, thereby promoting positive relationships among youth, families and adults.

  • Engage families, schools and community partners in advancing the welfare of our children.

    WHEREAS, Panther Place Afterschool Program has provided significant leadership in the area of community involvement in the education and well-being of our youth, grounded in the principle that quality afterschool programs are key to helping our children become successful adults.

    WHEREAS, Lights On Afterschool, the national celebration of afterschool programs held this year on Thursday, October 25, 2018 promotes the importance of quality afterschool programs in the lives of children, families and communities.

    WHEREAS, more than 28 million children in the U.S. have parents who work outside the home, and 15.1 million children have no place to go after school.

    WHEREAS, many afterschool programs across the country are facing funding shortfalls so severe that they are being forced to close their doors and turn off their lights.

    THEREFORE BE IT RESOLVED that The Elizabethtown Board of Education urges the citizens of Elizabethtown, Kentucky  to ensure that every child has access to a safe, engaging place where the lights are on after school; AND BE IT FURTHER RESOLVED that this enthusiastically endorses Lights On Afterschool and is committed to innovative afterschool programs and activities that ensure that the lights stay on and the doors stay open for all children after school. 

     


V. RECOGNITION OF GUESTS AND SPECIAL ACCOMPLISHMENTS
V.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                 AYESHA NASIR

The EHS student of the month for October is Ayesha Nasir.  Ayesha is a senior at EHS who is involved in a wide variety of activities.  She is a member of the Beta Club, Muslin Student Association, Health Career Club, Y-Club, Ping Pong Club, Earth Club, Spanish Club, Student Council, Service Club, Women in Science Club and Pep Club.  She volunteers a minimum of 10 hours per semester with various clubs including Beta, Student Council, Y-Club, Spanish Club, Service Club, and MSA.  Some of these volunteer experiences include:  Feeding America, Warm Blessings, Nature Trail clean-up, We Scare Hunger Food Drive, EHS Carnival, Dance Blue Fundraiser, and the Born Learning Academy – just to name a few. Ayesha is a Kentucky Governor’s Scholar Program (GSP) alum and she was also accepted into Kentucky Governor’s School for the Arts under Creative Writing (poetry).  Some of Ayesha’s other honors include: 4-H Teen Leadership Academy Alum, Hardin County Youth Leadership Alum.  All “A “ honor roll, University of Kentucky Rising Scholar, National Youth Council on Leadership Finalist, Lincoln Trail Youth Salute Leader of the Year, and Certified Microsoft Application 2016 Specialist – All five applications (Excel, Work, PowerPoint, Access, Outlook).

Here are some comments from her teachers:

Mrs. Pennington (Business Teacher): In Business Management, Ayesha is a very focused student. She has goals of one day working in World Health as an Opthamologist. To work toward that goal she is learning management concepts and how to start and run a business or medical practice. When she asks questions, she is looking beyond the basic concept we are studying and thinking about how she might apply the concept. She is polite and helpful with other students, as well. I enjoy having her in class.

Mrs. Black (Anatomy & Physiology Teacher): Ayesha has always been one of my favorites because of her devout work ethic and pleasant personality. She is a joy to work with everyday!! She is conscientious about her academic work and demonstrates a diligent work ethic. Ayesha is very intellectual and thrives on learning, with a desire to excel. It has been a pleasure to work with her in Biology class and Anatomy & Physiology.

Mr. Thompson (Y-Club Sponsor): Ayesha is one of the best students I have ever taught. She is an extremely hard worker and she always goes above and beyond expectations on assignments or projects. As an officer in the Y Club she has done a terrific job organizing service projects for our club to complete. At our annual KYA and KUNA assemblies she consistently stands out among her peers and she has received countless awards and honors, including being elected to the position of Secretary General for the 2019 KUNA conference.

Mr. Yates (AP Government Teacher): Ayesha has been a tremendous pleasure to have in class for the past two years. I cannot say enough good things about her attitude, intellect, or personality that reflects the amazing person she is and will become. She is such a positive influence to the people around her, and represents the best of compassion, kindness, and love.

T.K. STONE MIDDLE SCHOOL                       LANDON CASEY

Landon is an 8th grader at TKS.  He enjoys playing basketball and baseball, he’s been playing since he was small.  In his spare time he enjoys reading and listening to “old” music from the 80’s and 90’s.  His favorite subject is social studies.

STEFFY

Landon Casey is a very polite and responsible student.  He excels academically and is a model student.

PEARMAN:

Landon is one of the most respectful students I have in class.  He is very conscientious of his academics and the well being of others around him.  Our country will benefit from Landon’s future successes if he continues this path he is walking.  I look forward to hearing of his future accomplishments.

Landon is looking forward to getting up to EHS for the variety of classes he will be able to take.  After graduating, Landon hopes to attend Notre Dame and possibly major in engineering.  He will be a big asset to EHS.

HELMWOOD HEIGHTS ELEMENTARY          XIMI WILLOUGHBY

XIMI Willoughby is a third grade student in Mrs. Watts’ class, but she is not just an ordinary student.  Ximi exemplifies what it means to be courageous and focused.  The Panther spirit she has shown has made her class very proud she was chosen as the student of the month.  Here are a few insights they wanted to share about her character.

Ximi is considerate of others.  She is kind and willing to help others solve their problems.  Ximi is also good-hearted and thoughtful.  She will always lend a hand when you need one and complimentary when you do well at something.  When playing games, Ximi is fair and invites all to participate.  She always tries to make everyone feel like they belong.

Ximi has a friendly heart.  She is always smiling and has a war greeting to others in the morning.  Ximi has a great sense of humor too.  She often tells jokes and acts funny, but only when appropriate, to make people laugh. Ximi makes good choices and encourages others to make good choices, as well.

Ximi is a hard worker.  She is smart and pays attention in class.  She is a very good listener.  When things are difficult, she is a go-getter and never gives up.  Ximi shows resiliency by trying hard each day and always doing her best.

As a teacher, Mrs. Watts agrees with her students as to Ximi’s excellent character.  She feels Ximi is a role model for other students by putting forth a positive attitude everyday  and always exhibiting the seven habits of happy kids.  Mrs. Watts says, “Ximi is a proactive and think win-win kind of young lady.  She makes learning fun for herself and others.  Ximi’s “never give up” attitude and infectious love of learning makes the classroom a wonderful place to be.  I feel very blessed to have Ximi as a member of our classroom.”

Ximi is 10 years old.  She lives with her 7 sisters, mom and dad.  Ximi enjoys many activities such as playing games with her sisters, coloring and drawing, and playing outside .  Her favorite place to be is home.  Ximi loves her sister’s pet dog named Sammy and enjoys playing with him, as well.

We want to thank and congratulate Ximi for being such a great role model for the students and staff at Helmwood Heights Elementary School.

MORNINGSIDE ELEMENTARY SCHOOL       KENNEDY LOPP

It is Morningside Elementary School’s honor to recognize Kennedy Lopp as Student of the Month for October, 2018.  Kennedy is in Mrs.  Hinkle’s 2nd grade class and an absolute joy to have at Morningside.

Kennedy Exemplifies Morningside’s core values and beliefs.  Each day she brings forth a positive attitude and a true curiosity for learning new things.  She is without a doubt respectful to teachers, other adults, and peers.  Her quiet disposition lends itself to a kind heart and a humble personality.

Kennedy is very helpful to her peers and is always the first person to face a challenge with an open mind and heart.  She is truly admired by her classmates for her hard work and determination to be her very best.

Kennedy is known for being soft spoken yet assertive when working with her peers.  She is a perfect model of what leadership means in the classroom.  Her zeal to learn and compassionate demeanor make Kennedy the kind of student everyone strives to be.

We are definitely honored to call Kennedy a Morningside Panther.  It is with great pleasure to present Kennedy Lopp as the Morningside Elementary October Student of  the Month.  She deserves it!

PANTHER ACADEMY             MYLES HEADSPETH

Myles Headspeth is a top-notched Kindergarten student.  Not only does he say the guidelines for success every day, but he practices them as well. He is respectful (to adults and students), responsible, cooperative, and a great problem solver.  He has good manners and is a very polite student to everyone around him. He always addresses me with a “Yes ma’am or no ma’am. Whenever someone clips up in our room Myles is always the first person to say “Good Job” to that person. You can always count on Myles for a kind word or a warm hug.  I’ve never had a student this compassionate and caring about his classmates.  When a student is absent Myles always say I miss them or I hope they are ok. He is always giving out words of encouragement to his peers and even his teacher. My students know I am not the best artist in the world,, so when I attempt to draw in the classroom Myles always says “That’s Ok Mrs. Valentine, at least you tried”. Encouraging and uplifting people is second nature for Myles.  You can really tell his heart is in the place.  His love for life and people excite me!!    

   I can always count on Myles to do his best.  He stays on task and is a great helper to those around him who need help.  There is nothing I can throw at him that he isn’t afraid to tackle.  His determination and drive is what makes Myles stand out.   Whether it is a large or small group activity, Myles is always participating and has something to add to the lesson.  He is such a leader in my classroom.  I particularly love his answer to questions that are hard to explain…he says  “That’s just the way God does it!”      

     It is very apparent that her parents have taken a vested interest in his education and his development as a responsible and caring person.  I applaud their efforts in setting high expectations for him and helping him achieve them.  One of the things I love most about him is his excitement for learning.  He finds a smile in everything we do in our classroom.  His attitude is always positive and uplifting.  When I am having a bad day I can look at Myles smile and it reminds why I do what I do!            Mrs. Valentine

PANTHER PLACE       AUSTYN BRATCHER

Panther Place’s student of the month for October is Austyn Bratcher.  He comes to us from Helmwood Heights elementary where he is in Ms. Stinson’s third grade class.  This is his third year of attending our program.  Austyn is such a delight, always wearing a smile and having a positive attitude.

Mrs. Compton, Austyn’s Panther Place teacher, wrote, “It’s a joy having Austyn in my class. He loves to read and has a great attitude about learning new things.  He’s thoughtful of others and has good manners.  He interacts well with his classmates and is very respectful to both students and staff.

He is matched with a Big in Blue Big Brothers Big Sisters site-based match that meets at Panther Place weekly.  Ryan, his ‘Big’, said, “Austin is a great kid!  He always has a good disposition and I have never seen him in a bad mood.  Even if I am in a bad mood, he lifts me up.”  Austyn loves to read and they spend time reading together each week.  They also enjoy playing teather ball and other sports together.

Austyn said, “loves coming to Panther Place because the teachers help us with our homework and care about us.  Panther Place is a fun place to be to learn new things and make new friends.  When I leave Panther Place each day, I get to have more family time.  We like to watch movies and play games together and I help Mom with chores.”  Austyn shared that he likes going to church where they learn Bible stories and he belongs to a group called, Junior Soldiers.  The group helps senior citizens and others with things they need help with.

Austyn is well deserving of being recognized as Panther Place’s Student of the Month because he is perfect example of what we desire all our Panther to be like.

Rationale

Annually, the board has approved and authorized the Chairman of the Board and the Superintendent to sign non-resident contracts with those Boards of Education who have students living in their school districts but are enrolled in the Elizabethtown Independent Schools, as well as sign Non-Resident Contracts for students who live in the Elizabethtown Independent School District and are enrolled in other school districts.  Proposed contracts for non-resident student contracts are:

Barren County Public Schools, Breckinridge County Public Schools, Bullitt County Public Schools, Caverna Independent Schools, Grayson County Public Schools, Green County Public Schools, Hardin County Schools, Hart County Public Schools, Jefferson County Public Schools, Larue County Public Schools, Meade County Public Schools, Nelson County Public Schools, Taylor County Public Schools, West Point Independent Schools.

VI.D. Approve Authorization to File for Funds Available Under Public Law 874 Impact Aid
Rationale

Annually, the Board of Education must officially authorize the Superintendent to file for Public Law 874 Impact Aid Funds.  Impact Aid provides finding for federally connected children, including those who have a parent on active duty in the uniformed services, live on or have a parent who works on federal property, or live in federally assisted low-rent housing.
