III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place it on the action agenda for further discussion and review. 

IV. RECOGNITION OF GUESTS AND SPECIAL ACCOMPLISHMENTS
Rationale

ELIZABETHTOWN HIGH SCHOOL                     JUSTIN COCKERHAM

The EHS student of the month for September is Justin Cockerham.   To anyone that knows Justin, the first that comes to mind in describing his personality is that Justin is one of the nicest individuals you will ever meet.  With a respectful and appreciate attitude in anything that he does, Justin is most deserving of this honor.

One of Justin’s favorite activities is singing and he has been in the EHS choir for 3 years and singing at First Baptist Church for the last year.  Justin is also in BETA Club, FCA, and has been honored by Youth Salute.  Justin has participated in the State Track and Field competition for the past 2 years, competing in the 4 by 4 and 400 after placing 3rd in both in regionals.

This school year, Justin is one of our first students to complete a Co-op experience in the Information Technology field.  Justin has been hired by the company Axiom Solutions, which is a company that helps mostly business clients with their technology needs.  Justin has been performing mostly general maintenance for the company, including upgrading computers, packing cords, and breaking old computers down for recycling.

In his free time, Justin puts his friends and family first and enjoys playing video games, but her truly has a passion for collecting vintage movies.  And somehow on top of all of this, Justin finds time to work part time at KFC.

Mrs. Deon, Justin’s Information Technology teacher, had these comments about Justin:  “Justin Cockerham is a young man of integrity!  Each day and through all circumstances, Justin strives for excellence in all things without complaint.  He never backs down from a challenge or gives up.  Justin will be the student that succeeds in life and comes back to EHS to invest in future students  I personally am blessed to have him in my classroom!”

Mrs. Thompson, Justin’s dual credit English teacher added:  “Although only having Justin in class for a short time, I have been impressed with his work ethic, commitment to learning, and general friendly disposition.  I couldn’t think of a better student to honor at the start of the school year than Justin Cockerham.  I look forward to working closely with him this school year as he transitions from high school to college.”

Congratulations Justin for being selected as the September Student of the month and thank you for all of your contributions as an Etown Panther.  Etown High School is truly honored to have you represent us.

T.K. STONE MIDDLE SCHOOL                 MARY BELL

Mary Bell is an 8th grader at TKS.  She is an active, busy, and outgoing student who is very involved in and out of the classroom.  In the classroom, Mary is a straight “A” student; outside of the classroom she represents TKS and EHS on the soccer field.

Teachers and coaches have the highest regard for Mary.  Mr. Lutz says that “Mary is very respectful student that works very hard.  She is a positive role model and is a great representative of TKS.

Mrs. Steffy stated that “Mary excels academically and she is always sweet and respectful”

Mrs. Lunsford states “I am enjoying having Mary in my class this year.  I’ve known who Mary is since she was a baby, but I am now just getting to see the person that she is.  Mary is a conscientious and hard working young lady.  She is respectful and polite with me and her peers.  I appreciate her willingness to give 100% in class each day and look forward to having her in class throughout the year.”

Coach Bennett mentions that Mary is always happy and tries her hardest.  She has an excellent attitude and is a team player.

Ms. Bal said “Mary Bell is a phenomenal choice as T.K. Stone’s first student of the month.  Mary has been a student in my honors language arts course for the past two years.  She constantly pushes herself to give her absolute best all while having the best all while having the best attitude.  Mary walks into class everyday with a smile on her face.  She is a student I can count on to work with any and everyone in the classroom as I know she will treat everyone with kindness and respect.  She is a natural leader who doesn’t have to boast about her abilities but leads by example.  I can’t wait to see all of Mary’s accomplishments in the future, as I know she is bound to be a successful woman in whichever field she chooses.  Congrats, Mary, on a well deserved choice as TK Stone’s first student of the month for the 2017-2018 school year.”

Out of school, Mary is involved in her youth group at Severns Valley Baptist Church, in her spare time she enjoys reading, watching HGTV, and attending football and soccer games in support of the Panthers.

She has a bright future ahead of her.  It is a pleasure to recognize Mary Bell as our September 2017 TK Stone student of the month.

MORNINGSIDE ELEMENTARY SCHOOL                       ISABELLA MILLER

It is Morningside Elementary School’s honor to recognize Isabella Miller as Student of the Month for September 2017.  Isabella is in Ms. Payne’s first grade class.  Isabella is a ray of sunshine at Morningside!

Isabella is a wonderful example of a star student and is very deserving of this award.  Each day she comes to school with a smile on her face ready to learn.  She puts forth her best effort and is without a doubt polite and respectful to teachers, other adults and fellow students.

Isabella takes great pride in following classroom and school rules and is a wonderful role model for her peers.  Her kindness and compassion for her classmates makes her very worthy to receive this honor.

Although Isabella loves reading and writing, her true passion is art.  She loves drawing and painting.  Mrs. Willet, Morningside’s art teacher says “Isabella has grown into a wonderful role model for her peers.  She exhibits a quiet leadership through following directions, being respectful and courteous toward peers.”

We are proud to call Isabella a Morningside Panther.  It is with great pleasure to present Isabella Miller with the Elizabethtown Independent School’s September 2017 student of the Month.

HELMWOOD HEIGHTS ELEMENTARY MADALYN GAMES

What an exceptional young lady Maddy Games is!  She wears a smile on her face throughout the day and always puts forth great effort on any task that is presented to her.  One of her many outstanding skills is her active participation in class discussions.  She has a unique  perspective to add to help others understand.  Maddy is kind to others and is quick to help classmates without being asked.  She works hard throughout the day and goes above what is asked of her.  Part of this hard work is attending TKS for math instruction.

When Maddy isn’t busy with classroom activities, she stays active with Flames soccer, Helmwood Heights academic team for two years, Beta Club, a member of Young Achievers, a Duke TIP Recipient and is in the children’s ministry at Crossroads Baptist Church.

All of these activities and support from her family have molded her into a respectful, responsible and compassionate young lady.  Helmwood is proud to have her represent our school for the month of September.

 

PANTHER ACADEMY                                 ISABELLA McGINNIS

Isabella McGinnis is the perfect student for student of the month.  She is smart, loving, respectful, and above all she is kind.  Isabella came to kindergarten as a fluent reader but she is such a hard worker she is constantly trying to improve her academics.  Isabella always takes her time makes sure she does her best work.  Aside from learning, Isabella is a sweet friend to all the students in our class.  She is always there to give the biggest hugs and the best smiles.  She brings joy to everyone in our classroom and we are so glad she is in our school!

She loves soccer and wants to be a soccer coach when she grows up.  Her favorite subject is reading.  She will read about any topic at anytime!  Since she is such a good reader, she will even read to her classmates.  She always makes sure every kid has someone to play with.  Isabella shows kindness when other students laugh.  She always gives her friends a compliment and tries to cheer them up. 

PANTHER PLACE                ETHAN LAISEY

Ethan attends Helmwood Heights Elementary School where he is in Mrs. Hinton’s fourth grade class.  This is his first year at Panther Place and he is a wonderful addition to our program.  He was nominated by our fourth grade teacher, Mr. Chris Gaddis, who wrote that Ethan always comes prepared to do his homework and requires no guidance.  He has a great willingness to help others in the class.  Ethan is very polite and respectful to both staff and his peers.  I asked some of his classmates to comment on Ethan.  They unanimously agreed that Ethan is very nice and a good student.  Nadia said that he is good at figuring out Mr. Chris’ riddles.  TieQuan said that he is respectful, smart and quiet.  Ethan told me that math is his favorite subject in school and that while at Panther Place he likes to practice multiplication facts and read.  When not at school, he likes to play  baseball.  He told me that he has been playing baseball since he was five.  Panther Place is a better place with Ethan and we are proud to name him our September Student of the Month.

Rationale

The state regulations on evaluation of certified personnel, KRS 156.557 and 704 KAR 3:345 require the local board of education to appoint its representative to the Local Evaluation Appeals Panel.

As part of our district's evaluation process, an Evaluation Appeals Panel is established each year.  This is an important element in the evaluation process; it ensures that our evaluation process and guidelines have been followed, and it provides a process to ascertain whether an employee has been fairly evaluated in his/her summative evaluation.

The Evaluation Appeals Panel is made up of three members - all certified staff members.  Two members of the three-member team are elected by the certified staff members in the district.  The third member is appointed by the Board of Education.

The certified staff members have selected Mary Bell,Tim Mudd and Tabitha Kerr (Alternate)

The Elizabethtown Board of Education is required to appoint the third member of the panel and alternate. 

Mr. Ballard would like to appoint Mrs. Kelli Bush, Assistant Superintendent for Student Instruction serve on the committee and Mr. Nate Huggins, Assistant Superintendent for Student and Support Services to serve as the Alternate.

Mrs. Michelle Motley, Director of Personnel and Public Relations is requesting approval to revise the Certified Evaluation Plan and Evaluation Standards to include the  District Behavior Consultant

Rationale

Attached is the EIS Technology Plan for 2017-2018.  EIS is a high performing district with a history of excellence. 

EIS has a Wide Area Network (WAN) that connects every building to each other and the Internet.  Each building has a Local Area Network.  The district has a computer and phone in every classroom, with an overall ratio of one computer for every 2.2 students.  Nearly every district classroom is equipped with Intelligent Classroom technology.

The district's technology goals are focused on improving student learning and communicating with our parents and community.  This requires a robust network of voice and data assets that are modern and sustainable and includes items like email communication, current and informative web pages, parent portals, One-Call Now communication, Twitter feeds, Face Book, etc.

This year there will be a focus on improving the use of technology tools to improve classroom instruction.

VI.A. Consideration of Approval of the 2017-2018 Working Budget with Superintendent Review of Resources/Support Systems
Rationale

The 2017-2018 Working Budget is being presented for Board approval (Attached).  A local school board is required to submit a Working Budget by September 30.  The Tentative Budget was approved by the Board in May 2017 is recommended for Amendment to include the following:

Revised Revenue based on projected revenue from the adopted tax levy and SEEK released by KDE on June 28, 2017 adjusted for 16-17 end of year average daily attendance data and projected growth.

Other changes in revenue based on actual experience in 16-17 or other changes such as higher or lower intereset rates, more or fewer students enrolled, etc.

Changes in expenses to funds based on review of actual expense in 16-17.

VI.B. Consideration of Approval of Four Year Lease for Chrome Books at EHS
Rationale

Information pertaining to the lease of Chromebooks for Elizabethtown High School was advertised in the News Enterprise on Wednesday, August 9, 2017.  EIS accepted proposals for Chromebook Lease for Elizabethtown High School until 2:00 on August 28, 2017.

Attached is a tabulation of cost of the four year lease.  Tim Maggard, Director of Technology is requesting approval to enter into a four year lease with Prosys for $161,198.68 to be paid at $40,299.67 per year.

Mr. Tim Maggard and Mr. Steve Smallwood will discuss and answer any questions you might have reagarding the use of Chromebooks at EHS.
