Rationale

Per Board Policy 01.41 Organizational Meetings, the first meeting of the board of education in January is designated as the time for which the Board elects a Chairperson and Vice-Chairperson.

The newly elected Chairperson along with the Superintendent, Jon Ballard will preside over the remainder of the meeting.

IV. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

V. RECOGNITION OF GUESTS AND SPECIAL ACCOMPLISHMENTS
V.A. Recognition of Members of the Elizabethtown Board of Education (School Board Member Recognition and Mayor's Proclamation)
Rationale

January has been designated as National School Board Member Recognition Month.  At this time, members of the Elizabethtown Board of Education are being recognized for their commitment to the success of our students and the betterment of our community.  Ms. Edna Berger, Mayor of the City of Elizabethtown has proclaimed the month of January, 2017 throughout this community as School Board Member Recognition Month and urges all citizens to honor Paul Godfrey, Teresa Harris, Anthony Kuklinski, Guy Wallace and Matt Wyatt for their service.

Mr. Ballard will read the Proclamation out loud.

V.B. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                               ETHAN HENRY

The EHS student of the month for January is Ethan Henry.  As son of the assistant principal, Ethan has literally grown up in the halls of Elizabethtown High School and is a true representative of Panther Pride.

Ethan is a student in the Principles of Teaching Pathway, spending 2 hours daily in Mr. Pfeiffer’s social studies classroom, following the footsteps of his mother.  As well, Ethan joined the bowling team as a junior, the year in which the bowling team was formed at EHS.  Mrs. Major, the bowling coach states that Ethan has been a joy on the bowling team.  He is quick to listen and tries really hard to become better.

Mr. Yates, Ethan’s AP United States Government and Politics teacher shared:  “Ethan is an intelligent, well-articulated, thoughtful, compassionate, and caring young man in my AP American Government and Politics class.  He is quick to defend his peers and no bashful about giving his opinion.  He is quite the pleasure to have in class and I look forward to being his chief strategist when his political career takes off!”

Mr. Ernst, Ethan’s AP English Literature and Composition teacher also commended:  “Ethan is one of the most excellent human beings I have had the pleasure of teaching.  He constantly impresses me with his passion, sensitivity, and kindness.  He is talented, but does not take his giftedness for granted.  He is able to see all sides of an issue, and he has a keen sense of justice.  Ethan is not only a good student, but an admirable young man”

Congratulations Ethan for being selected as the January Student of the month and thank you for all of your contributions as an Etown Panther.  Etown High School is truly honored to have you represent us.

T.K. STONE MIDDLE SCHOOL                         REID LUNSFORD

Reid is a well-rounded student.  He gives quality time to many interests:   his church youth group, Academic Team, Y-Club, Beta Club, and Boy Scouts to name a few, but when asked about what he enjoys doing he mentions that he likes serving at Mission Hope for Kids on Thursdays, where he volunteers weekly for two hours to help “advance other students as learners” as he describes it.  If you know Reid, you are also aware that he is an avid Marvel and Nintendo fan who enjoys dedicating himself to the pursuit of gaming perfection as well.  Reid has an “end goal” of becoming the president of Marvel Studios someday.

 

Mr. Green says that Reid is a hardworking student with an incredible work ethic.  He puts his best effort into each and every assignment.  He is very inquisitive and always looks at things from multiple view points.  He has the rare ability to remove his biases and look at the complete picture.  Reid is also a great classmate to other students.  He works cooperatively and is always willing to help others.  

Ms.  Bennett, who has Reid for Chorus, describes Reid as “an excellent student who is always on task.”  He is self motivated to perform his best and he works hard at being an excellent music reader and excels at helping his classmates master this abstract skill.

Ms. Lunsford contributed, “Most of the time when I write about a student, I only know them from the classroom.  This time, I can speak more deeply about this student, because I’ve known him all of his life.  Reid is an exemplary student.  He has always put achievement in school high on his priority list.  He pays attention in class and is quick and willing to answer questions or participate in discussion.  He finishes his work on time (or sometimes several days ahead of time).  It is normal for him to do homework on a Saturday or Sunday, just so he can stay ahead.  Reid will spend extra time attempting to do difficult tasks. Recently, he spent a couple of hours trying to solve a problem in Geometry, only to find out that it had been mis-typed and was not to be solved!  He is honest, dependable, and creative.

It’s been fun having Reid in class—I sure appreciate his motivation to learn!!”

For these reasons, it is an honor to name Reid Lunsford as the TKS January student of the month.

HELMWOOD HEIGHTS ELEMENTARY             NOAH MATTINGLY

As his 4th grade homeroom teacher, nominating Noah Mattingly for student of the month was easy.  There are other students who exhibit marvelous attributes of good character, and Noah is a stellar example.  More importantly is how his peers view Noah.  His classmates spoke readily of Noah’s positive qualities.  Listed below is a combination of comments his peers have shared:

  • “Dear Noah, I am very proud of you.  You show very good character.”

  • “You are an amazing friend that tries to help me stay out of trouble.”

  • “Noah is a kind, calm, funny, bright young student.  These are the things I notice on the bus and outside.  He is also super smart.”

  • “When he says he will do something, he does it!”

  • “Noah always finishes all his work.”

  • “Noah Mattingly is a great role model, high achiever, and a good listener.”

  • “If someone gets hurt, he always helps them.”

  • “Noah says, “Thank you” and “You are Welcome”.

  • “He is a good student because he pays attention and does his work.  Noah turns his work in on time.  When he is finished with work, he is always reading.”

  • “Noah is not self-absorbed.”

These words were also used to describe Noah….

 

MORNINGSIDE ELEMENTARY              EVA TYLER

It is Morningside Elementary’s honor to recognize Eva Tyler as Student of the Month for January 2017.  Eva is in Mrs. Riney’s first grade class.  She is a Panther through and through as she is the granddaughter of former EIS Superintendent Mr. Gary French.

Eva is a wonderful example of a star student and is very deserving of this award.  She comes to school with a smile on her face ready to get to work each and every day.  She always puts forth her best effort and is without a doubt polite and respectful to teachers, other adults and fellow students.

Eva is a very kind and helpful friend to her classmates.  A shining example of this is the way she interacts with a certain student at her table.  This student sometimes needs reminders to stay focused or extra help on class work and Eva is just the friend to help.  Her quiet, kind, and patient demeanor helps set the tone at her table for learning.

Eva is well rounded in many areas.  In addition to being a conscientious student, she participates in horseback riding lessons.  She also enjoys her art lessons with Ms. Regina.

We are proud to call Eva a Morningside Panther.  It is with great pleasure to present Eva with this award.  Great job, Eva!

PANTHER ACADEMY                            KYLE BOWEN

Kyle Bowen is Mrs. Schubeler’s student of the month.  Kyle has been a star student from the very first day of school.  He started school by being kind to everyone each day and always coming to school with a “can do attitude”.  He enjoys challenges and has patience to help those that struggle with concepts as well.  He listens intently and is a good example for others in so many ways.  He strives to make it to the top daily, as he makes it a goal to earn rewards on behavior and hard work.  I notice that he never gives up, and he continually uses creative strategies in order to succeed, he enjoys higher order thinking which helps to raise the bar for his classmates.  He appreciates all subjects and continues to be enthusiastic in all areas.  I can’t imagine my class without him!!.

PANTHER PLACE                                 BREANNA WHITAKER

Panther Place’s January student of the month is Breanna Whitaker.  This is Breanna’s first year at Panther Place coming to us from Helmwood Heights Elementary where she is enrolled in Ms. Clemons third grade class.  Breanna was nominated by her Panther Place Teacher, Mrs. Compton, due to the good character traits that she displays each day.  Breanna is always polite and well mannered.  She is respectful to both staff and her classmates.  Breanna is a good student who gets excited about learning new things and enjoys helping others.  As I observe Breanna each day, she is a fine example to the other students, be it walking in the hall, participating in activities, lining-up for the bus or riding the bus to and from Panther Place.

Breanna told us that she likes coming to Panther Place because she gets her homework done so; when she goes home she has time to spend with her family.  She stated that, “if you need help with something or need to talk to someone, the staff is nice and will listen.”  Her favorite Panther Place activities are:  playing games on the Smartboard, playing math games, drawing and PE time.  Making new friends is another reason she is glad that she started coming to Panther Place.

When not at school or Panther Place, Breanna likes to sing and listen to country music.  She likes to play soccer, as well.  She helps her mom by doing her chores. 

Breanna’s great attitude makes it a pleasure to have her in our program.  We are proud to name her Panther Place’s student of the month.


V.C. Panther Academy GoNoodle Demonstration
Rationale

Panther Academy was notified that of the four counties in the Passport Health and Hardin Memorial Partnership, they played the most physical activity breaks per teacher with each teacher playing an average of 254 breaks in the 2015-2016 school year.

They were recognized at the Kentucky Association for Health, Physical Education , Recreation and Dance's (KAHPERD)'s Fall conference in Lexington.

Mrs. Graham, her staff and students will demonstrate a few of the physical exercises/songs that the children participate in each day at Panther Academy.

Rationale

Attached are the December SBDM Written Reports from Elizabethtown High School, T.K. Stone Middle School and Morningside Elementary School.  The SBDM written report from Helmwood Heights were approved at the December board meeting.  Panther Academy's SBDM did not meet during the month of December.

Board Policy 01.42 requires the Board of Education to adopt a schedule of regular meetings for the calendar year, identifying the date, time and place of each meeting.  The following dates are scheduled meeting dates for February 2017 thru January 2018:

VI.D. Approve Staff Training for Recognizing and Reporting Child Abuse and Neglect
Rationale

SB 119 requires all school administrators, certified personnel, office staff, instructional assistants, coaches and extracurricular sponsors who are employed by the school district to complete training for recognizing and reporting child abuse and neglect by January 31, 2017

A copy of the training that has been provided to us by the Cabinet for Health and Family Services Department for Community Based Services Division of Protection and Permanency is attached for your review.

VI.E. Approve Memorandum of Understanding between EIS and Communicare Regional Prevention Center Regarding Training and Administering Nalozone
Rationale

Communicare will assist with training employees and will provide Narcon as needed at no cost to us.

VI.F. Approve Additional Nutrition Services Worker
Rationale

Our Nutrition Services Program has been asked to provide meals for the Head Start programs in the local area:  two sites in Elizabethtown, one in Radcliff, and one in Hodgenville.  A total of 170 lunches would be created each instructional day to provide nutritional meals to children at each of the four Head Start locations.  (Head Start only meets four days per week - Monday through Thursday).

Ms.Cora Wood, Director of Personnel, is requesting the board's approval to employ an additional Nutrition Services Worker for four hours per day/four days per week during the instructional year.  This person would be working at Panther Academy to prepare meals for students enrolled in Head Start programs in our local area.  As Coordinator for the district's Nutritional Services Program, I would ensure that the meals prepared at Panther Academy met the nutritional guidelines required for the Head Start students.

Representatives from each of the four Head Start locations would come to Panther Academy each day to pick up meals for their children; we don't have to deliver the meals to them.  The Nutritional Services Program would be paid once each month for the meals provided to the Head Start locations.  Enough funds would be collected to pay for the employee, with funds remaining as a profit for the district's Nutritional Services Program.

Although providing this service to the four Head Start locations will afford our district's Nutritional Service Program an opportunity to earn additional funding, more importantly, this endeavor will provide nutritional meals to many at-risk students in our local area.

Your consideration of this request would be greatly appreciated.

VI.G. Accept/Approve the District Improvement Plan
Rationale

Ms. Kelli Bush, Assistant Superintendent for Student and Support Services,  will go over the Goals and Objectives, Focus Strategies, Best Practices in Curriculum and Instruction, Promoting an Inclusive Culture and Improving Teacher and Leader Effectiveness in the Instructional Focus segment of the meeting.

VI.I. Approve Resolution of the Elizabethtown Board of Education to Authorize the Superintendent to Provide Funding Support to the KSBA for the Louisville Gas and Electric and Kentucky Utilities Companies Request to the Public Service Commission to Increase Electric and Gas Rates
Rationale

On November 23, 2016 the Louisville Gas and Electric and Kentucky Utilities Companies requested the Public Service Commission for authority to increase electric and gas rates.  If approved as submitted individual schools could experience the following average utility cost increases:

    LGE Electric:     8.5 percent

    LGE Gas:          4.2 percent

    KU Electric:       6.4 percent

 

RESOLUTION OF THE BOARD

On January 17, 2017 Elizabethtown Board of Education ("Board") hereby authorized the superintendent to provide funding support to the Kentucky School Boards Association ("KSBA") up to $128.00 to represent the interest of the Board before the PSC in Case Nos. 2016-00370 and 2016-00371.  The Board will be billed and hereby commits to reimburse KSBA for its share of actual incurred intervention costs.

VII.A. Accept/Receipt/Review of the 2017-2018 Draft Budget
Rationale

State law (KRS 160.470 (6)(a) requires that every local board of education receive a Draft Budget before January 31, 2017 for the upcoming school year.  The law's purpose is to assure that the board has sufficient information about projected receipts and expenditures for all funds in the entire budget as allocations for individual budget components are considered. 

This information is to be taken under advisement and approve a motion that the Board has reviewed the projected revenue and expense for 2017-2018 pursuant to KRS 160.470.  Action on the school allocations should be taken at the regular board meeting in February 2017.

VII.B. Approve the 2017-2018 School Calendar
Rationale

The school calendar committee has met and finalized a proposed school calendar (attached) for the 2017-2018 school year.  The proposed calendar is in compliance with KRS and meets all instructional time requirements.

If this calendar is approved Opening Day for staff will be Tuesday, August 8, 2017 and 1st day of school for students will be Wednesday, August 9, 2017.  There will be 174 Instructional Days

The last day of school for students is scheduled to be May 23, 2017 and Closing day for staff will be Thursday, May 24, 2017.
