III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "Pull" any item from the consent agenda and place it on the action agenda for further discussion and review.

V.D. Approve Memorandum of Agreement and Professional Services Contract for Physical Therapy Services
Rationale

Mrs. Kristin Froedge, Director of Special Programs is recommending that the contract for Physical Therapy services with Angela McCray of CAM Therapy Services, PFC be renewed for the 2016-2017 school year.    Attached are the Physical Therapy Service Contract and Memorandum of Agreement for your review/approval.

V.E. Approve Contractual Services Agreement Between EIS and Communicare Children's Services for the 2016-2017 School Year
Rationale

Attached you will find the 2016-2017 Contractual Services Agreement Between EIS and Communicare Children's Services.  These services will be provided for students within the EIS school district in conjunction with Family Resource and Youth Services Centers to provide mental health counseling within the schools. 

V.F. Approve Kentucky Department of Education's District Assurances for 2016-2017
Rationale

In order for the district to continue to receive state and federal funds, the district must declare that we are in compliance with all assurances listed in the KDE "District Assurances" document (attached).

V.G. Approve Treasurer's Monthly Financial Report and Payment of Bills and Claims(those paid since last meeting on June 20, 2016 and from Special Accounts)

V.H. Approve Emergency Teaching Certification
Rationale

A posting to attract and employ a full-time certified teacher of students with moderate to severe disabilities was placed on the Kentucky Employment Placement Service (KEPS). on the district's application software (TalentEd), and on Vacancy Announcements throughout the district in April 2016.  We had fourteen applicants for the position, but most were not certified for the position.  The few that were certified took positions in other districts before we could hire them.  We did, however, receive an application for a very promising person who's in the process of completing her graduate study to teach students with these disabilities.

With your approval, the district can employ this teacher on an emergency certificate until the close of the calendar year.  At that time, she'll have secured a temporary provisional certificate for the position.

Ms. Cora Wood, Director of Personnel is requesting that the Board of Education approve this request for a full-time Emergency Certification for a Teacher of Moderate to Severe Disability Students.  This action also declares that there were no qualified teachers available for the vacancy.

V.I. Acknowledge Receipt of the Superintendent's Personnel Report

VI. ACTION ITEMS
VI.A. Consideration of Approval of Board Policy Revisions/Updates and Acknowledge Receipt and Review of Board Procedures
Rationale

Attached are the 2016-2017 policy and procedure updates.  Proposed changes reflect new legal requirements as well as "best practice" recommendations from KSBA.

As in past years, the General Assembly has passed legislation that directly affects board policies and procedures.  Having contracted with KSBA for Board Policy Services, their legal department has supplied detailed information pertaining to said legislation, as well as recommended, revised policies reflecting said legislation.

Upon receipt of the information from KSBA, district administrators were provided a copy of the recommended revisions to district policies and procedures to study and provide input/feedback as needed.

VIII.A. Overview the Upcoming AdvanceED Accreditation Process
Rationale

Mrs. Kelli Bush, Assistant Superintendent for Student Learning, will gave an update on the AdvanceED Accreditation Process.

IX. NEW BUSINESS
X. EVALUATION OF THE SUPERINTENDENT
Rationale

Annually, members of the Elizabethtown Independent School's Board of Education shall conduct a summative (final) evaluation of the Superintendent.  All board members and the superintendent shall be present at this meeting, each board member shall have completed the evaluation forms prior to attending the meeting.

In closed session, the board may compile information and conduct preliminary discussions regarding the summative evaluation.  The board and the Superintendent will have the opportunity to attach written statements to the evaluation form prior to adoption of the summative evaluation.

The final summative evaluation shall be discussed and adopted in open session.
