III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

 Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV.A. Presentation of Diploma
Rationale

In April the board approve a request from Hunter Pyles to graduate early due to hardship.
Hunter will receive his diploma at this time.

IV.C. Bornlearning Academy Family Recognitions
Rationale

At this time we are recognizing Ms. Melinda Robinson and Ms. Kasey McCrary for attending all 6 Boanlearning workshops.

The Bornlearning Academy is supported by the United Way and is an innovative program that meets a critical need in Kentucky communities-early childhood parental education.  This school-based Academy consists of six workshop sessions that provide parents with the tools to help their children succeed in kindergarten and beyond.
The series teaches busy, overwhelmed parents and caregivers how to turn everyday moments into learning opportunities.  The tools are easy, sometimes as simple as talking about the colors of the trucks that pass by while mom and baby head to the grocery store.  The school-based workshops allow a meaningful conversation to start with parents early, offering them the essential building blocks of education to support their child's future academic successes and to create a strong connection between home and school.
Parents of young children (prenatal to five years old) are engaged in hands-on activities nd discussion about what it means to be ready for kindergarten and offered strategies they can use at home to maximize their child's early learning and development.

IV.D. Intermediate Spelling Bee Winner
Rationale

Miss Mary Bell, 5th grade student at Helmwood Heights Elementary School won the Intermediate Spelling Bee and will compete in the Regional Spelling Bee at ECTC

IV.E. T.K.Stone Middle School Special Student Recognitions
Rationale

Sara Been - 2nd place in the Recycled Art Contest at the KY BETA Convention.  Sara qualified to compete at the national convention this summer.

Duke TIP:
Duke TIP is a nonprofit organization dedicated to serving academically gifted and talented students.  Duke TIP works with students, their families, and educators to identify, recognize, challenge, engage, and help students reach their highest portential.  Now in its 335th year, the 7th grade Talent Search identifies bright seventh graders based on standardized test scores achieved while attending elementary or middle school.  Candidates are invited to take the ACT or the SAT college entrance exams as seventh graders, which allows them greater insight into their academic abilities.  In addition, they gain valuable benefits and have access to unique resources for gifted students.
The following students have earned an award by scoring approximately at or above the national average of recent high school graduates on at least one part of the ACT or the SAT.  These students are invited to a special recognition ceremony held at a university in our state.

FORCHT BANK/KHSAA CLASS Award

Dani  Wilson

This award recognizes 1-male and 1-female student-athlete from each of the 16 regions  that represent the qualities of Citizenship, Leadership, Athletics, Sportsmanship, and Scholarship.  Dani was selected out of all applicants in the 5th Region by the Kentucky High school Athletic Association.  She is one of 16 girls selected throughout the state, out of over 30,000 female participants in Kentucky High School Athletics.  Dani received a one time $350.00 scholarship award along with an invitation to the state wide banquet held at the KHSAA Hall of Fame.

AMERICAN PRIVATE ENTERPRISE SYSTEM STUDENTS

Emma placed 1st and Rebecca placed 5th in the local program and qualified for the state competition.

The APES program objective is to increase participants’ knowledge of the American economic system and global economy through individual and group study.

The program met once a week for 6-8 weeks,  1-2 hours of discussion of selected topics, with the help of local business or professional persons as discussion leaders.

MOREHEAD STATE UNIVERSITY’S CRAFT ACADEMY ACCEPTANCE

Western Kentucky University’s Gatton Academy  and Morehead State University’s Craft Academy are dual-credit residential high chools for academically exceptional students.  Applicants are high school sophomores who will have completed Geometry, Algebra I, and Algebra II by the end of their sophomore year.  The application process is competitive with only an approximate 20% of applicants being accepted into the program.

Every summer for the past twenty-eight years, GSA and our faculty of professional artist/educators have guided over two hundred of Kentucky’s finest young artists through three weeks of incredibly intense and incredibly fun arts instruction.  GSA auditions promising high school sophomores and juniors in nine different arts disciplines; Architecture & Design, Creative Writing, Dance, Drama, Instrumental Music, Musical Theatre New Media, Visual Arts and Vocal Music. 

For three solid weeks, the students live, breathe, eat and sleep the arts.  It is a thrilling, often life-changing experience for these students.

Graduates of the summer program are eligible for a host of scholarships and educational opportunities in all fields of study.

The Governor’s Scholars Program is a stimulating, five-week residential summer program for outstanding Kentucky students completing their junior year in high school.  Established in 1983, the program provides academic and personal growth in a challenging, non-traditional environment that balances a strong liberal arts program with a cull co-curricular and residential life experience.

Each year, over 1.5 million students from 22,000 U.S. high schools take the preliminary SAT to compete for a National Merit Scholarship.

Rationale

For the past several years the E lizabethtown Board of Education has provided a total student accident insurance policy thru R.J. Roberts, Inc.  This policy is a secondary policy that reimburses parents for all "out of pocket" medical expenses, including deductibles.  Said policy also provides coverage for all the students involved in all school/district sponsored activities, as well as coverage for athletes during off-season training and out-of-state trips.  This student accident plan is endorsed by KSBA and is written by the same company that provides coverage for KHSAA and NCAA.  KHSAA provides catastrophic insurance for athletes for 10 years from the date of injury.

The cost to renew this program (including preschool) for 2015-2016 school year to include $7,500,000 Catastrophis Limit is:  Cost of policy $38,839.50
Option 2:  With a $1,000 limit on Physical Therapy Cost of Policy $35,234.50

in 2014-15 The cost to renew this program (including preschool) to include $6,000,000 Catastrophic Limit was $38,823.84

VI. CONSIDERATION OF APPROVAL OF THE 2015-2016 TENTATIVE WORKING BUDGET
Rationale

Each local board of education is required to approve a Tentative Budget on or before May 30 of each year.  The purpose of this law is to assure that the local board of education has an opportunity to review all proposed revenues and expenses before the upcoming school year begins.  This is the 2nd formal step in developing the 2015-2016 annual working budget.

The Tentative Budget is attached along with the narrative explanation.

Rationale
