II. PLEDGE OF ALLEGIANCE
Rationale

III. STATUTORY AND CONSTITUTIONAL OATH ADMINISTERED TO NEWLY ELECTED BOARD MEMBERS
Rationale

CONSTITUTIONAL OATH FOR BOARD OF EDUCATION MEMBERS

There are two oaths - one verbal and one written- that new and re-elected board members must take.    An official qualified under KRS 62.020  must administer this oath by having the board member repeat after the official.  The official must then certify in writing that the oath was administered, and this certification must be filed with the Office of the County Clerk.  A seperate written oath is set out in KRS 160.170.  This oath may be prepared as a form document to be completed and signed by the board member and then notarized.  The executed document must be maintained as an official board record.

Newly elected or appoionted board members must take both oaths. This includes not only members that are new to the board itself, but also members who are reelected for additional terms (Teresa Harris, Paul Godfrey, Anthony Kuklinski and Guy Wallace) and members elected or appointed to fill an unexpired term.
Judge Brent Hall will administer the Oath of Office.

IV. ELECTION OF 2015 CHAIRPERSON AND VICE-CHAIRPERSON
Rationale

Per Board Policy 01.41 Organizaational Meetings, the first meeting of the board of education in January is designated as the time for which the Board elects a Chairperson and Vice-Chairperson.

The newly elected Chairperson along with the Superintendent, Jon Ballard, will preside over the remainder of the meeting.

V. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

VI. RECOGNITION OF GUESTS AND SPECIAL ACCOMPLISHMENTS
VI.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL               LARRY BEASLEY
The EHS student of the month for January is Larry Beasley. Larry is a very active student in our senior class, being a member of Spanish Club, Y Club, BETA Club, and the Elizabethtown Panther Band. Larry has been a percussion member of the Elizabethtown band since he was in 6th grade. As part of the Y-Club, Larry was an ambassador for Iceland in last year's KUNA, Kentucky United Nations Assembly, and is a bill author as part of our KYA, Kentucky Youth Assembly team. Larry has been accepted and plans to attend Eastern Kentucky University to major in communication disorders to become a Speech Language Pathologist.

Mr. Thompson, who has Larry in American Government, has these comments: "Larry is a great student in my class. He always does what is asked of him. A lot of times he will even help me with teacher aid duties, even though he is not my teacher's aid. One of my top students. On projects he always seems to go above and beyond!"

Larry is a teacher's aid for Mrs. Herringshaw, who stated that "He is an amazing young man, very polite and well mannered. Larry always jumps in to help without being asked!"

Mr. Pearsall, who has Larry in PreCalculus, stated that "Larry is a pleasure to have in class - he is quick to smile, hardworking, and a bright student with a bright future!"

Congratulations to Larry for being selected as the January Student of the Month and thank you for all of your contributions as an Etown Panther. Etown High School is truly honored to have you represent us.

T.K. STONE MIDDLE SCHOOL                        LEXIE PRESTA
Lexie Presta is a great student! Lexie works hard to maintain her grades. She is currently taking 2 high school level classes. Lexie is also a lot of fun to have in class. She is always positive and tries to keep things upbeat. Lexie is very helpful and helps her peers when needed. She is a pleasure to be around and to have in class. Written by Heather Coogle - Lexie's Math Teacher.

HELMWOOD HEIGHTS ELEMENTARY SCHOOL   RACHEL BELL

Rachel has gotten off to a spectacular start this first grade year in Mrs. Turner’s class.  She is a role model with her consistent practice of the guidelines that Helmwood expects of its students.  Rachel shows respect in her interaction with staff members, peers and other adult figures.

Rachel is a leader in the classroom by following both written and verbal directions.  She displays her pride by the quality of work she presents in the classroom.  She has an inquisitive side that is respectfully portrayed in the classroom and entices others to participate.  She is always willing to help and guide her peers in the classroom.

She has a fun-loving personality that makes her a pleasure to work with.  Rachel comes into class each day ready, excited and willing to learn and share.  She jokes and finds humor in her life in a special way that lightens the mood.  Rachel is an active learner and seeks to find out more.

Congratulations to Rachel Bell for becoming our Student of the Month!

MORNINGSIDE ELEMENTARY SCHOOL             ABIGAIL WILLIAMS

It is my honor to recommend Abigail Williams as Morningside Elementary School’s January Student of the Month.  Abigail is a 1st grade student in Kendra Adam’s class.  She is the daughter of Christine Williams and Mike Williams.  Abigail has one sister, Amelia, who is in the 4th grade at MES.  Abigail is a model student in all areas.  She demonstrates all the guidelines for success.  Abigail is respectful of all of her classmates, all teachers and herself.  She is also responsible.  She completes all required work in a timely manner and always gives her all in everything that she does.  Abigail is cooperative.  She has one of the most easy going personalities of any person I have ever met.  She is kind to everyone she meets.  Abigail is the true definition of integrity, which is doing the right thing even when no one is watching.  Abigail has such great character.  I can always count on her to be a great role model for all the students in my class.  If the students don’t know what they should b doing, they always look to Abigail to be a leader.  She will wait in her seat and raise herhand regardless of what everyone else in the class is doing.  She will always wait her turn and be aware of what she should be doing at all times.  I am honored to be Abigail’s teacher and would love to have 20 more just like her.  I expect great things from Abigail and look forward to watching her grow up to be an outstanding student and member of our society.  Written by Kendra Adams, Abigail’s teacher.

 

PANTHER ACADEMY                                       CHLOE HUTTO

This is Chloe’s second year at Panther Academy.  Chloe is not only an extremely bright girl, but also a  very compassionate and caring young lady.  Chloe is always trying to help younger children, or children who have difficulty with a task.  Chloe follows the rules and is a wonderful role model for the other children.  Chloe’s smile is radiant and contagious.  We are very fortunate to have Chloe representing our school.

 

PANTHER PLACE                                             MARTHA ZETINA

This is Martha’s second year at Panther Place.  She attends Helmwood Heights Elementary where she is in Leah Gardner’s second grade classroom.  She was nominated by Maggie Brockman who wrote:

“Martha walks in my classroom every afternoon with a smile on her face.  She never fails to ask me how my day has been.  I have never met such a young girl with such a big heart.  Even though Martha has a language barrier between school and home she works so hard to ensure that she understands the concepts being taught.  I know that Martha will strive not only as s student but as a strong professional woman as she becomes an adult.  It is my privilege to help Martha in this stage of her life.”

 

VALLEY VIEW EDUCATION CENTER             BLAKE MCGONIGLE

Blake McGonigle has been selected as Valley View’s student of the month.  Blake is a junior and after graduating would like to go to trade school for mechanical engineering or construction.  He also is working towards becoming a volunteer firefighter.  His teacher, Ms. Walker, says that Blake is very respectful and has a good sense of humor.  Mr. Brown shared that Blake tries to make everyone feel welcome and usually conscious of his actions and how he treats others.  His classmates shared that Blake is nice, helps them with math and smiles a lot.  We are proud of Blake and his accomplishments this year.

VI.B. Recognition of Members of the Elizabethtown Board of Education
Rationale

January has been designated as National School Board Recognition Month.  At this time, members of the Elizabethtown Board of Education are being recognized for their committment to the success of our students and the betterment of our community.  Ms. Edna Berger, Mayor of the City of Elizabethtown has proclaimed the month of January, 2015 throughout this community as School Board Member Recognition Month and urges all citizens to honor Paul Godfrey, Teresa Harris, Anthony Kuklinski, Guy Wallace and Matt Wyatt for their service.

Mr. Ballard will read the Proclamation out loud.

Rationale

Attached are the December SBDM Written Reports from Elizabethtown High Schooll, T.K. Stone Middle School, Helmwood Heights Elementary, and Morningside Elementary Schools for your review.  The Panther Academy SBDM did not meet in December, 2014.

VII.C. Approve Field Trip Requests and Individual Student Fees
Rationale

Attached is a field trip request submitted by Mrs. Beth Mather, Principal at T.K. Stone Middle School requesting approval for
T.K. Stone Middle School BETA Club to travel to Louisville, KY for an overnight stay February 18, 2015-February 20, 2015 to attend the Annual BETA Convention. 
The individual student payment to attend the convention and hotel expenses will not exceed $165.00 each plus additional $20.00 for dues.

Mr. Steve Smallwood, Principal at Elizabethtown High School is seeking approval for:
EHS Boys Basketball Team to travel to Georgetown, KY for an overnight stay January 22-24, 2015 to participate in a basketball tournament.  Toyota is paying the hotel costs.
EHS Boys Basketball Team to travel to Lexington, KY for an overnight stay March 19-23, 2015 to participate in the KHSAA Boys State Basketball Tournament (contingent upon winning the region).

VII.D. Approve EPAC Rental Use Agreement
Rationale

The following groups or individuals have requested approval for rental of the Elizabethtown Performing Arts Center.  They have submitted an application for usage and have met all requirements as outlined in Addemdum to Board Policy 05.3.

VII.E. Approve the District's School Nutrition and Physical Activity Report
Rationale

KRS 158.856 requires the District Nutrition Services Coordinator to assess annually the nutrition environment within the district and report the results to parents, board members and SBDM.  Further, this state regulation requires a review of the physical activity environment and recommendations to improve both areas.  The local board of education is also required to seek public comments during publically advertised special meeting or at the next regularly scheduled board meeting following the release of the nutrition and physical activity reports by January 31 of each school year, the local boards of education shall hold an advertised public forum to present a plan to improve school nutrition and physical activities in the school district.

Mr. Mike Sallee, Nutrition Services Coordinator, has provided a memo (attached) and copy of the proposed 2015 Nutrition and Physical Activity Report Card (improvement plan enclosed within the report card).  The report card will be posted on our district web site.

VII.F. Approve/Accept Bid to Purchase and Install a Snow Plow
Rationale

Information pertaining to accepting bids for purchasing and installing a snow plow was published in the News-Enterprise on December 19, 2014.  The Elizabethtown Board of Education accepted sealed bids for purchasing and installing a snow plow until 9:00 am on  December 26, 2014.  J. Edinger & Son, Inc. submitted the only bid with a total cost of $4982.00.

VII.G. Approve the Regular Meeting Dates of the Elizabethtown Board of Education for 2015 and January 2016
Rationale

Board Policy 01.42 requires the Board of Education to adopt a schedule of regular meetings for the calendar year, identifying the date, time and place of each meeting.

Rationale

Each school has submitted their School Improvement Plans for your review and approval.  The School and  District Improvement Plans are created and/or revised each year after the Assessment Data is released, and all School Councils have jointly met to determine the strengths and weaknesses in student achievement.  (Attached)
Mrs. Kelli Bush, Assistant Superintendent for Student Learning has been working the the district's principals and SBDM councils to determine area focus.  All schools have their specific target areas as well, depending on their individual school needs. 

VII.I. Approve the Treasurer's Monthly Financial Report and Payment of Bills and Claims (Those Paid Since Last Meeting for December 2014)

VIII. ACTION ITEMS
VIII.A. Approve/Receipt/Review of the 2015-2016 Draft Budget
Rationale

State law (KRS 160.470 (6)(a) requires that every local board of education receive a Draft Budget before January 31, 2015 for the upcoming school year.  The law's purpose is to assure that the board has sufficient information about projected receipts and expenditures for all funds in the entire budget as llocations for individual budget components are considered. 

Take this information under advisement and approve a motion that the Board has reviewd projected revenue and expense for 2015-2016 pursuant to KRS 160.470.  Action on the school allocations should be taken at the regular Board meeting in February 2015.
