Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

Rationale

Board Policy 09.33 pertaining to Fund Raising Activities states "Fundraising requests must be submitted to the Superintendent by August 1 of each school year.  All school fundraising activities must have prior approval of the Board of Education, channeled through the Principal and Superintendent".
Each school's principal has submitted their school;s fund-raising fo the 2014-2015 school year.  Copies of the fund-raising activity request forms for Elizabethtown High School, T.K. Stone Middle School, Morningside Elementary School, Helmwood Heighs Elementary School, Panther Academy and Panther Place are attached for board review/approval.

Rationale

The GlenDale Center was established in 2009 after the initial agreement between EIS and the Kentucky Educational Collaborative for State Agency Children (KECSAC), Eastern Kentucky University.  The Memorandum of Agreement must be updated and approved annually.  Attached is the 2014-2014 Memorandum of Agreement for review and approval.

V.H. Approve Rental Use Agreement Between EIS and Elizabethtown Community and Technical College
Rationale

Elizabethtown Community and Technical College has rented/used the gymnasium at T.K.Stone for the past two years to play their home basketball games. 
ECTC has established a Soccer Team and would like to lease the Football Stadium as well.  ECTC is requesting to rent/use the Gymnasium and the Football Stadium at T.K.Stone Middle School for the 2014-2015 school year.
Attached is a copy of the rental agreement between ECTC and EIS.

V.I. Approve Shortened School Day Waiver for Students
Rationale

Attached are two (2) Notices of Shortened School Day and/or Week from Mrs. Kristin Froedge, Director of Special Programs.

Student 1 - The ARC decided that due to severity of seizure activity in the morning hours, and based on doctors recommendation, that this student would be best served through shortened school day.

Student 2 - The ARC met to discuss this student's IEP and schedule for 2014-2015 school year.  Last year this student was home schooled due to extreme anziety and aggression/violent behaior at home in relationship to coming to school.  Parent wants to try public school again, but doctor recommends a shortened school day to help relieve the anxiety.  The ARC agreed to the recommendation.

Students with disabilities are expected to attend school for the entire school day.  However, when circumstances warrant, the Admissions and Release Committee (ARC) may determine it is in the student's best interest to shorten his or her school day and/or week.  Districts must meet the same requirements for granting a shortened school day as in previous years, including having a medical statement signed by a physician; documented determination by the student's ARC that a shortened school day is needed; an IEP that prescribes the length of the shortened day; and approval by the district's Board of Education that maintains the student's confidentiality.

Subject: Revision to Job Description for Director of Finance 

During the spring 2014 Kentucky Legislative Session, House Bill 154 was adopted and signed into law by the Governor in April, 2014.  The legislation amends KRS 160.431, and one of the amendments includes the following: 

Clarify that persons seeking initial employment as a school finance officer on or after July 1, 2015, hold a certificate of legal qualification for the position issued by the Department of Education. 

As a result, I am recommending that the qualifications for the Director of Finance be revised from the current requirement to the revised requirement.

As established by Kentucky Revised Statutes, the Kentucky State Board of Education and the Board of Education. 

Requested Revision in Job Description for Qualifications Required: 

A bachelor’s degree and a certificate of legal qualification for the position issued by the Kentucky Department of Education

VI.A. Approve the Agreement between EIS and the Kentucky Center for School Safety for the "Safety Tipline, Online Prevention/STOP Tipline" program
Rationale

Kentucky Center for School Safety is proud to provide an email tip line to all Kentucky schools.

The Safety Tip line, Online Prevention or S.T.O.P Tip line is designed for use as an "online" reporting/prevention tool. If students, parents or community members know of an unsafe situation in school (bullying, weapons, drugs or alcohol, etc.), they can anonymously pass on that information.

What is it? This tip line in no way replaces the face to face open communication and relationships built at our schools. The STOP tip line is just one more tool available for use by students or parents to communicate unsafe situations at school.

  • One unique attribute of an "online" tip line is its availability.  A student, parent  or community member can submit information day or night.
  • Also, many students may feel more comfortable emailing about a situation (instead of a face to face meeting with school officials).
  • The main purpose of the tip line is to add another layer of accessibility between students and trusted school personnel.

This tip line is not for immediate response. If anyone needs immediate assistance, they should dial 911.

 How does it work?   Students or Parents 

  • Click logo on school's webpage
  • Choose whether you want to submit a tip about 1) bullying, 2)violence or 3) other risky behaviors (i.e. alcohol, drugs, self-harm, sexual abuse or theft, etc...)
  • Fill-in the check boxes and explain

Rationale

Mr. Steve Smallwood, Principal at Elizabethtown High School and Mr. Doug Barnes, Athletic Director at Elizabethtown High School are requesting approval of the additions of Archery, Bowling, and Bass Fishing to the Athletic Programs at Elizabethtown High School.  These additions will give our students three more options to be involved in extra-curricular activities.  Schools that are in close proximity to us have already added these sport activities.  Attached is more information and a breakdown of the cost to the Board.
