Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

STUDENTS OF THE MONTH
Elizabethtown High School                                 Megan Meek
The EHS Student of the month for May is Megan Meek.  Megan is a senior who has not only challenged her academically but also represents Panther Pride with integrity.  While at EHS, Megan has been a member of the Pep CLub, Spanish Club, Beta Club, Green Dot Program, and the Student Council (where she is currently promotion chair).  In addition, Megan played on the Varsity Volleyball team and plays club volleyball for Elizabethtown Volleyball Academy.  She also was an assistant coach for the T.K. Stone Volleyball team.  Megan's teachers wanted to share a few comments with you.  Mr. Ernst, senior English teacher comments, "Megan is an excellent student who always goes above and beyond what is expected of her.  She works hard and maintains a positive attitude even when she encounters obstacles.  More importantly, she is kind and friendly to everyone she meets.  It is truly a pleasure having Megan in class."  Mrs. Black said, "Megan is a multitalented young lady as she succeeds in the classroom, and demonstrates leadership in the classroom and on the Volleyball Court.  Her work is always excellent, as she desires to learn for understanding and insight.  She is diligent in her academic work as she always strives to do her best!  She sets high standards for herself and then works to achieve those goals every day.  Megan is a pleasure to work with everyday!"  and finally Mrs. Pennington added, "Megan works at Panther Academy in Mrs. Gregory's class as a career development student.  Megan has become an integral part of the class.  She loves "her" students and they love her.  She is learning about elementary education and early childhood development through career development.  Megan is a dependable and conscientious student."

T.K. Stone Middle School                                   Sydney Pinkham
Linda Gregory wrote these words about Sydney-
Sydney Pinkham is an oxymoron in a blonde package: a mild-mannered dynamo. Her gentle demeanor belies the 110% effort she gives to each endeavor whether it is in the classroom, or on the soccer field, or in the circle of friendship and family. She is a total treat to teach; she is unmatched in taking responsibility for her schoolwork with her encouraging smiles and constant class participation. She is focused on helping her soccer team succeed. Sydney comes from a line of Pinkhams who have maintained the Etown tradition of excellence and is a perfect choice for TKS Student of the Month.

Mrs. Davis' class wrote this about Caleb-
Have you ever met a person who's just an all around good kid?  Someone who's responsible, determined, smart, and a friend to everyone?  Well, we have that kid right here in our classroom and his name is Caleb Adams!  We have several reasons why we think Caleb deserves the honor of Student of the Month so read on to learn about this excellent example of good character in our school.

Morningside Elementary                                Donovan Adams
Donovan Adams is an amazing, and hard working student.  He comes into class each and every day to learn.  He wants to do well, and gives every task 110%.  While in writing class, he is able to focus, and write about any topic given to him.  In social studies, he is eager to learn, and often wants to share about his own personal experiences.  Learning excites Donovan, and that has been a wonderful and rewarding trait to watch as this year has gone by.  He is such a fun and sweet student, and I have truly enjoyed having him in class this year.                       Written by Ms. Gardner
Donovan Adams is the type of student that is always doing the right thing.  He tries so hard in science class.  He is always listening and thinking.  He is always engaged in what we are learning.  He amazes me with his thinking outside the box when it comes to problem solving with science problems.  He could be our next engineer or research scientist tackling the world's problems.  Donovan is such a hard working student in class.  He excels at everything he does because he gives it 100%.  I love having Donovan in my 4th grade science class.                                     Written by Sharon Billings -4th grade science teacher


Panther Academy                                         Terrion Willilams
Terrion Williams is a very sweet loving child.  She is social with other children and strives to please adults.  She takes on a role in our classroom to help the younger children.  She always wants to make sure the younger children are okay and following the rules.  Terrion is polite and pleassant to all who meet her.  She enjoys playing with baby dolls, painting and listening to stories.  Terrion is a blessing to our class and schools and we cannot wait to see her growth next year in Kindergarten. 


Panther Place                                               Kylee Jaggers
This has been Kylee's first year at Panther Place. She comes to us from Helmwood Heights Elementary where she is in Ms. Metcalf's second grade class. Kylee is a quiet, happy well-mannered little girl. She always follows the Panther Place rules without having to be reminded of them. Mrs. Williams told me that Kylee works hard to complete her assignments each day. She is kind, gets along with her classmates and does not get involved in the girl drama that often goes on. Kylee is polite and helpful in the classroom. I am very happy to announce Kylee as Panther Place's Student of the Month for May.

IV.B. Panther Academy Watch D.O.G. Special Parent Recognition
Rationale

Kelly Graham, Principal at Panther Academy is recognizing Mr. Matthew Rackham for his support as a Watch D.O.G. parent volunteer.  Mr. Rackham has volunteered many, many  hours at Panther Academy.

Who are Watch DOGS? Fathers, grandfathers, step-fathers, uncles and other father figures who volunteer to serve at least one day a year in a variety of school activities as assigned by the school principal or other administrator.

WATCH D.O.G.S. (Dads of Great Students) - was founded to engage men, inspire children, reduce bullying and enhance the educationall environment in the schools.

WATCH D.O.G.S. (Dads of Great Students) - is the father involvement initiative of the National Center of Fathering that organizes fathers and father figures in order to provide positive male role models for the students and to enhance school security. 

IV.C. ECTC 50th Anniversary Regional Spelling Bee Winner

Gabe Binkley is the 5oth Anniversary Regional Spelling Bee Winner


Gabe was the school-wide Spelling Bee winner at Helmwood Heights this year. 
He went on to compete at ECTC against 22 other students from  surrounding schools, including Hardin County, Larue County, Fort Knox and others.
We are very proud of Gabe and his accomplishments.

IV.E. T.K. Stone Middle School Duke TIP Students
Rationale

The Duke University Talent Identification Program (DUKE TIP) is a non-profit educational organization that is recognized as a leader in identifying and serving the educational needs of academically giftted youth.  Through identification, recognition, challenging educational programs, information, advocacy and research, DUKE TIP provides resources to gifted students, their parents, educators, and schools for the development of the students' optimal educational potential.

The DUKE TIP's 7th Grade Talent Search is the largest program of its kind in the nation.  Since its inception in 1980, over 2 million students have participated.  The 7th grade talent search academically talented seventh graders based on standardized test scores achieved while attending elementary or middle school.  Candidates are invited to take the ACT or the SAT college entrance exam as seventh graders, which allows them greater insight into their academic abilities.

T.K. Stone Middle School was recently notified that Ayesha Nasir and Nicole Webster earned scores qualifying them for special recognition at the state level. 

IV.F. LEGO Robotics Ebots
Rationale

Two of TK Stone's EBots robots took the top two spots at the STLP RCX RoboRumble Jefferson County Regional held at Westport Middle School in Louisville.  The third 'bot just barely missed third place.  TKStone was impressive at the competition.

The top two teams qualified to compete at the State STLP Championshiip held in Rupp Arena on April 22.

IV.G.1. Miss Esther Huggins - Gatton Academy Acceptance 2014-2015
Rationale

We were recently notified that Ester Huggins has been accepted into the Gatton Academy for the 2014-2015 school year.

Gatton Academy applicants are high school sophomores who will have completed Geometry, Algebra I, and Algebra II by the end of their sophomore year. Students are selected based on SAT or ACT scores; academic grades from ninth and tenth grades; interest in advanced careers in science, technology, engineering, and math; student responses to application essay questions; interviews by Academy staff members; and recommendations from teachers and other individuals who can attest to a student's need and preparedness for the program. The application process is competitive with only an approximate 20% of applicants being accepted into the program.

The Gatton Academy of Mathematics and Science in Kentucky is the Commonwealth's only state-supported residential high school for students interested in pursing advanced careers in science, technology, engineering, and mathematics. Instead of spending their junior and senior years in traditional schools, our 121 students take all their coursework through Western Kentucky University with regularly enrolled college students. The Gatton Academy curriculum encourages students to develop the curiosity, reasoning ability, and self-discipline that lead to independent thought and action, while outside the classroom activities enables students to become active citizens. Simply, the Gatton Acdemy empowers Kentucky's exceptional young scientists and mathematicians to live and learn in an environment which offers advanced educational opportunities, preparing them for leadership roles.

IV.G.2. Miss Anne Alyse Lunsford - Governors Schools for Entrepreneurs
Rationale

The Governor's School for Entrepreneurs is a college and career ready program giving Kentucky high school students a hands-on, experiential immersion into innovation and entrepreneurship in order to empower them to make a positive impact on their communities through innovation and to become business leaders of tomorrow. 

The Governor's School for Entrepreneurs is a three-week residential summer program where students, working in teams, take an idea for a product or service and utilize science, technology, engineering, art, math and business skills to design a product and develop a business model for it.

IV.G.3. Mr. Hassin Nasir - Governors School for Arts in Creative Writing
Rationale

Each summer, over 200 of Kentucky's best and brightest young artists, writers, performers and designers make their way to the campus of Transylvania University in Lexington to participate in the highly selective Governors School for Arts in Creative Writing.

Hassin was one of the 200 selected out of 1800 applicants.

Students in the creative writing program receive intense individualized and small group instruction in all aspects of writing, from the formulation of ideas to revising, publishing, and performing. Students participate in classes, workshops, field trips, and individual conferences with faculty members who are published authors. Students also read aloud their works-in progress, learn peer editing techniques, design and create their own chapbooks, and participate in several public readings. GSA writers meet and learn from a variety of visiting professional writers and guest artists..

 

IV.G.4. 2014 Governors Scholars
Rationale

The governor's Scholars Program is a stimulating, five-week residential summer program for outstanding Kentucky students completing their junior year in high school. Established in 1983, the program provides academic and personal growth in a challenging, non-traditional environment that balances a strong liberal arts program with a full co-curricular and residential life experience.

To be eligible for nomination and selection, a student must:
Be in the 11th grade at the time of selection and intend to return to a Kentucky school district for the next school term.
Be a current resident of Kentucky
Have taken the ACT, PSAT, or SAT in the 9th, 10th, or 11th grades.

Students must be nominated by their school districts or private schools to be considered for admission. There is nofee for participation. The 2014 program will be held on the campuses of:

IV.G.5. Mr. Jackson Shaw - National Merit Scholarship Finalist
Rationale

Elizabethtown High School student Jackson Shaw is a National Merit Finalist.

Each year, more than 1.5 million students from 22,000 U.S. high schools take the preliminary SAT to compete for a National Merit Scholarship. Approximately 16,000 (the top 1 percent) reach the semifinals as juniors. Fifteen thousand qualify as National Merit Finalists.
Jackson Shaw, has earned finalist recognition this year.
Jackson will now compete to earn one of 8,000 scholarships.
Finalists qualify by submitting an application, which includes essays and information about extracurricular achievements, awards and leadership positions. They also must have an outstanding academic record, be endorsed by a school official and earn SAT scores in the top 1 percent of the state's senior scores.

V.D. Approve the Student Accident Insurance Proposals for 2014-2015
Rationale

For the past several years the Elizabethtown Board of Education has provided a total student accident insurance policy thru R.J. Roberts, Inc.  This policy is a secondary policy that reimburses parents for all "out of pocket" medical expenses, including deductibles.  Said policy also provides coverage for all the students involved in all school/district sponsored activities, as well as coverage for athletes endorsed by KSBA and is written by the same company that provides coverage for KHSAA and NCAA.  KHSAA provides catastriohic insurance for athletes for 10 years from the date of injury.

Rationale

Attached you will find the Renewal Quote for the Property, General Liability, and Worker's Compensation Insurance Renewal from Curneal and Hignite.  The proposal for insurance is $204,946.99 based on current payrolls and property valuations.

The workers compensation package included in the above proce is $69,250.99.  This premium can be lowered by $8,555.36 if the board approves the membership of the School District to the Kentucky Chamber of Commerce.  Said membership fee is $1,500.00.  Total savings with membership would be $7,055.36

V.J. Approve Revision to Classified Employee Evaluation Policy and Procedures
Rationale

Ms. Cora Wood, Director of Personnel is requesting approval of the following revisions to board policy and procedures, each of which addresses the evaluation of classified personnel.  Although each of the requested revisions has already met with the approval of KSBA's legal team, your approval is required in order for any change to occur.

  • Board Policy 03.28 - Please notice an enclosed copy of the requested changes to the current EIS     board     policy; changes are noted in another font color.  Instead of evaluating all classified     personnel annually, only those employees with less than four (4) years of continuous service would be evaluated annually.  All others would be evaluated every three years, except for classified administrators who would continue to be evaluated annually.  This process would be the same as that used with certified personnel in our district.  There is no statute that addresses the evaluation of classified personnel, so this recommendation has no legal conflict.

    Upon further investigation of the "probationary" period of employment that is noted in the current policy, we have been informed by KSBA and KASA attorneys that this practice is actually in conflict with KRS 161.011.  (Current policy defines probationary employment as the first 90 days of employment.)  As a result, and with your approval, reference to this practice has been removed both from this policy and board procedure 03.28 AP.1.
  • Board Procedure 03.28 AP.1 - Recommended changes for this board procedure are similar to those for policy 03.28.
  • Board Procedure 03.28 AP.22 - Recommended changes for this board procedure are simply updating a form to better align with current positions in the district.  The essence of the procedure was not changed.

Rationale

Annually, we sign an official Memorandum of Agreement between EIS and Central Kentucky Head Start (attached)
For several years the Elizabethtown Independent School District has been providing special education services for Head Start students who reside in the Elizabethtown Independent School District.

Ther services we provide for students with disabities at Head Start include speech therapy, occupational therapy, physical therapy and psychological assessment.  Head Start provides instruction, health and social services for students with disabilities.  We have enjoyed a very positive working relationship with Head Start in the past and look forward to  working with them in the years to come.

Rationale

Each local board of education is required to approve a Tentative Budget on or before May 30 of each year.  The purpose of this law s to assure that the local board of education has an opportunity to review all proposed revenues and expenses before the upcoming school year begins.  This is the 2nd formal step in developping the 2014-2015 annual working budget.
