III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

IV.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                                JAY DUPLESSIS

Jay is an excellent role model for his peers and thus a very deserving Student of the Month.  One of his teachers stated, "Jay is one of those students that you wished all his classmates strived to be like.  His attentiveness, participation, and work ethic is apparent in every project, assignment, and discussion we have in class.  You can tell when Jay speaks up in class, people listen, look up to him, and feel what he has to say is both relevant and important.  Not only is his intelligence on display in class, but his faith is worn on his sleeve and he wears it with pride!" 

Jay excels in the extracurricular arena, as well.  Coach Pat Black states, "I have had the pleasure of working with Jay DuPlessis for the last two years.  It is not common to find a young adult that can bridge the gap of communication between genders, races, and ages of all types of people.  This is a natural ability of Jay's.  He has brought so much to our Lady Panther Program here at EHS.  The players adore him with an unquestionable amount of respect.  As a coach, I look for a lot out of my players and staff.  My expectations for Jay have been no less.  He has always gone above and beyond by expectations!  Jay is what every peer wants in a friend...He is what every player and coach wants in a team manager...He is what every community wants in a citizen!  I am honored to have had the opportunity to work with him."

T.K. STONE MIDDLE SCHOOL                                      RILEY ERIKSEN
Pat Black wrote these words about Riley-
I have had the pleasure of working with Riley Eriksen for the last two years.  Riley is an exemplary student that exemplifies everything wanted in a student.  Riley is diligent in her work and always puts forth an amazing effort to tackle problems or to help others solve theirs.  Riley is a delightful young lady with a big heart for others.  Riley is what every peer wants in a friend...She is what every teacher wants in a student...And she is what every community wants in a citizen!  Without a doubt, she is what TK Stone wants as their "Student of the Month."  I am proud to recognize Riley Eriksen for this prestigious honor.

HELMWOOD HEIGHTS ELEMENTARY                           JAKE BADSTIBNER
Jake Badstibner is a fantastic role model for our class, school and community.  When he enters the doors in the morning, he naturally practices our guidelines for success.

In the classroom setting, Jake is focused and knows the right things to do.  He is involved with class activities and he provides critical thinking during class discussions.  Jake is responsible in all areas and readily helps other students when they need it.  He offers kind words to others, and his morning smile and greetings are always appreciated.  Jake is an active member of Helmwood's BETA Club.  He attends the meetings, is involved with communikty service projects and maintains his standing on the A Honor Roll.

Jake not only demonstrates great character at school, but also in the community.  He has been chosen as a "Young Achiever" because of his leadership skills (look for his picture in the mall!).  Jake is also active within his church.  He volunteers his time for Bible Drill and Wednesday Night church activities.  Along with these community activities, Jake plays soccer on a Flames team.  He is a versatile player, and plays every position except goalie.

Jake is a wonderful student and person who easily demonstrates great character without even trying.  It just comes naturally for him.  His personality and kindness for others shines through.

MORNINGSIDE ELEMENTARY                                     ELLE BRYANT
Misti Craig wrote these words about Elle-
I am proud to recommend Miss Elle Bryant as Student of the Month from Morningside Elementary School.  Elle is a 1st grade student in Mrs. Craig’s class.  Elle is a bright young lady and is one of those students that all teachers are proud to have in their class.  She is well liked by her peers—everyone wants to be friends with Elle and she is very friendly and out-going with her classmates.  Elle is a hard worker and always puts forth her best effort.  She is an excellent reader and is working above grade level in both reading and math in computer lab.  Elle was nominated for and accepted into Morningside Elementary’s Primary Talent Pool this year.  Elle is a well-rounded, likeable young lady and I see bright things for her in her future.

PANTHER ACADEMY                                                        DAKODA BREWER
Dakoda Brewer is the student of the month for Panther Academy.  Dakoda is a wonderful student who loves to ask questions and learn something new every day.  He almost always raises his hand first and is eager to answer any question we ask in the classroom.  He has a great personality!  Dakoda was Principal for the day earlier in the year.  He enjoyed going to other classrooms with Mrs. Graham and he took his job seriously!  He is definitely a leader.  Dakoda has a kind heart.  He thinks of others and wants to help his friends.  He is always kind to his friends and his teachers.  Dakoda follows our classroom rules and helps his frieds remember the rules.  He is a role model student.  We are so proud of Dakoda!  He is such a joy to have in our classroom!

PANTHER PLACE                                                            KAMAR KENNEDY
Kamar Kennedy is the Panther Place student of the month.  He is in Mrs. Bells's third grade class at Helmwood Heights.  When Kamar started coming to Panther Place this year he had rather poor homework habits along with a poor attitude.  We have witnessed a wonderful change in Kamar.  His attitude has improved so much since he has been coming to Panther Place.  Because of that, his grades have improved.  Mrs. Compton, Kamar's teacher wrote that he thinks more about the needs of others now and when it is time to clean up, he is one of the first to help.  She said that he is respectful to the staff and his classmates.

Kamar said, "I love coming to Panther Place because the teachers help me with my homework and if I need to talk to my teacher, she listens to what I have to say."  He told us that math and science are his favorite subjects in school.

Outside of school and Panther Place, Kamar enjoys going to church and singing with the youth.  He likes all sports and says that he plays soccer at school.  He also helps his mom at home by doing chores and helping take care of his brother and sister.

I am pleased to name Kamar as our February Student of the Month.

V.D. Approve Submission of the United Way Grant Application for the Panther Place After School Program
Rationale

For the past nine years EIS has applied for and have been awarded grants in amounts of $20,000-$38,000 offered through our local United Way agency to be utilized toward the expansion of services associated with the Panther Place After School Program.  Mrs. Karen Skees and Mrs. Kathy Francis are requesting authorization to apply for this same grant for the 2015 calendar year.  The application will be available on February 20, 2014 and must be submitted by the end of March. 
Note:  United Way funds are distributed by calendar year.

V.E. Approve Additional Fund Raising Request
Rationale

In August  the Morningside Elementary  submitted their fund raising requests for the 2013-2014 school year.  At that time the MES PTO requested approval to have  a Change Drive in April to fund ongoing events and expenses of the PTO. 
At this time, they are requesting changing their original request from a Change Drive to a Run/Walk-A-Thon.  The purpose of the fundraising activity is to fund ongoing events and expenses of the MES PTO.

V.F. Approve the District's Technololgy Plan for 2014-2015
Rationale

Attached is the Elizabethtown Independent Schools' Technology Plan for the 2014-2015 school year.  Said plan outlines the district technology needs and assessments.  This document is required by the Universal Service Administrative Company to allow the district to receive federal funds for the school and libraries program of the Universal Service Fund.  This federal program reimburses the district for approximately 70% of the costs incurred for all district telephones and Wide Area Network connectivity.

Rationale

The submission of the 2015-2016 School District Assurance Certification for FRYSC 's and YSC's continuation grant packet must be approved prior to it's submission to the Cabinet for Health and Family Services.  Attached are the Advisory Council Membership and Center Operations Information provided by Mrs. Karen Skees, Youth Services Director and Mrs. Pam Haire, Director of the district's Family Resource and Youth Center.

Attached is an overnight field trip request submitted by Mr. Steve Smallwood, Principal at Elizabethtown High School requesting approval for:
EHS Academic Team to travel to Louisville, KY March 15-17, 2014 to attend the State Academic Team Tournament.
EHS Girls Basketball Team to travel to Bowling Green, KY March 11-16, 2014 to participate in the Girls KHSAA Sweet 16 State Basketball Tournament.  (Contingent upon winning the Region).
EHS Boys Basketball Team to travel to Lexington, KY March 19-23, 2014 to participate in the Boys KHSAA Sweet 16 State Basketball Tournament.  (Contingent upon winning the Region).

V.K. Approve Administrative Procedure 02.4331 AP.1
Rationale

Currently we do not have a procedure for school staffing. 
Attached is the proposed school staffing procedure that would go along with our school staffing policy 02.4331.  
If approved,  this becomes effective the 2014-2015 school year.

Once approved by the board, it will be submitted to KDE for their approval.

VI. CONSIDERATION OF APPROVAL OF SCHOOL ALLOCATIONS FOR THE 2014-2015 SCHOOL YEAR
Rationale

The Board must approve a tentative allocation to schools by March 1.  The allocation is to include regular certified staff and related fringe benefits (Section 4), classified staffing levels and fringe benefit costs (Section 5), funding for instructional supplies, materials, travel, equipment and other instructional needs (Section 6), and any other funds the Board may decide to allocate to schools (Section 7).  The minimum certified staffing allocation is prescribed in state regulation 702KAR 3:246(4).  This regulation provides for certified staffing above the minimum required to meet the class size caps in KRS 157.360 and classified personnel staffing levels to be determined by local Board policy.

Attached is a complete allocation to all Elizabethtown schools based on the Board's school staffing (SBDM) policy 02.4331, Administrative procedure 02.4331 AP.1 and 701 KAR 3:246.  The allocation formula was applied to the projected FTE enrollment for 2014-15.  Any adjustments to the allocation due to increases in salary schedules, salary adjustments, or increases or decreases in enrollment shall be made by September 15.

This proposed staffing allocation includes a change of (1.3) certified positions compared to the 2013-2014 staffing allocation.  The class size allocation level as follows:
Elementary School - 21 students per certified teaching position
Middle & High School - 23 students per certified teaching position

The 2014-2015 allocation provides for full day kindergarten throughout the district.

VII. APPROVE THE CAPITAL REQUEST FORM AND BG 1
Rationale

The district's phone system and internet will be getting updated.  When that takes place it will be considered a construction project.  EHS, TKS, MES and CO are scheduled to receive new CAT 6 cabling as well as a new phone system to include controllers and phones.  The total project will be from the KETS contract vendors.
