III. ELECTION OF 2014 CHAIRPERSON AND VICE-CHAIRPERSON
Rationale

Per Board Policy 01.41 Organizational Meetings, the first meeting of the board of education in January is designated as the time for which the Board elects a Chairperson and a Vice-Chairperson.

The newly elected Chairperson along with the Superintendent, Jon Ballard, will preside over the remainder of the meeting.

IV. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a consent agenda of routine business items.  Prior to the approval of the agenda the members of the board may request to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

V.A. Students of the Month
Rationale

ELIZABETHTOWN HIGH SCHOOL                                SYDNEY NALL
The EHS student of the month for January is Sydney Nall.  Sydney is a senior who has immersed herself in a wide variety of activities at EHS.  She has been a member of the Friends of Rachel Club for four years where she is currently serving as president.  In addition, Sydney is a member of SADD club, Art club, Pep club, FCA, Book club, and Co-Exist club.  She ran cross country her freshman year and has participated in track & field for the past 2 years.  Sydney also spends time volunteering at Panther Place, Morningside, and Warm Blessings.  Karen Skees, sponsor of the Friends of Rachel club, shared these comments about Sydney, “Sydney is a very dedicated young woman, who shows a lot of concern for others.  She is dependable, hard working and willing to go the extra mile for causes in which she believes.  Sydney has developed strong leadership skills, and has a bright future ahead in whatever field she chooses.”  Mrs. Dow, Sydney’s chemistry teacher, added, “Last year I expressed interest to Sydney that I wanted to get into better shape.  She agreed to stay with me 3 days a week after school and she encouraged me to run with her.  Even when I wanted to give up, she pushed me through...something we try to do as teachers with our students.  She is an awesome person and a great inspiration!”

Etown High School is truly honored to have Sydney Nall represent us as January Student of the Month. 

T.K. STONE MIDDLE SCHOOL                                        JEY GREGORY
Jey is a dedicated student that cares about his grades and works to his fullest potential. Jey works well with all students in group projects in Project lead the way.  He participates in extra-curricular activites and represents TK Stone in a very sportsman like manner. He is a very polite and courteous young man.  I am very excited to have Jey in Project Lead the Way this year. I congratulate him on being chosen for student of the month, it is a well deserved honor for him.

HELMWOOD HEIGHTS ELEMENTARY                            LAILA LAMONS
Laila is a first grade student in Mrs. Thomas' class.  She was chosen as Student of the Month because she is always very helpful and considerate of others.  Laila loves to compliment her classmates when they are doing well and offer help whenever needed.  She is an excellent role model to others and a joy to have in class.
Laila is a very hard worker and takes pride in her work.  She is also an excellent reader and loves to read in her spare time.  Laila has younger twin sisters and enjoys reading to them as well.  She also loves to help her mom and dad take care of the twins.
Congratulations to Laila!  She is a wonderful student to represent Helmwood Heights as our Student of the Month.



MORNINGSIDE ELEMENTARY SCHOOL                        MACKENZIE HUGHES
Mackenzie Hughes is a fifth grader at Morningside Elementary School.  She has the qualities of a student who understands what it means to be an Elizabethtown Panther.  Mackenzie is a delight to have in the classroom.  She is one who always follows the MES Guidelines for Success: always respectful, responsible, cooperative, and gives her best 100% of the time.  She has remained on the honor roll while being involved in many activities in and outside of school.  She is a competitive gymnast at Becca’s Place Gymnastics and practices Mondays, Wednesdays, and Saturdays for a total of 12 hours each week.  Kenzie is also a member of the Newspaper Club, Green Team, Friends Club, and the Morning Meeting Crew at Morningside.  As you can see, she has been able to balance school work and extracurricular activities while being very successful in the classroom.  It is my pleasure to announce Mackenzie Hughes fifth grade Student of the Month

PANTHER ACADEMY                                                    ELINOR TROUTT
Elinor Troutt is a top-notched Kindergarten student.  Not only does she say recite our characters words every day, but she practices them as well.  She is very respectful to adults and students.  She is responsible, cooperative, and a great problem solver.  She has excellent manners and is a very polite student to everyone around her.  You can always count on Elinor for a kind word or a warm hug. 
I can also count on Elinor to do her best.  She stays on task and is a great helper to those around her who need help.  There is nothing I can throw at her that she isn't afraid to tackle.  Her determination and attention to detail is what makes her stand out.  She is a great writer and her illustrations are very creative.  Whether it is a large or small group activity, Elinor is always participating and has something to add to the lesson.  She is such a leader in my classroom.
It is very apparent that her parents have taken a vested interest in her education and her development as a responsible student.  I applaud their efforts in setting high expectations for her and helping her achieve them.
Elinor always goes above and beyond what is expected of her.  One of the things I love most about her is her excitement for learning.  She finds a smile in everything we do in our classroom.  Her attitude is always positive and uplifting.  When I am having a bad day I can look at Elinor's smile and it reminds me why I do what I do!!          Writte by Jill Valentine

PANTHER PLACE                                                        JOCELYN TREJO ZETNIA
Jocelyn attends Morningside Elementary where she is in Ms. Alcorn’s first grade class.  It is such a delight to have Jocelyn in the Panther Place program.  She always comes off the bus each day with a smile and a wonderful attitude.  Her Panther Place teacher, Miss Hilary Skaggs, tells me that Jocelyn is a sweet heart and always does as she is told, never having to be told twice.  She is very polite with good manners.  I never have to remind her to say, “please and ‘thank you’ when giving her a snack.  She is a leader and is very respectful and loving to her peers.  Ms. Hilary gives students candy as an award at times and she said, “When I give Jocelyn candy, she does not eat it, she gives it all away to her friends.”  I have witnessed Jocelyn being genuinely concerned if another student is hurt or needs help.  She will make sure that student gets the needed help.  Another wonderful character quality that Jocelyn has is responsibility.  She helps clean up the classroom at the end of each day.  I am very proud to name Jocelyn as our January Student of the Month.

V.B. T.K. Stone Middle School Students- Martin Luther King, Jr. Art Contest State Finalists
Rationale

Miss Jazmine Kerr and Mr. Isaac Huggins, both 8th grade students at T.K. Stone Middle School were selected as state finalists in the Martin Luther King, Jr. Art Contest. 
Jazmine received 2nd place for her art  work.
Isaac received 3rd place for his art work.

Their entries were selected from entries submitted from across the Commonwealth, and to be one of the finalists in this year's competition is truely an honor.

Winners were selected based on their reflection of their most inspired Dr. King moment or art context with the theme, "Opportunities to Rise:  Building Bridges," and showing how they used that inspiration to shape their lives and communitites.  
 

V.C. Recognition of Members of the Elizabethtown Board of Education
Rationale

January has been designated as National School Board Recognition Month.  At this time, members of the Elizabethtown Board of Education are being recognized for their committment to the success of our students and the betterment of our community.  Edna Berger, Mayor of the City of Elizabethtown has proclaimed the month of January, 2014 throughout this community as School Board Member Recognition Month and urges all citizens to honor Paul Godfrey, Teresa Harris, Anthony Kuklinski, Guy Wallace and Matt Wyatt for their service.

VI.D. Approve the District's School Nutrition and Physical Activity Report
Rationale

KRS 158.856 requires the District Nutrition Services Coordinator to annually assess the nutrition environment within the district and report the results to parents, board members and school councils.  Further, this state regulation requires a review of the physical activity environment and recommendations to improve both areas.  The local board of education is also required to seek public comments during publicaly advertised special meeting or at the next regularly scheduled board meeting following the release of the nutrition and physical activity reports...by January 31 of each school year, the local boards of education shall hold an advertised public forum to present a plan to improve school nutrition and physical activities in the school district.

Mrs. Susan Klingensmith, Nutrition Services Coordinator, has provided a memo (attached) and copy of the proposed 2014 Nutrition and Physical Activity Report Card (improvement plan enclosed within the report card).  The report card will be posted on our district web site.

Board Policy 01.42 requires the Board of Education to adopt a schedule of regular meetings for the calendar year, identifying the date, time and place of each meeting.

Rationale

The school calendar committee convened and developed a proposed school calendar (attached) for the 2014-2015 school year.  This proposed school calendar (attached) for the 2014-2015 school year.  This proposed calendar is in compliance with KRS and meets all instructional time requirements.  There are 174 regular instructional days.

VI.G. Approve the School Facilities Construction Commission Official Offer of Assistance
Rationale

On January 7, 2014 The School FAcilities Construction Commission made an official Offer of Assistanct to the Elizabethtown Independent Schools in the amount of $62,986 annual debt service on bonds to be sold for proposed construction or major renovation of facilities outlined in our most current approved  facility plan.  These funds or any of the escrowed funds for the purpose of receiving this offer must be used only on a Priority One Project on our Facility Plan.  The district has transsferred to the SFCC escrow accounts the followoing amounts:  Cash Building Fund - $348,334.37 and Cash Capital Outlay Fund - $290,707.04 at the close of fiscal year June 30, 2013 which includes interest accumulated on these funds.

VI.H. Consideration of Acceptance/Receipt and Review of the 2014-2015 Draft Budget
Rationale

The 2014-2015 Draft Budget must be received and reviewed by January 31, 2014.  State Law (KRS 160.470 (6) (a) requires that every local board of education receive a draft budget before January 31 for the upcoming school year.  The law's purpose is to assure that the board has sufficient information about projected receipts and expenditures for all funds in the entire budget as allocations for individual budget components are considered.  The draft budget is a starting point in preparing the working budget for the 2014-2015 school year.

Take this information under advisement and approve a motion that the Board has reviewed projected revenue and expense for 2014-2015 pursuant to KRS 160.470.  Action on the school allocations should be taken at the regular Board meeting on February

Rationale

School Improvement Plans and the District Improvement Plan are created and/or revised each year after the Assessment Data is released, and all School Councils have jointly met to determine the strengths and weaknesses in student achievement.
Mrs. Kelli Bush, Assistant Superintendent for Student Learning has been working with the district's principals and SBDM councils, to determine areas of focus.  All schools have their specific target areas as well, depending on their individual school needs.
Mrs. Bush will explain the contents of the Consolidated School Improvement Plans and the Consolidated District Improvement Plan during the Tuesday night's board meeting.
