III. CONSIDERATION OF APPROVAL OF BOARD MEETING AGENDA
Rationale

Pursuant to EIS Board Policy 01.45 Board Meeting Agenda, as part of the official agenda for each regular board meeting, the Superintendent shall prepare a Consent Agenda of routine business items.  Prior to the approval of the agenda, the members of the board may requeset to "pull" any item from the consent agenda and place the item on the action agenda for further discussion and review.

Rationale

ELIZABETHTOWN HIGH SCHOOL                                MALLORY BURNS
Mallory's work ethic and motivation are far beyond that of her peers.  She knows what she wants and has a constant desire to do her best.  She also knows what it takes to be successful and is more than willing to put forth the time and effort necessary.  She is very academically oriented and uses her time both inside and outside of class very wisely.  She works in the Guidance Office each day and any spare minute that she is not completing a task for us she is doing homework.  Unfortunately, many students want the 100% "A" grade but only want to put forth 80% of the effort necessary to achieve that "A".  Mallory, however, is not a typical student.  As a result, she gives 110% to everything she does and is very successful as a result.

Mallory is well respected by both students and teachers not only for her performance in the academic areas but also for her character and integrity, both of which are irreproachable.  She is always ready to help other students when asked and can lead as well as follow.  She does not go along with the crowd, unless it is something that makes sense to her, and is willing to speak her mind on issues that matter.  She has very high moral standards and has proven that she has no intention of succumbing to peer pressure.  It is for this reason that when Mallory was making out her class schedule last year, I asked her to sign up to help me as a teachers aide in the Guidance Office this year.  I knew that I could trust her with many of the responsibilities she would have and is the type of student who knows what tasks need to be completed and will do so without having to be told.  She needs very little supervision because she is responsible enough to handle the task on her own and is dependable enough to get the job done.  She always asks me if there is anything else that she can do to help me and has been invaluable to me this year.                             Written by Lisa Mudd

T.K. STONE MIDDLE SCHOOL                                    MORGAN GATTIS
Morgan is an exceptional student.  She has made quite an impression on me this school year.  It is very apparent that Morgan cares about learning.  She is a role model to her peers.  I see this everyday in the classoom.  She is a very conscientious student that cares about her grades and works to her fullest potential.  She excels in her extra-curricular activities as well.  I am so thankful to have Morgan in Project Lead the Way this year.  I congratulate her on being chosen for student of the mmonth, it is a well deserved honor for her.                        Written by Missy Mills

HELMWOOD HEIGHTS ELEMENTARY                           ANNA DUFF
Anna Duff is a second grade student in Mrs. Watts’ class, but she is not just any student.  Anna exemplifies what it means to have Panther Pride and her class is very proud she was chosen as the student of the month.  Here are a few insights they wanted to share about her character. 

Anna is considerate of others.  She is kind and willing to help others solve their problems.  Anna is also good-hearted.  She will always lend a hand when you need one and complimentary when you do well at something.  When playing games, Anna is fair and invites all to participate.  She always tries to make everyone feel like they belong.  

Anna has a friendly personality. She is always smiling and has a warm greeting to others in the morning.  Anna has a great sense of humor too.  She often tells jokes to make people laugh, but only when it is appropriate.  Anna makes good choices and encourages others to make good choices, as well.  

Anna is a hard worker.  She is smart and pays attention in class.  Anna is a very creative writer and wonderful reader.  When things are difficult, however, she never gives up. Anna shows resiliency by trying hard each day and always doing her best. 

As a teacher, Mrs. Watts agrees with her students as to Anna’s excellent character.  She feels Anna is a role model for other students by putting forth a positive attitude everyday and always following the Guidelines for Success.  Mrs. Watts says, “Anna is a focused and respectful young lady.  She makes learning fun for herself and others.  Anna’s “never give up” attitude and infectious love of learning makes the classroom a wonderful place to be.  I feel very blessed to have Anna as a member of our classroom.”

 Anna is 7 years old.  She lives with her brother, mom, and dad.  Anna enjoys many activities such as playing hide-and-seek, drawing, and singing.  Her favorite place to visit is Florida.  She has a pet dog named Sunshine and four cats-Venus, Boots, Clay, and Coal.

MORNINGSIDE ELEMENTARY                                    JENNA SMALLWOOD
Charles Kendall Adams once wrote, “No student ever attains very eminent success by simply doing what is required of him:  it is the amount of excellence of what is over and above the required  that determines the greatness of ultimate distinction.”  Jenna Smallwood is a student who embodies the term “ultimate distinction” in this quote.  Morningside Elementary fourth grade teachers compiled thoughts and reflections on Jenna, and the distinctive role she plays in our classrooms. 

I consider it a privilege to teach and inspire Jenna in Reading class and in my homeroom.  Her presence in my classroom is one that commands respect and admiration among her peers.  This respect is driven by an eagerness to learn, a drive to succeed, and a compassionate attitude toward others.  Jenna is a deep thinker, and a student who strives to perform at her best every single moment of the class period – without any prompts or cues.  I love and admire her passion for learning and her own self-respect.  Her attitude and her mannerisms are adorned with a grace beyond her years.  I look forward to watching her grow as a reader and achieve great success!

Jenna is an extremely diligent worker in Math Class.  She is a model student with not only behavior, but how she treats her academic learning.  She possesses a great work ethic, which is hard to find in such a young student.  She never gives up when posed with a difficult task, and she often will come up with a creative and different way of solving a problem.  She is a true problem-solver.  I am fortunate to be able to have Jenna this year in 4th grade Math.  Not only, I am able to teach her, but she is teaching me as well.  She is showing me that diligence and problem-solving lies within every student.  She is exemplary!

I am so fortunate to have Jenna this year in science class.  Jenna is the type of student that no matter what you give her - she will do it to the best of her ability.  We do a lot of hands-on experiments in science class and work with different students.  It does not matter who I ask Jenna to work with - she is always kind and helpful to all students.  She has a spirit about her that is willing to help anyone that needs it and do it in a way that the student feels successful.  That is something you cannot teach students - that is something that a leader has.  Jenna is a leader in my science class.  Her incredible kind nature, leadership skills and academic excellence makes Jenna a top student in anyone's class.  Jenna is a GREAT student and kid!!

PANTHER ACADEMY                                                    AMONTEZ WITHERS
Amontez Withers is a wonderful recipient for Student of the Month.  He is a model student and a leader in the classroom.  He has worked very hard and progressed tremendously on his behavior as well as his academics.  He is very respectful, listens and participates during class activities.  Amontez is a perfectionist and wants his work to always look its best.  He takes pride in his handwriting and works very diligently on imroving all the time.  He is becoming a reader and enjoys reading to others or to himself during our "Daily 5" literacy time.  He also loves read aloud time and enjoys our class discussions over different pieces of literature.  He is a very sweet boy and a joy in class.  Amontez is a wonderful representative for Panther Academy as the Student of the Month.

PANTHER PLACE                                                            CONNOR JOHNSON
Connor comes to Panther Place from Morningside Elementary where he is in Ms. Helm's first grade class.  He arrives each day with a smile on his face and leaves each day with a smile as well.  He is a model student showing leadership qualities.  Ms. Skaggs, his Panther Place teacher, wrote that he is always polite and respectful towards others and genuinely cares about his classmates.  He takes the initiative to do his homework and never complains and always has a great attitude.  He told me that his favorite thing at Panther Place is P.E. with Mr. Donny Gill.  When not at school or Panther Place, he enjoys playing with his Teddy Bear named "Mickey House".  He also enjoys playing football with his friends.  I am happy to name Connor as our December Student of the Month. 

IV.B. Mathematics Education Service and Achievement Award Recepient Mrs. Jessica Turner
Rationale

Recognition of Mrs. Jessica Turner, teacher at Helmwood Heights Elementary School

"Each year, KCTM recognized outstanding individuals in Mathmetics Education Service and Achievement.  This year Mrs. Jessica Turner, Teacher at Helmwood Heights was a reciepent of this award. 

The MESA Award was created by KCTM and is designed to recognize outstanding mathematics teachers (K-16), education professionals (administrators, state department personnel, supervisors, etc.), and business and community leaders who have supported mathematics education."

KCTM wanted to shine a spotlight on folks around the state that were doing an outstanding job and impacting the quality of mathematics education positively across the state.  Jessica was nominated not only for her outstanding work in the classroom with her children, but for the quiet, but effective leadership she adds to Helmwood Heights. 

IV.C. Board Chairman Recognition

At this time, Mr. Ballard will make a presentation to Mr. Anthony Kuklinski recognizing him for his commitment and dedication to EIS for serving as Chairman of the Board of Education for 2013.

IV.D. Koori Machi, Japan Visit Presentation
Rationale

After board approval (September 16, 2013)  Mr. Thad Elmore, along with representatives from the City of Elizabethtown, took a culture exchange trip to Koori-Machi, Japan.  Mr.  Elmore, and students Dirk Meinhart and Clayton Elmore  will  share their experiences at this time.

V.E. Approve Additional Fund Raising Request
Rationale

1.  Mr. Steve Smallwood, Principal at Elizabethtown High School, is requesting approval for an additional fund raising request to sell Rokkitwear EHS Spirit apparel via a link on the district website.  EHS will receive 17.5 % profit for every item ordered.  The profit from this will go toward the Lester Lynch Memorial Section of the EHS Booster Club with an estimated sales of $500.00/year.

2.  Mr. Steve Smallwood, Principal at Elizabethtown High School, is requesting approval for the EHS Football team to sponsor a Lacrosse match between the University of Louisville and University of Kentucky - the match is to be played on the EHS football field and the football team will receive half of the ticket receipts.

V.F. Approve Request to Surplus Property
Rationale

1. Attached is a letter from Mrs. Susan Klingensmith, Nutrition Service Coordinator, requesting approval to surplus Henny Penny HC-900-04818 Holding Cabinet located at Elizabethtown High School.  This item has been inspected by All In One Equipment and was determined that the parts are not readily available and would be too costly to repair and should be discarded.

2. Attached is a letter from Mr. Mark Webster, Director of Bands, requesting approval to surplus a 1970 semi tractor and trailer combination currently owned by the EHS Band Boosters.  The tractor/trailer has over 400,000 miles on it and typically costs the band boosters between $1,00.00 and $1500.00 a year to maintain.  With the transition to a non-competitive marching band the truck is obsolete and the band has no plans to use it.  Mr. Webster is requesting approval to surplus the tractor/trailer and be sold to Doug's Towing for $3300.00.

V.G. Approve Job Description and Corresponding Stipend for Percussion Instructor/Technician
Rationale

Attached is rationale submitted by Mr. Mark Webster, Director of Bands requesting approval to hire Mr. Caleb Ernst as Percussion Instructor/Technician. 
The EHS Band program consists of Marching Band, Concert Band, Pep Bands, Winter Guard, Winter Percussion and numerous solo and ensemble groups.  In order to send students supervised with an employee and to minimize conflicts, the EHS Band Boosters are requesting to pay Mr. Ernst a $420.00/month stipend(which will be paid to the Board of Education to issue a check through payroll). Mr. Ernst has worked with the EHS Band program for two years and teaches at EHS. 
If approved the stipend would begin in January, 2014 and go through April 2014.

V.H. Approve Authorization to Submit the WHAS Crusade for Children Grant
Rationale

We have applied for the WHAS Crusade Grant for the past several years.  This grant has provided funding for school busses as well as services for students with special needs.  In the 2013-2014 school year we received funding for our Occupation and Physical Therapy services as well as purchases for assistive technology and instructional materials.  For the 2014-2015 school year, we are requesting $38,500 - Kristin Froedge, Director of Special Programs, has broken her request down into the following:

1.  $30,000 for partial salary of certified teacher for the CTRP program.  We would really like to extend our CTRP program to middle/high school students.  We currently have a few middle school students, however, not fully staffed for that.  While it is a need for our district and a great opportunity, Ms. Froedge does not feel like it would be appropriate to cut a teacher from any of our other buildings. 

2.  $7,500 for instructional supports.  This would include Community Based Instruction, Transition programming, Music Therapy and Unique Learning Systems program for our MSD classrooms.

3.  $1,000 for assistive technology.  The speech therapist are in need of a few things that could really help a few students progress in their speech.  They are requesting oral nasal listeners.  We would also be able to purchase a few ipod touches to use with our hearing impaired students as a classroom amplification system as well as their personal communication device.

V.I. Approve Authorization to Sign Revised Non-Resident Student Contract
Rationale

At the Board Meeting on October 21, 2013, the Board approved signing non-resident contracts with those Boards of Education who have students living in their districts, but enrolled in the Elizabethtown Independent Schools, as well as sign Non-Resident Contracts for students who live in the Elizabethtown Independent School District and are enrolled in other school districts. 
At this time the Meade County Board of Education is requesting changes be made to the contract between EIS and Meade Co. for non-resident students, effective the 2014-2015 school year.

The Meade County Board of Education would like to make changes to the current agreement.  They have requested the  contract to read:  Any/all full-time certified and classified employees' children; those students enrolled during the 2013-2014 school year are permitted to complete their educational career in EIS; and also their younger siblings on future contracts. 

All other students residing in the Meade County School District wishing to attend EIS would pay the full tuition rate.
Currently, there are 10 students attending EIS from Meade Co.
