Consider Ordinance 16-2026 entitled AN ORDINANCE APPROVING AND ADOPTING TEXT AMENDMENTS TO THE OWENSBORO METROPOLITAN ZONING ORDINANCE FOR THE CITIES OF OWENSBORO AND WHITESVILLE, AND DAVIESS COUNTY, REGARDING REVISIONS TO ARTICLE 8 - SCHEDULE OF ZONES SPECIFICALLY REGARDING ACCESSORY DWELLING UNITS.
The Owensboro Metropolitan Planning Commission met in regular session on July 9, 2026, and proposed amendments to the text of the Zoning Ordinance for the cities of Owensboro and Whitesville, and Daviess County regarding revisions to Article 8 as it relates to accessory dwelling units. The findings of fact supporting the revisions include: provide a wide variety of types of housing suitable to a wide range of people; may increase the inner-city housing unity density; identify the housing needs of the community; continue development strategies for the orderly distribution of housing activities; and maintain high-quality infrastructure and site development standards.

Consider Ordinance 17-2026 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2026 AND ENDING JUNE 30, 2027, AND AMENDING ORDINANCE 10-2026 TO REVISE BEGINNING FUND BALANCES, CARRY OVER APPROPRIATIONS FOR ALL OUTSTANDING ENCUMBRANCES, CAPITAL PROJECTS AND RE-BUDGET FUNDS.
Budget amendment #1 for fiscal year 2026-2027 to revise beginning fund balances, carry over appropriations for all outstanding encumbrances, capital projects and re-budget funds.

OPEN PUBLIC FORUM
Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda. Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.
