Owensboro Parks and Recreation Advisory Board – Reappoint Calvin Williams to a two-year term expiring November 2, 2025. Reappoint David Curry to a two-year term effective November 8, 2025. Appoint Amanda Green to a two-year term effective November 8, 2025.  

Wesleyan Shawnee Neighborhood Alliance – Appoint Jessica Ogilby, Josh Ogilby, Robert Galvin III, and Susann Bartlett to a two-year term effective November 4, 2025.

6.A. Consider Ordinance 19-2025 entitled AN ORDINANCE ESTABLISHING PROCEDURES GOVERNING SUSPENSIONS OR REVOCATIONS OF THE PRIVILEGE TO RIDE OWENSBORO TRANSIT SYSTEM BUSES.
Rationale

The Owensboro Municipal Code of Ordinances (OMC) presently lacks a procedure to ensure that passengers who have received a suspension or revocation of their bus privileges receive a fair hearing or have the right to appeal a determination adverse to them. The Board of Commissioners wishes to establish a new section of the OMC creating a procedure to govern suspensions and revocations of bus privileges.

Rationale

The City of Owensboro is eligible to receive Public Assistance Program (PAP) grant funding from the Federal Emergency Management Agency (FEMA) for repair, replacement or restoration of facilities damaged by severe weather on April 2, 2025. The Commonwealth of Kentucky, Department of Military Affairs, Division of Emergency Management is administering the FEMA PAP grant funding for governmental subdivisions in Kentucky, including the City of Owensboro. In order to receive the grant funding, the City must execute a Memorandum of Agreement with the Commonwealth of Kentucky, Department of Military Affairs, Division of Emergency Management establishing the conditions for receipt of the PAP grant funding.

Rationale

Members of the audience may address the Board of Commissioners on any matter of public concern that was not on the agenda.  Comments are limited to issues within the scope and responsibility of the Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from staff or the Board of Commissioners.  The Mayor reserves the right to extend time to the speaker.
