6.A. Consider Ordinance 16-2022 entitled AN ORDINANCE REVISING EMPLOYEE HANDBOOK POLICIES 109 AND 110, THEREBY CHANGING AGE AND EDUCATIONAL REQUIREMENTS FOR FIREFIGHTERS AND CHANGING ELIGIBILITY REQUIRERMENTS FOR LATERAL TRANSFER POLICE OFFICERS AND FIREFIGHTERS.
Rationale

It is necessary to revise Policies 109 and 110 in the Employee Handbook to facilitate the hiring of police officers and firefighters. The minimum age requirement for firefighters shall now be 18 at the time they become sworn, and the education requirements have been revised. The requirements for lateral transfers have also been revised.

7.A. Consider Ordinance 17-2022 entitled AN ORDINANCE ESTABLISHING THE CITY OF OWENSBORO TRANSIENT ROOM TAX AND PROCEDURES FOR ITS COLLECTION AND ENFORCEMENT.
Rationale

KRS 91A.390 authorizes cities of the home rule class, including Owensboro, to impose a transient room tax on the rent for occupancy of a suite, room, rooms, cabins, lodgings, campsites, or other accommodations charged by any hotel, motel, inn, tourist camp, tourist cabin, campgrounds, recreational vehicle parks, or any other place in which accommodations are regularly furnished to transients for consideration or by any person that facilitates the rental of the accommodations by brokering, coordinating, or in any other way arranging for the rental of the accommodations. The Board of Commissioners wishes to establish a transient room tax as an additional source of revenue for events, facilities and staff to enhance tourism in Owensboro and Daviess County.

Rationale

KRS 91A.350 authorizes cities of the home rule class, including Owensboro, to establish a tourist and convention commission for the purpose of promoting and developing convention and tourist activities and facilities. The Board of Commissioners wishes to establish the Owensboro Tourist and Convention Commission for the purpose of promoting and developing convention and tourist activities and facilities. In order to avoid the duplication of services and maximize efficiency, the City intends for the tourist and convention commission to contract for services with the existing Owensboro Daviess County Convention & Visitors Bureau and the City of Owensboro.

Rationale

Budget amendment to revise beginning fund balances, carryover appropriations for all outstanding encumbrances, capital projects and re-budget funds; remove three (3) full-time Telecommunicator positions and add three (3) full-time Calltaker positions.

Consider Municipal Order 25-2022 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE CITY OF OWENSBORO, KENTUCKY, AND THE COUNTY OF DAVIESS, KENTUCKY, UNDER THE TERMS OF WHICH THE CITY WILL APPLY FOR 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FUNDS IN THE AMOUNT OF $22,474 WHICH WILL BE ALLOCATED TO THE CITY OF OWENSBORO POLICE DEPARTMENT TO PURCHASE ONE (1) MOTOSHOT ROBOTIC MOVING TARGET SYSTEM, ONE (1) ACTION TARGET PORTABLE RUNNER, AND FOUR (4) HANDHELD RADARS; NO MATCH IS REQUIRED OF THE CITY.
Rationale

The City desires to execute a Memorandum of Agreement with Daviess County Fiscal Court to apply for the 2022 Edward Byrne Memorial Justice Assistance Grant Funds in the amount of $22,474 which will be used for OPD to purchase one (1) Motoshot Robotic Moving Target System, one (1) Action Target Portable Runner, and four (4) handheld radars; no match is required by the City.

8.B. Consider Municipal Order 26-2022 entitled A MUNICIPAL ORDER EXPRESSING INTENT TO CONSTRUCT A TRANSIENT BOAT DOCK IN THE OHIO RIVER.
Rationale

The Board of Commissioners desires to express its intent to construct a transient boat dock in the Ohio River on the west side of the pier behind the Convention Center, and to authorize city staff to conduct work to further such construction. A transient boat dock would be an additional amenity to the downtown, attract tourism and promote commerce and provide a destination location on the riverfront for boaters.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
