Owensboro-Daviess County Industrial Development Authority Board – Reappoint Robert Mark Berry to a four-year term expiring April 3, 2026.

Owensboro Human Relations Commission – Appoint Terri Crowe to a three-year term effective April 5, 2022.

Owensboro-Daviess County Regional Airport Board – Appoint Tyler Goad to fill the remainder of an unexpired term which ends October 2, 2024. (Replacing Joe Bowen).

8.A. Consider Municipal Order 13-2022 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF OWENSBORO AND ELLIS ENTERTAINMENT, LLC BY WHICH THE COMPANY SHALL LOCATE A HISTORICAL HORSE RACING GAMING FACILITY IN THE CITY OF OWENSBORO IN EXCHANGE FOR A REBATE OF FIFTY PERCENT (50%) OF THE GENERAL FUND OCCUPATIONAL FEE ON GROSS WAGES FOR FIVE (5) YEARS.
Rationale

Ellis Entertainment, LLC desires to locate a historical horse racing gaming facility in the City of Owensboro, Kentucky which will create jobs and further stimulate local commerce. The City recognizes the economic impact of the Ellis facility in Owensboro and hereby agrees to incentivize Ellis for its job creation initiative in the community by entering into an Agreement.

Rationale

In 1982 the Board of Commissioners named the city park located at Seventh and Walnut Streets “Max Rhoads Park” in honor of the former Owensboro City Manager. On March 24, 2022, the Owensboro Parks & Recreation Advisory Board recommended renaming the park in honor of Moneta Sleet Jr. in response to a request from the Northwest Neighborhood Alliance.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
