Consider Municipal Order 28-2021 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR A BODY-WORN CAMERA (BWC) IMPLEMENTATION GRANT ADMINISTERED BY THE BUREAU OF JUSTICE ASSISTANCE DESIGNED TO PROVIDE CRITICAL RESOURCES TO LAW ENFORCEMENT JURISDICTIONS FOR THE PURPOSE OF REIMBURSING THE OWENSBORO POLICE DEPARTMENT FOR FIFTY PERCENT (50%) OF THE TOTAL COST OF $307,952.60, EXPENDED TO PURCHASE SEVENTY-NINE (79) BODY-WORN CAMERAS, THAT AMOUNT BEING $153,976.30.
Rationale

The Owensboro Police Department desires to purchase seventy-nine (79) body-worn cameras for use by its officers in order to promote accountability and transparency. The total cost is $307,952.60 through a U.S. Bureau of Justice Assistance Body-Worn Camera Policy and Implementation Program with a fifty (50%) grant reimbursement amount of $153,976.30.

Rationale

The City and Daviess County Fiscal Court have previously entered into a Memorandum of Agreement to provide funding for a Juvenile Drug Court Program. Due to the success of the program, the City and County wish to extend the funding for an additional three (3) years through December 31, 2024. The City and County each agree to fund $70,000 annually to the program.

Rationale

Daviess County has approached the Kentucky Transportation Cabinet and received their concurrence of the County’s submission of a Federal RAISE Grant application, that, if approved, would provide much needed revenue to be leveraged along with committed local and state funding to complete the rebuilding of KY 54 into a six-lane roadway (US 60 to Ralph Avenue) and a four-lane roadway with a two-way left turn lane media (Ralph Avenue to Thruston Dermont Road). The City supports the submission of the grant and commits to local funding of $500,000 to the project.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
