Consider Ordinance 20-2020 entitled AN ORDINANCE REVISING THE CITY OF OWENSBORO EMPLOYEE HANDBOOK CHAPTER 1000, SUBCHAPTER 1004, PAY CHARTS ENTITLED “PROFESSIONAL TECHNICAL (EXEMPT)” THEREBY ESTABLISHING THE POSITION OF COMMUNICATIONS AND MARKETING SPECIALIST.
The City desires to revise Chapter 1000, Subchapter 1004 to establish the position of "Communications and Marketing Specialist".

6.A.
Consider Ordinance 21-2020 entitled AN ORDINANCE CLOSING A PORTION OF THE NORTH RIGHT-OF-WAY OF EMORY DRIVE CONTAINING 0.023 ACRES WHICH IS LOCATED ON THE SOUTH SIDE OF THE PROPERTY LOCATED AT 2804 FREDERICA STREET, OWENSBORO, KENTUCKY, AT THE REQUEST OF 4 CATS, LLC.
4 Cats, LLC has petitioned the City for the closing of a 0.023-acre portion of the right-of-way located on the north side of Emory Drive and on the south side of the property located at 2804 Frederica Street. There are no other adjoining and/or abutting property owners.

Consider Ordinance 22-2020 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2020 AND ENDING JUNE 30, 2021, AND AMENDING ORDINANCE 7-2020 TO ROLL OVER PRIOR YEAR 5339 GRANT FUNDS AND CORRESPONDING CITY MATCH, AS WELL AS APPROPRIATE TRANSIT GRANT FUNDS RECEIVED FOR PURCHASE OF AN ELECTRIC BUS; AND TO APPROPRIATE FEDERAL GRANT FUNDS RECEIVED FOR THE OPD HAZARDOUS DEVICE ROBOT UPGRADES.
Budget amendment to roll over prior year 5339 grant funds and corresponding city match, as well as appropriate Transit grant funds received for purchase of an electric bus; and to appropriate federal grant funds received for the OPD Hazardous Device Robot upgrades.

7.A.
Consider Municipal Order 34-2020 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BETWEEN THE CITY OF OWENSBORO, DAVIESS COUNTY FISCAL COURT, AND OWENSBORO CHRISTIAN CHURCH PROVIDING FOR THE COST OF SECURITY, LIABILITY INSURANCE, AND BUS TICKETS TO THE CHURCH DURING WHITE FLAG EVENTS OCCURING DURING THE WINTER OF 2020-2021.
In 2018, the City entered into an agreement to provide funding to St. Benedict's Homeless Shelter for White Flag events. Owensboro Christian Church (OCC) has agreed to provide additional shelter to homeless people at its facility at 2818 New Hartford Road. The City will help provide the cost of security, liability insurance, and bus tickets to OCC in order to provide safe, secure, and hospitable temporary overnight accommodations during White Flag events.
