Consider Ordinance 5-2020 entitled AN ORDINANCE AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING JULY 1, 2019 AND ENDING JUNE 30, 2020, AND AMENDING ORDINANCE 9-2019 TO APPROPRIATE FUNDS PROVIDED BY THE STATE DRUG FUND FOR THE FBI NATIONAL ACADEMY; TO PROVIDE FOR ADDITIONAL FUNDING TO THE SENIOR COMMUNITY CENTER OF OWENSBORO-DAVIESS COUNTY, INC.; AND TO MOVE FUNDS FROM REPLACEMENT PLAN FUND AND FACILITIES MAINTENANCE FUND TO CAPITAL PROJECTS FUND TO ESTABLISH PROJECT FOR SPORTSCENTER PARKING LOT EXPANSION.
Rationale

Budget amendment to appropriate funds provided by the State Drug Fund for the FBI National Academy; to provide for additional funding to the Senior Community Center of Owensboro-Daviess County, Inc; and to move funds from Replacement Plan Fund and Facilities Maintenance Fund to Capital Projects Fund to establish project for SportsCenter parking lot expansion.

Rationale

The Law Information Network of Kentucky (LINK) requires the local criminal justice or law enforcement agencies to designate a single law enforcement agency to provide the “management control” of the designated central dispatch agency for the Central Dispatch Agency to remain eligible for a LINK Terminal. The LINK system is a necessary adjunct to the Central Dispatch Agency and its role in providing information to all law enforcement. The current 9-1-1 Memorandum of Agreement does not include all the necessary management control designation.
