6.A. Consider Ordinance 4-2020 entitled AN ORDINANCE OF THE DAVIESS COUNTY FISCAL COURT AND THE CITY OF OWENSBORO, KENTUCKY, JOINTLY REPEALING DAVIESS COUNTY FISCAL COURT ORDINANCE 860.2 AND CITY OF OWENSBORO ORDINANCES NO. 8-98 AND 12-2005 IN THEIR ENTIRETY.
Rationale

The City and County entered into a Memorandum of Agreement through Municipal Order 35-2019 to establish the Ambulance Contracting Authority (ACA). Therefore, the former Medical Control Authority (MCA) Ordinances are repealed in their entirety.

Rationale

The City owns the Walter Freeman Fire Training Facility and the City and County seek to renew and update their training agreement for an additional five (5) years by entering into a new Memorandum of Agreement.

Rationale

KRS 103.210 authorizes the Kentucky Economic Development Finance Authority (KEDFA) to promote economic development in the Commonwealth by authorizing the issuance of Revenue Bonds for eligible projects within the Commonwealth. Christian Care Communities, Inc. (CCC) is a faith-based provider of senior living and post-acute care services. In addition to other Kentucky cities, CCC operates the Maplebrook Village facility in Owensboro. In 2015, the Owensboro Board of Commissioners approved a Municipal Order requesting that KEDFA adopt a resolution providing for the issuance of Revenue Bonds in an amount not to exceed $50,000,000. CCC now seeks the issuance of new revenue bonds to finance, refinance, and reimburse the costs of health care and health-related facilities in various Cities of the Commonwealth in an amount not to exceed $62,000,000. There is no "new" project in Owensboro that is being financed with proceeds of the proposed KEDFA bonds.  CCC has requested that the City of Owensboro approve a new Municipal Order requesting KEDFA to issue the new bonds. City approval is required by statute, but does not obligate the City by the issuance of the bonds.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
