Consider Ordinance 1-2020 entitled AN ORDINANCE ANNEXING TO THE CITY OF OWENSBORO CERTAIN UNINCORPORATED TERRITORY IN THE COUNTY OF DAVIESS ADJOINING THE PRESENT BOUNDARY LINE OF THE CITY, BEING PROPERTY OWNED BY PROFESSIONAL PROPERTIES & CONSTRUCTION, LLC AND THE OFFICES CREEKSIDE PROPERTIES LOCATED AT 1030 BURLEW BOULEVARD (PROPERTY ASSOCIATED WITH BUILDING “A”), CONTAINING 0.408 ACRES, MORE OR LESS.
An Ordinance annexing the property located at 1030 Burlew Boulevard (Property associated with Building "A"), containing 0.408 acres. There will be an annexation incentive agreement for the property.

Consider Ordinance 3-2020 entitled AN ORDINANCE REVISING THE CITY OF OWENSBORO EMPLOYEE HANDBOOK POLICY 109 EMPLOYMENT OF ENTRY-LEVEL POLICE OFFICERS AND FIREFIGHTERS IMPLEMENTING THE EDUCATING HEROES PROGRAM FOR POTENTIAL APPLICANTS FOR THE OWENSBORO POLICE DEPARTMENT.
Technical revision of Policy 109 in the Employee Handbook is necessary for the Police Department to be able to implement the new Educating Heroes program offered by the Kentucky Department of Criminal Justice Training which will provide the opportunity for a new police applicant to earn an Applied Science Associate’s Degree from the Kentucky Community and Technical College System, Bluegrass Community and Technical College while he or she is attending law enforcement basic training.

Consider Municipal Order 1-2020 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH PROFESSIONAL PROPERTIES & CONSTRUCTION, LLC, AND THE OFFICES CREEKSIDE, PROVIDING FOR THE CONSENSUAL ANNEXATION OF UNINCORPORATED PROPERTY LOCATED IN DAVIESS COUNTY AT 1030 BURLEW BOULEVARD, BUILDING A, CONTAINING 0.408 ACRES, MORE OR LESS; AND FURTHER PROVIDING THAT THE CITY SHALL REIMBURSE PROFESSIONAL PROPERTIES & CONSTRUCTION, LLC AND THE OFFICES CREEKSIDE ONE-HUNDRED PERCENT (100%) OF THE TOTAL AD VALOREM (EXCLUDING SCHOOL TAX), NET PROFITS, AND OCCUPATIONAL TAX REVENUES DERIVED FROM THE PROPERTY OVER A DESIGNATED FIVE (5) YEAR PERIOD; AND FURTHER PROVIDING SANITATION SERVICES DURING THAT SAME PERIOD.
Professional Properties & Construction, LLC and The Offices Creekside have consented to the annexation of the property located at 1030 Burlew Boulevard, Building A, containing 0.408 acres. The Order sets forth the terms and conditions of the development incentives.

Consider Municipal Order 2-2020 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH JED RENTALS, LLC, PROVIDING FOR THE CONSENSUAL ANNEXATION OF UNINCORPORATED PROPERTY LOCATED IN DAVIESS COUNTY AT 3509 FAIRVIEW DRIVE, CONTAINING 3.461 ACRES, MORE OR LESS, AND REFERRED TO AS “MALLARD LANDING”; AND FURTHER PROVIDING THAT THE CITY SHALL REIMBURSE JED RENTALS, LLC ONE-HUNDRED PERCENT (100%) OF THE TOTAL AD VALOREM (EXCLUDING SCHOOL TAX), NET PROFITS, AND OCCUPATIONAL TAX REVENUES DERIVED FROM THE PROPERTY OVER A DESIGNATED FIVE (5) YEAR PERIOD; AND FURTHER PROVIDING THAT THE CITY WILL GRANT AN ADDITIONAL THREE (3) YEAR PERIOD UNDER WHICH THE CITY WILL REIMBURSE JED RENTALS, LLC ONE-HUNDRED PERCENT (100%) OF THE TOTAL AD VALOREM (EXCLUDING SCHOOL TAX), NET PROFITS, AND OCCUPATIONAL TAX REVENUES DERIVED FROM THE 2013 ANNEXATION OF “HOBO ESTATES,” A 9.717 ACRE TRACT.
JED Rentals, LLC has consented to the annexation of the property located at 3509 Fairview Drive (Mallard Landing) containing 3.461 acres. Additionally, in 2013 the developer annexed Hobo Estates into the City and was to receive incentives. The Order sets forth the terms and conditions of the development incentives for both properties.

Consider Municipal Order 3-2020 entitled A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE UNITED WAY OF THE OHIO VALLEY PROVIDING FOR INVESTMENT AND EQUITABLE DISTRIBUTION OF FUNDING RECEIVED FROM THE CITY OF OWENSBORO TO VARIOUS HEALTH AND HUMAN SERVICE AGENCIES IN THE CITY AND SURROUNDING COMMUNITIES.
The City has for many years funded and offered social service agency assistance to its citizens and community through United Way of the Ohio Valley and desires to continue that assistance by entering into a new three (3) year agreement with United Way.

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda. Comments are limited to issues within the scope and responsibility of this Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from City staff or the Commission. The Mayor reserves the right to extend time to the speaker.
