Rationale

Sts. Joseph & Paul Catholic Church has petitioned the City to close and abandon a 10 foot wide alley right-of-way at the rear of 418 and 424 Bolivar Streets. Sts. Joseph & Paul Catholic Church is the owner of the only adjoining lots.

Rationale

The Property Maintenance Code is codified in Chapter 5, Article IV, Division 1 of the Owensboro Municipal Code.  The Code has had few amendments since its enactment in 2011 and it is necessary to amend certain sections to better serve the citizens of the City.

8.A. Consider Municipal Order 34-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A PARKING LEASE AGREEMENT WITH THE ENCLAVE AT RIVERFRONT LIVING, LLC. AND TO APPROVE THE EASEMENTS AS CONTAINED IN EXHIBIT “A.”
Rationale

The Enclave at Riverfront Living, LLC has constructed a multi-story building located on the corner of Frederica Street and Veterans Boulevard which will be utilized for retail, commercial and/or residential purposes. The building needs to lease approximately ten (10) parking spaces. Additionally, previously approved ingress and egress easements need to be amended.

8.B. Consider Municipal Order 35-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE CITY OF OWENSBORO AND DAVIESS COUNTY, KENTUCKY FOR EMERGENCY MEDICAL AMBULANCE SERVICES AND ESTABLISHING AN AMBULANCE CONTRACTING AUTHORITY.
Rationale

The City and County own a license to provide emergency medical ambulance service to the citizens of Owensboro and Daviess County.  The City and County have determined that the best interest and welfare of their respective citizens require them to enter into a Memorandum of Agreement establishing the “Ambulance Contracting Authority” or “ACA”.  The MOA shall be utilized until the City and County can fully study and establish a permanent ordinance repealing and replacing Daviess County Fiscal Court Ordinance No. 860.2 and City of Owensboro Ordinance 8-98.

Rationale

Property owners of 1013 W. 8th Street, 1015 W. 8th Street and 1017 W. 8th Street have agreed to convey said properties to the City.  The City seeks to acquire said properties for the purposes of housing development using HOME funds in compliance with National Housing and Urban Development objectives of removing blighted properties.  The City desires to declare these properties to be surplus property, so that they can be leased, transferred, or sold in accordance with KRS 82.083.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
