Consider Ordinance 31-2019 entitled AN ORDINANCE ANNEXING TO THE CITY OF OWENSBORO CERTAIN UNINCORPORATED TERRITORY IN THE COUNTY OF DAVIESS ADJOINING THE PRESENT BOUNDARY LINE OF THE CITY, BEING PROPERTY OWNED BY CEDARHURST OF OWENSBORO REAL ESTATE, LLC AND LOCATED AT 1900 PLEASANT VALLEY ROAD, CONTAINING SEVEN (7) ACRES, MORE OR LESS.
An Ordinance annexing the property located at 1900 Pleasant Valley Road, containing seven (7) acres. There will be an annexation incentive agreement for the property.

Consider Municipal Order 24-2019 entitled A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE RIVER CITY PICKLEBALL, INC. ESTABLISHING PICKLEBALL COURTS IN YORK PARK; AND FURTHER ESTABLISHING SPONSORSHIP FUNDING.
The City owns and maintains York Park, located at 2201 York Drive, an approximate two (2) acre park. The River City Pickleball, Inc. (RCP) is a local association composed primarily of citizens of the City who enjoy playing pickleball for sport, health and fitness. The City and RCP have engaged in discussions and negotiations for the creation of four (4) outdoor pickleball courts in York Park and seek to formalize the same.

Consider Municipal Order 25-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR LAW ENFORCEMENT PROTECTION PROGRAM GRANT FUNDING THROUGH THE KENTUCKY OFFICE OF HOMELAND SECURITY IN THE AMOUNT OF $18,765.00, THE PROCEEDS OF WHICH WILL BE UTILIZED BY THE CITY OF OWENSBORO POLICE DEPARTMENT TO PURCHASE FIFTEEN (15) TASERS, FIFTEEN (15) TASER BATTERY PACKS, AND TWENTY (20) TASER CARTRIDGES; NO MATCH REQUIRED FROM THE CITY.
OPD seeks to purchase fifteen (15) X26P Class III Tasers, fifteen (15) X26P Auto Shut Off Battery Packs, and twenty (20) cartridges for X26P Tasers through the Law Enforcement Protection Program grant awarded by the Kentucky Office of Homeland Security.

Consider Municipal Order 26-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR LAW ENFORCEMENT PROTECTION PROGRAM GRANT FUNDING THROUGH THE KENTUCKY OFFICE OF HOMELAND SECURITY IN THE AMOUNT OF $5,176.00, THE PROCEEDS OF WHICH WILL BE UTILIZED BY THE CITY OF OWENSBORO POLICE DEPARTMENT TO PURCHASE EIGHT (8) SOFT BODY ARMOR VESTS AND EIGHT (8) BALLISTIC PLATES; NO MATCH REQUIRED FROM THE CITY.
OPD seeks to purchase eight (8) Soft Body Armor Vests and eight (8) Ballistic Plates through the Law Enforcement Protection Program grant awarded by the Kentucky Office of Homeland Security.

OPEN PUBLIC FORUM
Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda. Comments are limited to issues within the scope and responsibility of this Commission. Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.
At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized. Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less. Since the item is not on the agenda, no response is required from City staff or the Commission. The Mayor reserves the right to extend time to the speaker.
