Audubon-Bon Harbor Neighborhood Alliance – Reappoint Joyce Knowles to a two-year term expiring September 1, 2021.

Owensboro Human Relations Commission – Appoint Deanna Endicott-Smith to fill the remainder of an unexpired term which ends October 4, 2019. Appoint Glenn Ashby and Timothy Collier to fill the remainder of unexpired terms which end December 31, 2020. Appoint William Hardesty to a three-year term expiring August 20, 2022.

5.A. Consider Ordinance 25-2019 entitled AN ORDINANCE ADOPTING A PRIVATE DEVELOPMENT POLICY, ESTABLISHING REQUIREMENTS FOR DEVELOPMENT PLAN REVIEW, PERMITS, BONDS, SIDEWALKS, PAVING, SEWER SYSTEMS, DRAINAGE, AND OTHER INFRASTRUCTURE FOR CURRENT AND NEW RESIDENTIAL DEVELOPMENTS.
Rationale

The City Engineer previously created a Private Development Policy that has been utilized for numerous years, establishing requirements for development plan review, permits, bonds, sidewalks, paving, sewer systems, drainage, and other infrastructure for current and new residential developments. The City desires to amend said Private Development Policy in order for the Office of the City Engineer to oversee all such development proposals.

Rationale

In 2005, the Owensboro Chief of Police and the Daviess County Sheriff agreed that it would be in the best interest of both departments if they would file applications for grant funds through the Edward Byrne Memorial Justice Assistance Grant Program in alternating years. This year Daviess County will file an application for JAG grant funds in the amount of $20,431 to purchase ten (10) new tasers, holsters, batteries, and cartridges and forty-five (45) crossfire red dot sights and rifle slings.

Rationale

OMU requests a perpetual easement for the purpose of installing, maintaining, operating, repairing, renewing, replacing, inspecting, and removing water pipe lines, along with all necessary fittings, valves, hydrants, meters, appurtenances, and attached facilities, including service lines of its customers, service pipes, and laterals and connections, for the transmission and distribution of water, through a strip of property located on Ebach Street.

Rationale

The property located at 1504 Hathaway Street was previously obtained with City funds for purposes of compliance with national Housing and Urban Development objectives of removing blighted properties. The City now desires to declare this property to be surplus property, so that it can be transferred to Habitat for Humanity of Owensboro-Daviess County, Inc. The Community Development Department intends to utilize federal HOME grant funds in the amount of  $25,000 to assist Habitat for Habitat for Humanity construct one (1) single-family home for purposes of providing decent, low cost housing to eligible citizens.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.  Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers. 

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
