3. Consider Ordinance 6-2019 entitled AN ORDINANCE APPROVING AND ADOPTING TEXT AMENDMENTS TO APPENDIX F, ARTICLES 3, 8, 14, 20, AND 22 OF THE OWENSBORO METROPOLITAN ZONING ORDINANCE FOR THE CITIES OF OWENSBORO AND WHITESVILLE, AND DAVIESS COUNTY.
Rationale

The Owensboro Metropolitan Planning Commission proposes an amendment to the text of the Zoning Ordinance for the Cities of Owensboro and Whitesville, and Daviess County regarding revisions to Article 3 (General Zone & District Regulations) will help allocate wisely the use of land for various activities by encouraging sound land development policies and are an example of creating flexible zoning regulations for existing redeveloping neighborhoods, 8 (Schedule of Zones), 14 (Definitions), 20 (Cellular Antenna Tower Regulations) and 22 (Arena Overlay District) will help maintain Daviess County as a viable economic unit.

Consider Ordinance 7-2019 entitled AN ORDINANCE APPROVING AN EMERGENCY MEDICAL SERVICE AND AMBULANCE AGREEMENT BY AND BETWEEN THE CITY OF OWENSBORO, DAVIESS COUNTY FISCAL COURT, AND MERCY AMBULANCE OF EVANSVILLE D/B/A AMR AMBULANCE SERVICE, THE EXCLUSIVE COUNTY-WIDE PROVIDER OF EMERGENCY AMBULANCE SERVICES FOR THE OWENSBORO-DAVIESS COUNTY CENTRAL DISPATCH SYSTEMS.
Rationale

The Daviess County Fiscal Court and City of Owensboro’s current ambulance provider Procarent, d/b/a Yellow Ambulance, notified the governments pursuant to their contract, that the provider intended to discontinue its emergency ambulance service in Daviess County, effective July 1, 2019. The City and County negotiated and approved an exclusive Emergency Medical Service and Ambulance Agreement by and between the City, County and Mercy Ambulance of Evansville, Inc., d/b/a AMR Ambulance.

Consider Municipal Order 8-2019 entitled A MUNICIPAL ORDER AUTHORIZING THE SALE OF THE CITY OF OWENSBORO’S ONE-THIRD (1/3) PORTION OF PROPERTY CONTAINING 30.897 ACRES AND LOCATED AT 3300 CARTER ROAD; AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE A DEED TRANSFERRING THE PROPERTY TO RIVERFRONT FORWARD, LLC IN ACCORDANCE WITH KRS 82.083(4).
Rationale

The City of Owensboro owns a one-third (1/3) portion of 30.897 acres of real property located at Air Park, Owensboro, Kentucky, which is jointly owned by the Economic Development Properties, Inc. (EDP). EDP has already approved the sale of their interest in the property to Riverfront Forward, LLC. Riverfront Forward, LLC wishes to purchase the City’s interest and build on the property in furtherance of development of the City.
