Owensboro Metropolitan Board of Adjustments – Appoint Andrew Howard and Tori Morgan to a four-year term expiring December 31, 2022. 

Owensboro Metropolitan Planning Commission – Appoint Jay Velotta to a four-year term expiring December 31, 2022.

Regional Water Resource Agency – Appoint Tom Mischel to fill the remainder of a term expiring June 30, 2022.

Consider Municipal Order 1-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN EASEMENT AGREEMENT BETWEEN THE CITY OF OWENSBORO AND CITY UTILITY COMMISSION OF THE CITY OF OWENSBORO, KENTUCKY, ALSO KNOWN AS OWENSBORO MUNICIPAL UTILITIES, GRANTING A PERPETUAL UNDERGROUND FIBER OPTIC LINE EASEMENT THROUGH A STRIP OF PROPERTY KNOWN AS 3022 WEST PARRISH AVENUE.
Rationale

OMU has requested a perpetual easement for the purpose of installing, maintaining, operating, repairing, renewing, replacing, inspecting and removing underground fiber optic lines and all appurtenances thereto, through a strip of property at 3022 West Parrish Avenue. Staff has determined the request will not unreasonably interfere with use of said property.

Rationale

The City desires to formally adopt Fund Balance Policy in order to maintain sufficient financial reserves to establish goals and provide guidance concerning the fund balance (reserves) that should be maintained by the City to mitigate financial risk that can occur from unanticipated expenditures and/or revenue shortfalls and the disparity in timing between federal/state aid payments.

Consider Municipal Order 3-2019 entitled A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION FOR A KENTUCKY TRANSPORTATION CABINET OFFICE OF HIGHWAY SAFETY GRANT IN THE APPROXIMATE AMOUNT OF $46,000.00, THE PROCEEDS OF WHICH WILL ENABLE THE OWENSBORO POLICE DEPARTMENT TO PROVIDE OVERTIME TRAFFIC ENFORCEMENT OF APPROXIMATELY FORTY (40) HOURS PER MONTH DURING SPECIFIC MOBILIZATIONS WITHIN THE CITY OF OWENSBORO TO ENHANCE PUBLIC SAFETY; NO CASH MATCH BEING REQUIRED BY THE CITY.
Rationale

The Owensboro Police Department officers provide traffic enforcement during mobilizations in an effort to reduce traffic offenses.  The grant funds will directly cover an estimated 40 hours of overtime per month for specific mobilizations.  This grant would allow the Owensboro Police Department to enhance public safety through direct enforcement during the "Click It or Ticket", “Speed Weeks” and the "Drive Sober or Get Pulled Over" mobilizations.  The estimated costs of overtime and expenses are a total of $46,000.00.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.

City Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.  The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates, like any citizen, may address any item on the City Commission’s agenda.  During the open public forum, any citizen of Owensboro may address a specific city-related issue not on the agenda, but candidates for any political office will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
