OWENSBORO SISTER CITIES AND REGIONS BOARD OF DIRECTORS - Appoint Elaine Wright to fill the remainder of an unexpired term which ends June 4, 2020 and appoint Katherine Zboril  to fill the remainder of a term which ends June 4, 2019.

7.A. Consider Ordinance 20-2018 entitled AN ORDINANCE REVISING THE CITY OF OWENSBORO EMPLOYEE HANDBOOK POLICIES 318 AND 319 MAINTAINING OUR DRUG AND ALCOHOL TESTING POLICIES AND PROCEDURES IN ACCORDANCE WITH APPLICABLE LAW.
Rationale

The City had its Triennial Review within the City of Owensboro Transit Department. As a result, it was requested that more technical language be added to our DOT Drug and Alcohol policy. These revisions merely elaborate on procedures already in process.

BOARD OF DIRECTORS ARE SUBJECT TO APPROVAL BY THE CITY AND COUNTY; AND FURTHER APPROVING A CHANGE TO SECTION 3.03 OF THE BYLAWS PROHIBITING A MEMBER OF THE BOARD OF DIRECTORS, OTHER THAN ONE MEMBER WHO IS EITHER A PHYSICIAN DIRECTOR OR THE EXECUTIVE APPOINTEE, FROM BECOMING AN EMPLOYEE OF THE CORPORATION.
Rationale

The Owensboro Health Board of Directors desires to change the bylaws related to Article III, Section 3.03(h) allowing either the executive appointee or the physical director to be an employed physician. Certain sections of the OH bylaws require approval by the City and County.

Rationale

The City and Owensboro Daviess County Convention and Visitors Bureau (CVB) have contracted since 2008 for the recruitment, planning, and scheduling of sporting events in the City’s recreational facilities and the City wishes to renew its contract with the CVB.

Rationale

Members of the audience are invited to address the City Commission on any matter of public concern that was not on tonight’s agenda.  Comments are limited to issues within the scope and responsibility of this Commission.

City Commission meetings are held to conduct city business for the benefit of Owensboro citizens and taxpayers.  The meetings are not intended to serve as public forums for candidates who are campaigning for political office.  Political candidates, like any citizen, may address any item on the City Commission’s agenda.  During the open public forum, any citizen of Owensboro may address a specific city-related issue not on the agenda, but candidates for any political office will not be allowed to use the Commission meeting to promote his/her candidacy for public office.

At this time, anyone who wishes to address the City Commission please make their way to the podium to be recognized.  Speakers must state their name and address for the Clerk’s record, and limit their remarks to three (3) minutes or less.  Since the item is not on the agenda, no response is required from City staff or the Commission.  The Mayor reserves the right to extend time to the speaker.
