5. Payment for generators.

Motion Passed:  Motion to allow County Treasurer to pay Taylors Telephone Co. for generators installed at the Ohio County Courthouse and Ohio County E.O.C. Center when said generators are completely installed and working. Work is to be inspected by EMA Director, Charles Shields. Invoices are as follows: Courthouse $111,020.62 and E.O.C. Center $27,158.40. passed with a motion by Kenny Autry and a second by Jason Bullock.

6. Resolution/Agreement-80/20 Bridge Program

Motion Passed:  Motion made for the Court to approve the resolution/agreement for the 80/20 Bridge Program passed with a motion by Larry Keown and a second by Brandon Thomas.

7. 2nd Reading Budget Ordinance 2012-1 for Fiscal Year 2011-2012

Motion Passed:  Motion made to accept the 2nd reading of Ordinance 2012-1 budget for Fiscal Year 2011-2012 passed with a motion by Kenny Autry and a second by Brandon Thomas.

8. 2011-2012 Compensation Schedule

Motion Passed:  Motion Motion to accept the Compensation Schedule for Fiscal Year 2011-2012 for county employes as presented (copy attached) - passed with a motion by Brandon Thomas and a second by Kenny Autry.

9. Ohio County Policy on Spending of Resources and Classification of Fund Balance.

Motion Passed:  Motion to adopt the Spending of Resources and Classificqiton of Fund Balance Policy as reqired by the State Auditors Office. Policy is as follows. Ohio County Policy on Spending of Resources and Classification of Fund Balance. Ohio County, when both restricted and unrestricted resources are available for spending on a specific purpose, those resources considered restricted will be spent first. Restricted resources have constraints placed on the use externally (creditors, grantors, contributors or laws and regulations of other governments). Constraints can also be imposed by law through constitutional provisions or enabling legislation. Once restriced resources have been exhausted, unrestrited resources will then be spent on the specific purpose. Unrestricted resources are those considered committed, assisned and unassigned by Ohio County and will be spent in that order. Committed resources are formally committed by Ohio County through adoption of an ordinance or a resoultion. Assigned resources are informally provided through a declaration of intent to use for the specific purpose. Intent can be shown either in the fiscal court order or motion or by fiscal court appointing an individual or committee to carry out its’ wishes. The Ohio County Treasurer has been designated / appointed by fiscal court for this purpose. All other unrestricted resources not meeting the definition of committed or assigned are considered unassigned and will be spent last. Classification of Ending Fund Balance will be deteremined by applying the accounting policy as stated above. passed with a motion by Larry Keown and a second by Jason Bullock.

10. Declare Surplus property at Road Dept.

Motion Passed:  Motion to declare tiles being removed by the Ohio County Road Department as surplus and instruct Road Foreman to sell tiles for scrap metal. All proceeds are to be returned to the road department budget. passed with a motion by Larry Keown and a second by Brandon Thomas.

11. Wage Subsidy-Susan Chinn

Motion Passed:  Motion made for the Court to approve hiring, Joshua McIntyre on the wage subsidy program at the Ohio County Park at a pay rate of $8.25 per hour effective July 5, 2011 passed with a motion by David Johnston and a second by Larry Keown.
