Motion Passed:  Acknowledged having received the Clerk's July 2026 Financial Report passed with a motion by Michael McKenney and a second by Dale Beavin.

Motion Passed:  Approved having received the Ohio County Public Health Department 2026/2027 Tax rates of .045% passed with a motion by Larry Morphew and a second by Dale Beavin.

Motion Passed:  Approved to accept the recommendation of Jailer Landon Spurlock and the bid from Kellwell Food Management, and authorize the proper authority to sign the contract passed with a motion by Bo Bennett and a second by Michael McKenney.

Landon Spurlock, Ohio County Jailer, spoke about the bids that were received and carefully reviewed. One from Trinity Service Group, which is a national company, and one from a Kentucky based company named Kellwell Food Management.   He stated that basically what they are offering is the buying power, training, then to have a dietician plan the menus for the inmates.  Both would be a savings over what they currently have, which is budgeted for $140,000. Trinity came in at $62,000 with a 15% service fee; Kellwell at $52,597, with a $35,000 annual fee, which is broke down to about $2,400 a pay period.  He then stated that he would like to recommend to go with Kellwell, based on it being a Kentucky based company, he felt customer service would be better, and the total amount would be $89,054 and that's food, supplies and training.

Sheriff Adam Wright thanked the court for the opportunity to come and talk to them and tell a bit about what the Sheriff's Department is doing. He spoked about the body cameras that they were able to purchase with the help from a grant and has become a huge asset to the department. He spoke about the issue of illegal drug sales and use in the county and how they work hard with the Kentucky State Police Drug Enforcement Section and they have multiple personnel working together to fight this ongoing issue.  He spoke about the recent program they held to help parents protect their children online, and also about getting the 911 department in as part the Sheriff's Department with helps all involved.

Motion Passed:  Motion to approve hire of Steve Epley, Level 1, $14.79 per hour, part-time passed with a motion by David Johnston.

Motion Passed:  Motion to approve hire of Jaxon Barrett, Level 1, Seasonal, $14.79 per hour passed with a motion by David Johnston.

Motion Passed:  Motion to accept the proposal from McBrayer Firm passed with a motion by Larry Morphew and a second by Michael McKenney.

The Judge stated he had been given a proposal from Justin Keown from the McBrayer Firm, which will represent the Fiscal Court in the landfill franchise procurement process

There was no need of a closed session at this meeting.

Judge Johnston asked Michael McKenney about housing committee, who stated that there wasn't a meeting planned at this time, however, there had been several interested in

Motion Passed:  Motion to approve Fire Hydrant on 8987 St. Rt. 1414 for $12,950 and one at Hwy 69 and Hwy 878 for $12,400 to be paid from the Rural Waterline Fund passed with a motion by Dale Beavin and a second by Larry Morphew.

Motion Passed:  Motion to approve the Judge to sign the GRADD agreement for the homebound meals, FY2027 Contract #Ohio-725-2600000107 passed with a motion by Dale Beavin and a second by Larry Morphew.

Michael McKenney stated that he had a question for the Sheriff, and asked how the fleet was doing after losing a couple of cruisers, and the Sheriff stated that they had possession of the pick up now, and that the other 2 vehicles, the Durangos, were ordered and is would take about 12 weeks or more to get those.

Also, he said if anyone was interested in attending a Housing Committee Meeting to reach out to him.

Larry Morphew asked about how 911 addressing was doing getting everything "up to par", the Judge stated that anytime there was a discrepancy or problem found, Charlie Shields' office handles it.  

Carla Wallace, with the Ohio County AARP and the Kentucky AARP board of directors, stated she was there to on behalf of Ohio County AARP to request the use of a closet at the senior center.  She then spoke on the reason for the request and of the activities that they have at the Senior Center.  The Judge then suggested, that the new local president of AARP set up a meeting with the senior center staff out to discuss the issue.  She then spoke on the meeting and invited the court members to the Annual AARP picnic on August 25^th.
