Motion Passed:  Motion to accept the project from OCEDA and approve loan to Attorney Travis Johnson, with fiscal court being first lien holder on the collateral, and authorize Treasurer to write the check passed with a motion by Jason Bullock and a second by Michael McKenney.

OCEDA presenting for approval a loan to Attorney Travis Johnson, to buy into the business where he practices, it's $50,000, for 60 months at 4%, with OCEDA as a first on the collateral.

Motion Passed:  Approve Resolution 2027-3 for Application for and Administration of Kentucky Office of Homeland Security Projects and the Judge Executive to sign any related documents passed with a motion by Dale Beavin and a second by Larry Morphew.

This is for EMA to apply for 2 portable radios.

Motion Passed:  Motion to re-appoint Toby Southard to another 4 year term on the Airport Board passed with a motion by David Johnston.

Motion Passed:  Motion to accept the bid from Koorsen's for the service of the fire systems for the county passed with a motion by Dale Beavin and a second by Larry Morphew.

Ohio County Jailer, Landon Spurlock gave an update on some things happening at the OC Detention Center.  They had just received a $10,000 KACo grant that allowed them to purchase a new server for the jail management system. In the last year, they were able to increase deputy's pay without increasing their overall budget. They are working with the state to recover any eligible inmate expenses and since 2024 they've been reimbursed around $22,000, all on medical bills that certain inmates qualify for.  They currently in the process of taking bids for their food service, looking to save some money that way.  They have also started offering classes to inmates such as a parenting class, a pre-release class along with religious services and addiction counseling.

Motion Passed:  Motion to approve the purchase and authorize the treasurer to write the check passed with a motion by Dale Beavin and a second by Larry Morphew.

Judge Johnston told the court that, as they knew, several months ago the roller used in chip and seal at the road department burnt up.  They insurance is paying a little over $20,000, Road supervisor, Nick Woolen has found one that is newer than the one they had, for $19,500, it is located in Texas so there will be time and travel involved, but he recommended to proceed with the purchase.

Motion Passed:  Motion to approve hire of Garland Renfrow, Level 2, seasonal at the Ohio County Road Department at $19.74/hr passed with a motion by David Johnston.

Motion Passed:  Motion to approve hire of Adam Thomas, Level 2, full time, at the Ohio County Road Department at $20.69/hr passed with a motion by David Johnston.

Motion Passed:  Approved to enter into closed session under KRS 61.810 Chapter 1 Section C & F passed with a motion by Jason Bullock and a second by Michael McKenney.

Motion Passed:  Approved having returned from Closed Session passed with a motion by Larry Morphew and a second by Jason Bullock.

Judge Johnston announced that there would be a Needs Assessment Meeting, July 28th at 4:00 p.m., prior to the Fiscal Court Meeting.

The Judge then appointed a new committee to look into the situation with OC Tourism and Jerusalem Ridge and with the county, websites and facebook pages.  He appointed Michael McKenney, Jason Bullock and Dustin Bratcher.

The Decency Ordinance Committee met, did not make any recommendations for changes.

Suicide prevention has an upcoming event, Survive and Thrive, August 29th 12-3

He talked about the upcoming Ohio County Fair and stated that they had had a setback with the ride company they had been using, they had found another one, but the cost was a bit higher and Michael was asking the magistrates to look at the budge, their discretionary and see if there was anyway to help out the fair, and thanked the ones who had committed to helping.  Fair will be September 17, 18 and 19.

He expressed his appreciation to the road department for doing the best they can with all the rain we had had.

He expressed his appreciation to the road department, with Ohio County being the 5th largest in area and roads, they do a great job with a small crew.

The Mission Center representatives brought a Community Impact Report for the court to see what they have done in the last several months, and the impact on the community.  Kori Geary went over some of the statistics for the court, and thanked them for their support.

Rebecca, from Cromwell spoke to the court on behalf of the Cromwell Ballpark, stating that is is terrible condition and she's tried to get information on who is over it, but not getting much response.  She asked the court if there was anything they could do to help.  Larry Morphew told her that the county offered 5 or 6 years ago to take it over, and them still have their board, but the they declined that offer.  The judge stated that the court would try to reach out to the people who were supposed to be on the board and try to find out what's going on with them.
