Motion Passed:  Motion to approve first reading of Ordinance 2026-4 First Reading Budge FY2026-2027 passed with a motion by Jason Bullock and a second by Michael McKenney.

Discussion

The question was asked if after 1st reading was approved if changes could be made, and it was stated that minor changes could be done before the 2nd reading.

V. Treasurer's Standing Orders for FY 2026-2027
Actions Taken

Motion Passed:  Approved Fiscal Year 2026-27 Annual Standing Order for Pre-Approved Expenses passed with a motion by Jason Bullock and a second by Larry Morphew.

Discussion

It was explained that "Standing Orders" are bills such as electric, phone, payroll, etc.

VI. 7. Closed Session Under KRS 61.810 Chapter 1 Section C & F
Actions Taken

Motion Passed:  Approved to enter into closed session under KRS 61.810 Chapter 1 Section C & F passed with a motion by Dale Beavin and a second by Larry Morphew.

VI.A. Return From Closed Session
Actions Taken

Motion Passed:  Approved having returned from Closed Session passed with a motion by Bo Bennett and a second by Dale Beavin.

Discussion

Judge Johnston stated that no business was conducted in the closed session, 2 items were discussed that could involve litigation and one motion to come from it, which he asked for at that time.  Michael McKenney then made a motion on behalf of the Landfill Committee.

VII. Consulting Agreement
Actions Taken

Motion Passed:  Motion to approve a consulting agreement with SMR Environmental for the re-bid of a possible landfill franchise agreement, and to authorize the Judge Executive to sign the agreement passed with a motion by Michael McKenney and a second by Jason Bullock.

VIII. Committee Reports
Discussion

Judge Johnston stated that the Budget Committee had met at 3:30 p.m. and that the first reading of the budget was discussed.

IX. Magistrate's Comments and Requests
IX.A. District 1 - Magistrate Michael McKenney
Actions Taken

Motion Passed:  Motion to take $700 from reserves to make the amount $2000, with that and the magistrates discretionary contributions, Audubon Area Community Services passed with a motion by Michael McKenney and a second by Jason Bullock.

Discussion

Michael McKenney presented a letter from Audubon Area Community Services which requested funding from the court which would be used for the AmeriCorps Seniors Foster Grandparent, Senior Companion and RSVP volunteer expenses.  He then asked the magistrates if they would be willing to contribute from their discretionary monies, and he stated that he would start by committing to $200.  The other magistrates and Judge Johnston then followed with all of them committing to $200, except Dale Beavin who did $300.  Michael McKenney then made a motion for the court to take $700 from reserves to make the total commitment of $2,000.  Jason Bullock seconded, motion carried.

Discussion

Announced Freedom Fest in Fordsville on July 11, 4 to 10 pm, and invited all to attend.  He also thanked all in for 4th district who voted.

IX.E. District 5 - Magistrate Larry Morphew
Actions Taken

Motion Passed:  Motion to add $50 to the shoe allowance for Road Department employees increasing the amount from $150 to $200, and for the increase to take affect at the new budget year passed with a motion by Larry Morphew and a second by Michael McKenney.

Discussion

Larry Morphew made the motion for the increase on the shoe allowance for the Road Department, as they are mandated to wear steel toed boots, and stated that prices had increased on those signifigantly.

He asked everyone to be patient with the pot hole patching and thanked everyone in the 5th district for coming out to vote.
