The equalization formula for boding went up significantly per HB6. As a result of the district's new nickel and the increase in equalization (on both nickels), our bonding potential went up. Dr. Anthony Strong, vice president of Compass Municipal will present our district's new bonding potential.

Rationale

Propose the Carnegie will continue to partner with 6th District Elementary, 9th District Elementary, Glenn O. Swing Elementary, John G. Carlise Elementary, and Latonia Elementary, by designing and instructing visual and performing arts programming aligned with the National Core Arts Standards. Carnegie teaching artists will be assigned to schools for 8-to-10-week cylces of time. This schedule provides Carnegie teaching artists time to develop deeper relationships with students, collaboration with classroom teachers, and positive school culture through the arts. Along with exploring the arts standards and providing opportunities for creative decision making, students will continue to build community and strengthen their 21st century skills through this partnership.

We are presenting a one year option and a two year option.

Kentucky law requires schools to have a threat assessment team.  Our district uses Dr. Dewey Cornell's Comprehensive School Threat Assessment Guidelines (CSTAG).   
 
The Comprehensive School Threat Assessment Guidelines (CSTAG), developed in 2001 and known as the Virginia Student Threat Assessment Guidelines until 2018, is an evidence-based model for schools to use in conducting threat assessments of students.

Currently, we use this model to conduct risk assessments with students who may express thoughts of self-harm and threat assessments with students who may express thoughts of harming others or the school environment.  Each school team includes a building administrator, school counselor, school psychologist and others identified by the building principal.  This training contract will ensure that our school teams are up to date with this best practice approach.
 
The contract is funded through the Violence Prevention grant.

Proposal
In follow up to the Covington Independent Public Schools (CIPS) board retreat on January 27, 2024, SBP proposes the following recommended scope of services:
 
Objectives:
1) The Board, in partnership with the superintendent and his cabinet, will adopt an agenda calendar for the 2024-25 school year that is primarily focused on measurable performance monitoring and policy making activity while removing most other types of business from its agendas.
2) The Board, in partnership with the superintendent and his cabinet, will adopt a set of approximately 5 “SMART” annual goals that reflect the highest priority desired student outcomes for the 2024-25 school year.
3) The Board, in partnership with the superintendent, will adopt a revamped process for the 2024-25 annual evaluation of the superintendent based primarily on the board approved annual goals.
 
Deliverables
1) Board agenda calendar for the next 12 months prioritizing the Board’s time on rigorous monitoring of comprehensive data metrics, including the annual goals. 
2) Approximately 5 annual “SMART” goals reflecting the board’s highest priorities 
3) Revised superintendent evaluation framework for the 2024-25 school year. The Board may also consider incorporating this framework into a revised superintendent evaluation policy.

VIII.1. 2025 Tentative Budget

Rationale

This Tentative Budget Cycle is required by State Stature KRS 160.470.  The Tentative Budget must be approved by the local school district and submitted to the Kentucky Department of Education by 5/30 of each year. 

The budget committee has met since February 2024 creating the budget for FY2025.  

The budget committee will be looking into how cost saving measures can be incorporated into the budget.  At this time there are many unknowns related to the adoption of this budget.   Once those unknowns become available, the budget will be amended and will be reflected in the Working Budget that is presented to the Board of Education in September of each year.

VIII.2. Auditing Services for Fiscal Year '24

Professional services such as Auditing Services does not have to be bided out by a school district.  The budget committee met in March of 2024 and discussed our options.  It is the budget committee’s recommendation not to bid out at this time and stay with Barnes Dennig. 

The auditor fee will be $36,915 (FY23 was $32,100 base fee plus $5,100 cost of implementing new GASB standard for a total of $37,200).

Per Board Chair, this agenda item will be for approval.  If the district followed normal procedures of informational meeting first then approval meeting at the end of the month, the contract would be late to KDE.  This will ensure the contract will be to KDE on time.

IX.1. Overnight School-Related Trip ~ MCJROTC Girls State

Pursuant to CIPS Policy 09.36 School-Related Student Trips, the MCJROTC is requesting approval for a student to participate in MCJROTC Girls State from June 3, 2024 thru June 7, 2024 at Western Kentucky University.

On June 3, 2024 SSgt Jonathon Skillman, Senior Marine Instructor/Marine Instructor and Mrs. Kim Patsura, Holmes High School Counselor will use the district's SUV that has be requested and approved to pick up student cadet from her home of record and take her to Girls State at WKU. Upon completion, on June 7, 2024, SSgt Skillman and Mrs. Pastura will pick up student cadet from Girls State and take cadet back to her home of record. 

The local American Legion Auxiliary with the American Legion Post 203 has graciously sponsored student cadet and has recommended her attendance, total sponsorship is $325-$375. There is no additional cost of funding required to or from the Covington Independent Public School District besides fuel and mileage regarding the district owned SUV. 

IX.2. Overnight School-Related Trip ~ MCJROTC Cadet Leadership Camp

Pursuant to CIPS Policy 09.36 School-Related Student Trips, MCJROTC Cadet Leadership Camp, July 22, 2024 through July 26, 2024 in Sheperdsville, Kentucky. Twenty-two students and two to three adults  will be attending the Cadet Leadership Camp to provide MCJROTC cadets with both challenges and opportunities they would not normally experience during the course of JROTC throughout the school year. All costs except for transportation will be paid with funding from Marine Corps JROTC.

This is our yearly review of the Assurances from the Kentucky Department of Education stating the Covington Independent Public Schools and the Non-Public Schools that receive funding from our district are in compliance with all the assurances listed in the Grant Management System document.

The District Assurances state CIPS is in compliance with various programs in the district. The assurances are general assurances that the district must follow.

Upon review and approval, we will send a statement via GMAP to KDE from Mr. Garrison with the meeting date stating that we will be in compliance with these assurances.

Ignite Institute is a Boone County high school which provides regional programs as follows: Biomedical, Computer Science, Engineering, Education, Design, Pre-Nursing. The Memorandum of Understanding will be between Boone County School District and Covington Independent Public Schools for the 2024-2025 school year.

IX.9. 2024-2025 Transportation Agreement

Under KRS 158.115:  A County may opt to provide transportation for all students within its jurisdiction by means of contracting with the local public school district.  For Covington students, the Fiscal Court has to contract with our District because Kenton County School District cannot transport within our boundaries.  Under this contract, Covington Schools merely provides the transportation, if needed, and then Kenton County Fiscal Court reimburses the District the costs from its general funds.

X.2. Visually Impaired Teacher and Hearing Impaired Teacher Position Requests

Requesting to add two special education teacher positions.  Each teaching position will be part time and based on current student need. One special education teacher with certification as a Teacher of the Visually Impaired and one special education teacher with certification as a Teacher of the Hearing Impaired.  These teachers will be districtwide employees and will service students across any/all Covington Independent Public Schools according to student need.
