VI.3. 303 Court Street ~ PILOT and LPA Agreement

Attached is a proposal for a Payment in Lieu of Taxes (PILOT) and Local Participation Agreements (LPA) with the Covington Independent School District and Al. Neyer LLC and Urban Sites, LLC regarding 303 Court Street. The agreement outlines the guidelines and criteria.

VI.4. Creation of a Temporary Part-Time Position for 2020-21

Rationale

Request the creation of a temporary part-time position to assist district leadership in managing State and Federal Programs for the remainder of the 2020-21 school year.

Over the summer the Elementary Director Position (Retirement) was posted and not filled.  The position remained in the budget.  Remaining Title 1 funds will support this part-time position at no cost to the General Fund.  This position is for the remainder of this school year.

The following BG revision is for the JGC Emergency Project; chiller replacement and vfd replacements.  The total project cost has decreased $1,388.08. Per KDE, we must have the exact dollar amounts listed on the BG 1 prior to project completion.

IX.2. BG 20-217 Roofing Projects Change Order 6

Rationale

The following is the change order pricing for fixing drainage problems in the box gutter of the main shingle roof at 6th District. The existing interior piping sits a little higher than the bottom of the existing box gutters in 5 locations.  We would perform the following: 

• Henn Plumbing would work from the inside of the building. They would cut the interior cast iron pipe and install new connections to be in the proper location. (See attached Plumbing contractor quote.

• Imbus Roofing would cut out the wood deck in each location for a new outlet tube location. 

• A new plate would be set for the new drain connection. Copper outlet tube include in base bid.

The total cost for this Change Order work is……………………………………………………………………….$6,242.00.

IX.3. BG 20-217 Roofing Projects Change Order 7

Rationale

The following is the scope of work and change order pricing for fabricating and installing a ladder in the attic space between the closet ladder and the roof hatch due to safety concerns for accessing the roof. 

It will include the following:

• The offset of the closet opening and the structural opening to the roof hatch make it challenging to navigate.

• The ladder will be fabricated with 3 bar steps and one lower 10” platform step to  block stepping on the plaster ceiling.

• The ladder will be fabricated out of steel and primed/painted black.  There will be sets of brackets to connect into the structural steel and into the wood blocking.

• It will be brought up and installed through the inside.

The total cost for this Change Order work is………………………………………………………………………….$2,159.00. 

 

IX.4. BG 20-217 Roofing Projects Change Order 8

Rationale

The following is for the 6th District Elementary Change Order 8 for replacing the roof and performing other needed work on the original front entrance of the building. 

• There is no close access to this roof area except for the street. All materials and debris will have to be transported by hand back and forth to the street.  This work is also based on some of the scaffolding staying in place after higher elevations are removed.

• The existing built-up roof system will be torn off down to the wood deck.  The inside walls will be removed of all emulsion coating that has been installed.

• Parabase FS will be mechanically attached to the wood deck. Paradiene 20 EG will be adhered to this using solvent free adhesive.

• The roof will then be coated with the Parapro Roof Resin system with reinforcing fleece.

• The sandstone roof walls will be primed with ProPrimer W. They will then be flashed using the Parapro 123 Flashing system up to the base of the top stone cap. 

• A metal counterflashing will be installed under the top cap and into the back, brick wall.

• A new through-wall scupper will be installed to connect the roof drainage to the outer box gutter.

• The existing box gutter will remain in place. It has a horizontal joint in the sandstone that is causing problems.  The box gutter and sandstone will be properly primed.  New Parapro 123 flashing system will be installed over the box gutter and out to the front edge of the sandstone.

• The joints in the top stone copings are completely open. We will re-caulk the bed joint and the joints between stone cap pieces. 

The total cost for this Change Order work is……………………………………………………………………….$11,919.00. 

This change order does not exceed the contingency for the roofing projects. 

IX.5. Additional School-Based Mental Health Care Provider Position

Rationale

The Kentucky Center for School Safety allocated funds to school districts to provide additional supports for student mental health.  "From the allocation designated for an additional school-based mental health care provider, each school district will receive $43,095 to go toward the funding of a school counselor, school psychologist or school social worker."  Additional information from the Kentucky Department of Education regarding these funds: "The allocation for School-Based Mental Health Care Providers is for additional providers, not to supplement current mental health care providers.  Also, it is understood that the new hires should be employees of the school system (full-time or part-time) and not using these funds to subcontract with private mental health care providers..."

This request is for approval to hire an employee to fill this position for the remainder of the school year.  It will be made clear that this position is ONLY for this time period, unless funds are allocated for an additional year.
